유엔 회원국 국민들, 유엔 역할 확대 원해 (E)


유엔 회원국들이 전쟁 방지나 인권 옹호,정의 구현등 국제사회의 주요 현안에 있어 유엔의 역할과 관련해 종종 합의 도달에 어려움을 겪고 있는 반면, 회원국 국민들은 유엔을 압도적으로 지지하고 있으며,분쟁 해소와 핵무기 확산 방지에 유엔이 보다 많은 역할을 하기를 바라고 있는 것으로 새로운 여론 조사결과 나타났습니다.

좀더 자세히 전해드립니다.

시카고 국제 문제연구소와 여론 조사기관인 월드 퍼블릭 오피니언 (World Public Opinion)이 실시한 이 여론 조사에는 유엔 안전 보장 이사회 4개 상임이사국을 포함 17개국 국민들과 독립국가를 가지고 있지 않은 팔레스타인 주민들이 참여했습니다.

여론 조사 결과, 응답자의 64퍼센트가 유엔 지휘하의 선별되고 훈련된 상설 유엔 평화유지군이 있어야 한다고 답했습니다.

또 응답자의 52퍼센트는 유엔은 각국의 핵무기 불법획득을 막아야 한다고 답했습니다.

스티븐 크럴 매릴랜드 대학 국제 정책 프로그램 책임자는 이번 여론 조사 결과는 비록 각국 정부가 핵확산이나 인권 문제등에 있어 공동의 결론을 거부하고 저항한다 할지라도

그들의 국민은 그렇지 않다는 것을 보여주는 것이라고 말했습니다.

크럴씨는 핵확산 방지나 대량 학살, 인권 위반등의 사안과 관련해 이는 단지 국내 문제로 유엔이 이러한 문제에 개입해서는 안된다는 주장은 전세계 대다수 국민들의 견해와는 동떨어진 이야기 같다고 말했습니다.

한편 크럴씨는 이번 여론 조사에서 가장 놀라운 것 가운데 하나가 유엔에 대한 중국인들의 태도라고 말했습니다.

1에서 100을 눈금으로 할때 중국인들은 멕시코인들에 이어 두번째로 유엔에 우호적인 것으로 나타났습니다.

설문에 응한 중국인들은 유엔에 더 많은 권한을 부여하는 조치들을 전폭적으로 지지하고 있었으며, 대다수 즉 , 응답자의 76퍼센트가 심각한 인권 유린사례의 경우 유엔 안보리에 군사력 사용이 허용돼야 한다고 답했습니다.

크럴씨는 이 같은 결론은 국제사회에 합류하고자 하는, 국제사회의 일부가 되고자하는 중국인들의 강한 열망을 나타내고 있는 것으로 생각된다면서, 중국인들은 국제화되는 과정을 좋아하고 있다고 말했습니다. 또한 중국이 국제사회에 나서고 접촉하는 전 과정이 중국인들에게는 매우 긍정적인 경험으로 인식되고 있다고 말했습니다.

국제 사회를 대상으로 실시된 이번 여론 조사에서 전복된 국가의 민주 정권 회복을 위한 무력 사용과 무기, 석유 판매에 대한 유엔세 신설문제등을 둘러싸고 가장 의견이 엇갈렸습니다.

한편 한국민들은 유엔에 더 많은 권한을 부여하는데는 대체로 찬성하지만 핵확산을 막기 위해 유엔 안보리에 군사력 사용 승인 권한을 부여하는것에는 부정적인 것으로 나타났습니다.

이번 여론 조사 결과, 한국인들은 국제 무기 거래규제나 인권 위반 조사, 유엔 평화유지군 상시 유지등 권한을 부여하는데 대해 찬성하는 것으로 나타났습니다.

또 어떤 나라가 침공당했을때나, 인종 학살같은 심각한 인권 유린을 막기 위해, 또는 테러 단체 지원을 막기 위해 안보리가 군사력 사용 승인 권한을 가져야 한다는 주장을 지지했습니다.

그러나 어떤 나라가 핵무기를 확보하거나 또는 핵무기로 사용될 수 있는 핵연료를 생산하는 것을 막기 위해 군사력 사용승인 권한을 부여해야 한다는 주장에 대해서는 55퍼센트, 56퍼센트가 반대해 부정적인 의견이 더 많았습니다.

A new survey suggests that while United Nations' member states frequently have a hard time agreeing on how the world body should carry out some of its key objectives -- preventing war, upholding human rights and promoting justice -- citizens of those states overwhelmingly support the United Nations and want it to take a more active role in resolving conflicts and preventing the spread of nuclear weapons. VOA's William Ide has more from Washington.

The survey was conducted by the Chicago Council on Global Affairs and World Public Opinion-dot-org. It includes responses from people in 17 countries, including four nations holding permanent seats on the U.N. Security Council. Residents of the Palestinian territories, who do not have an independent state, were also polled.

According to the survey, 64 percent of people polled said the U.N. should have a standing peacekeeping force selected, trained and commanded by the United Nations. Another 52 percent said the U.N. should prevent a country without nuclear weapons from acquiring them.

Steven Krull, director of the University of Maryland's program on International Policy Attitudes, says the results show that although governments may be resistant to collective decision-making on such issues as human rights and nuclear proliferation, their populations are not.

"The argument that this [issues of non-proliferation, genocide, human rights violations] is simply an internal matter, you shouldn't get the U.N. involved in this kind of thing, that does not seem to fly with most people around the world."

Krull noted that Chinese attitudes toward the United Nations constituted one of the most surprising results of the survey. On a scale of one to a hundred, the Chinese had the second warmest feelings toward the United Nations, after Mexico.

The Chinese people surveyed widely supported steps that would give the U.N. more power. A large majority, 76 percent, said the U.N. Security Council should be allowed to use military force in cases of severe human rights violations.

"I think that it expresses a strong readiness on the part of the Chinese to join the world, to be part of the world, to not be isolated. They like the process of globalization. If you asked about that they are some of the most enthusiastic. And the whole process of China coming and connecting to the world has been very much perceived as a positive experience for them."

The global public was more divided over questions such as the use of force to restore a democratic government that has been overthrown and the creation of a U.N. tax on the sale of arms and oil.
