President Bush says al-Qaida chief Osama bin Laden ordered the group's operative in Iraq, Abu Musab al-Zarqawi, in 2005 to form a terror cell to plot attacks outside Iraq.
Mr. Bush said today (Wednesday) that bin Laden emphasized to Zarqawi that the United States should be the top target for foreign attacks.
Speaking at the commencement ceremony at the U.S. Coast Guard Academy in Connecticut, Mr. Bush said bin Laden tasked top al-Qaida operative Hamza Rabia to brief Zarqawi on al-Qaida external operations, including plots against the United States.
Bush noted that Rabia was killed in Pakistan in December 2005, and that Zarqawi was killed by American forces in Iraq in June 2006.
Mr. Bush, who was citing recently declassified intelligence, said "the danger has not passed" and that al-Qaida remains intent on attacking the U.S. again.
