일본 헌법개정절차 위한 국민투표법안, 참의원 통과


일본 헌법 개정절차를 정하는 국민투표법안이 11일 참의원 헌법조사특별위원회에서 통과됐습니다. 참의원 헌법조사특별위원회는 이날 헌법 개정에 필요한 국민투표의 규칙을 정한 법안을 승인했습니다.

법안은 국민투표 대상을 헌법개정에 한하고, 투표권자를 18세 이상으로 하되 공직선거법과 민법 등이 개정될 때까지는 20세 이상으로 두고, 중의원과 참의원 양원에 헌법심사회를 설치하되 공포일로부터 3년간은 헌법개정안 제출, 심사를 금지하는 것을 골자로 하고 있습니다.

현재 문제가 되고 있는 것은 일본이 독자적으로 군대를 가질 수 없고, 또 국제분쟁에 자위대를 파견할 수 없도록 규정된 헌법 조항입니다. 아베 신조 일본 총리는 이같은 제한을 완화하기 위한 헌법개정을 주도하고 있습니다.

아베 총리는 이날 의회 헌법조사특별위원회에 참석해 일본은 국제사회에서 평화와 안정을 달성하는데 있어서 보다 많은 역할을 담당하게 될 것으로 예상하고 있다고 말했습니다.

A Japanese parliamentary committee has approved guidelines for amending the pacifist stance of the country's constitution.

An Upper House panel on Friday approved legislation that sets up rules for a referendum needed to re-write the constitution.

At issue is a clause that prohibits Japan from maintaining a military or using force to settle international disputes.

Prime Minster Shinzo Abe has led a campaign to loosen those restrictions. Mr. Abe told the parliamentary panel today that Japan is expected to play a greater role in helping to achieve peace and stability in international society.

But public opinion polls in Japan indicate that the majority of Japanese voters support the constitution's pacifist clause.

Japan's constitution has not been changed since it was drafted in 1947, following World War Two.
