아시아개발은행 (ADB)의 구로다 하루히코 총재는 아시아의 성장과 번영을 위해서는 역내 통합과 협력이 필수적이라고 강조했습니다. 구로다 총재는 갈수록 늘고 있는 양자 간 무역협정을 통합하는 것이 그같은 목표를 이루는 데 도움이 될 것이라고 말했습니다.
아시아개발은행의 구로다 하루히코 총재는 지난 10일 일본 도쿄에서 행한 연설에서 아시아는 역내 협력과 통합이 필요하다고 강조했습니다.
구로다 총재는 아시아에서 지난 몇 년 간 폭발적으로 증가한 교역은 지역 간 무역협정, 소지역 간 무역협정, 그리고 양자 간 무역협정의 확산으로 이어졌다고 말했습니다. 구로다 총재는 동아시아 지역만 놓고 보더라도 지금까지 서명됐거나 현재 논의 중인 자유무역협정이 1백9건에 이른다고 지적했습니다. 그리고, 아시아태평양 지역 전체로는 모두 1백92건이라고, 구로다 총재는 덧붙였습니다.
구로다 총재는 이같은 모든 무역협정들이 이해상충과 규제의 중복으로 이어지면서, 교역이 악화될 수도 있다고 경고했습니다.
구로다 총재는 그같은 자유무역협정들 속에서, 무역의 복잡성을 증대시켜 오히려 기업에 해를 줄 수 있는 가능성이 어느 정도 있는 것이 분명하다고 말했습니다. 구로다 총재는 자유무역협정은 기본적으로 좋은 것이라면서, 하지만 앞으로는 일부 역효과도 극복돼야 할 것이라고 덧붙였습니다.
구로다 총재는 2015년까지 단일시장을 창설할 계획인 동남아시아국가연합, 아세안을 치켜세웠습니다.
구로다 총재는 아세안이 중국과 일본,인도, 호주 같은 다른 아시아태평양 국가들과 협력하는 것은 과도한 무역협정에 따른 위험을 해소하는 데 도움이 될 것이라고 말했습니다.
아시아개발은행은 4단계 계획에 따라 아시아태평양 지역의 통합을 지원하고 있습니다. 구로다 총재는 아시아개발은행의 전략은 아시아 나라들이 기본적인 조달체제를 개발할 수 있도록 지원하는 것을 시작으로, 이후 무역과 투자의 통합을 지원하는 것을 주요 내용으로 하고 있다고 설명했습니다.
이어서 아시아개발은행은 올해 중국의 주가폭락이 전세계 주가폭락으로 이어졌던 것과 같은 금융상의 혼란을 막기 위한 역내대화 증진을 권장하고, 마지막으로는 조류독감이나 지구온난화 같은 국경을 초월한 위험에 대한 역내 협력을 촉구하고 있습니다.
구로다 총재는 일본과 미국, 유럽연합 같은 선진국의 농업 보호주의는 무역자유화 확대를 가로막고 있다고 지적했습니다.
구로다 총재는 농업 부문의 자유화나 보호 축소에 선진국들이 앞장서야 한다고 강조했습니다.
구로다 총재는 아시아 대부분의 나라들이 극도의 빈곤에서 벗어나고 있는 상황에서, 아시아개발은행 자체도 변할 필요가 있다고 말했습니다.
최근 발표된 한 보고서는 아시아개발은행의 초점이 빈곤완화에서 아시아의 지속적인 경제성장 지원으로 전환돼야 한다고 촉구하고 있습니다. 그러나 구로다 총재는 어떤 개혁 계획이 있는지에 대해 구체적으로 밝히지 않았습니다.

TEXT: Asian Development Bank President Haruhiko Kuroda says Asia needs regional
cooperation and integration.
Kuroda says the explosion of trade in the past few years in Asia has led to "a proliferation of regional, sub-regional, and bilateral trade agreements." Speaking in Tokyo Tuesday, he noted there are 109 free trade agreements either signed, under discussion or being studied in East Asia alone. For all of Asia and the Pacific, he says, there are 192.
Kuroda warns all these agreements could lead to conflicting interests and overlapping
regulations that could complicate trade.

"Certainly there are some dangers of (a) complicated noodle bowl effect emerging in those FTAs. I mean FTAs are good, basically good. But some side effects must be overcome in coming years."

He praised the Association of Southeast Asian Nations, which plans to establish a single ASEAN market by 2015.
Kuroda says ASEAN's cooperation with other Asia-Pacific nations, such as China, Japan, India and Australia should help "untangle the noodle bowl" of trade agreements.
The ADB is supporting integration in the region with a four-track plan. Kuroda says the
strategy starts with helping countries develop logistics systems and then integrating trade and investment.
Thirdly, the bank is encouraging more dialogue in the region to avoid financial volatility like that seen earlier this year when a plunge in China's stock markets sent share prices falling around the world. Finally, the ADB is calling for regional cooperation on trans-border risks such as bird flu or global warming.

Kuroda says agricultural protectionism in developed economies such as Japan, the United States and the European Union is blocking greater trade liberalization.

Kuroda says the ADB itself will need to change with the coming years as most Asian countries are coming out of extreme poverty. A recent report urged the bank to shift its focus from poverty alleviation to helping Asia continue to grow economically. However, Kuroda did not specify what reform plans there are. (Signed)
