국제테러조직 알-카에다의 지도자 오사마 빈 라덴은 지난 2005년 알-카에다 이라크 책임자 아부 무사브 알 자르카위에게 세포조직을 결성해 이라크 외부 지역들에 대한 공격을 계획하고 주로 미국을 겨냥하도록 지시한 것으로 알려졌습니다.
프랜시스 타운센드 백악관 국토안보 보좌관은 22일 기밀해제된 국토안보부 보고서를 인용해 이같이 밝혔습니다.
타운센드 보좌관은 “이같은 정보는 알-카에다가 이라크를 전 세계를 대상으로 한 테러기지로 이용하기를 원한다는 미 행정부의 주장을 뒷받침한다”고 말했습니다.
타운센드 보좌관에 따르면 빈 라덴은 지난 2005년 1월 자르카위에게 세포조직을 결성하도록 지시하고 또다른 알-카에다 요원인 함자 라비아에게는 이라크 외부 지역들에 대한 공격계획을 자르카위에게 보고하도록 지시했습니다.

A senior U.S. official says al-Qaida chief Osama bin Laden ordered the group's operative in Iraq, Abu Musab al-Zarqawi, in 2005 to form a cell, plot attacks outside Iraq and make the United States its main target.
Citing newly declassified intelligence, President Bush's advisor for homeland security, Fran Townsend, said Tuesday the information backs the administration's claim that al-Qaida wants to use Iraq as a staging area for attacks world wide.
Townsend said that in January 2005, bin Laden tasked Zarqawi to organize the cell and ordered another operative, Hamza Rabia, to brief Zarqawi on the group's plans to attack sites outside Iraq.
She said she could disclose the information now that both Zarqawi and Rabia are dead and several key al-Qaida figures are in U.S. custody. Zarqawi was killed in a U.S. air strike in Iraq in June 2006.
