북한과 이란의 핵무기 개발 문제를 둘러싼 국제분쟁에 있어서 북핵분쟁은 다자간 협상에 의한 해결쪽으로 다시 가닥이 잡혀가고 있는 가운데 미국의 신형 핵탄두 개발계획을 놓고 연방 의회 하원에서 논쟁이 벌어지고 있습니다.

오늘은 미국의 기존 핵탄두를 신형 핵탄두로 대체하기 위한 조지 부시 대통령 행정부의 계획을 둘러싼 논쟁에 관해 문철호 기자와 함께 알아봅니다.

문 : 미국의 기존 핵탄두를 신형 핵탄두로 대체하는 계획을 놓고 미국 연방 하원에서 논쟁이 벌어지고 있는데 구체적으로 그 내용이 어떤 것입니까?

답 : 네, 미국의 신형 핵탄두 개발계획은 현재 보유하고 있는 노후된 우라늄 핵탄두 6000기를 신형 핵탄두 1,700기 내지 2,000기로 바꾸어 놓는 ‘콤플렉스 2030’ 계획에 따른 것입니다.

‘콤플렉스 2030’ 계획은 신형 핵탄두 개발, 배치를 오는 2030년 이전까지 완료하는 것으로 돼 있는데요, 이를 위한 총 소요 예산액, 1천억 달러 가운데 우선 2008회계연도 예산으로 8천9백 만 달러를 미국 연방 에너지부 산하, 국가핵안보국, NNSA가 의회에 요청함에 따라 하원 세출위원회 핵무기 프로그램 소위원회에서부터 관련 청문회가 열리게 된 것입니다.

문 : 우라늄 핵탄두 6,000기가 노후됐기 때문에 이를 교체할 필요가 있어서 신형 핵탄두를 개발한다는 계획이란 말인데요, 신형 핵탄두란 어떤 것을 말하는지 궁금하군요.

답 : 신형 핵탄두란 미국 핵무기 연구의 두 주축 가운데 하나인 로렌스 리버모어 연구소와 샌디아 국립연구소가 개발한 설계안에 따른 것인데요, 영어로 ‘신뢰할 만한 대체 핵탄두’를 뜻하는 ‘Reliable Replacement Warhead’의 머릿글자를 따서

‘RRW’로 불리웁니다. 이 RRW는 우선 지하핵폭발실험 없이 개발할 수 있는 것이 첫째로 중요한 특징이고 특정 인가없이는 사용할 수 없기 때문에 테러리스트들이 이 핵탄두를 획득한다고 하더라도 쓸모가 없는 것이 또 다른 특징인 것으로 알려져 있다고 워싱턴 포스트 신문 등이 보도했습니다.

문 : 그런데, 그런 신형 핵탄두 개발계획에 관한 의회 논의에서 상당한 논란이 일고 있다는 것은 어째서 그런겁니까?

답 : 신형 차세대 핵탄두, RRW 개발계획은 하원 세출위원회의 핵무기 프로그램 소위원회에서 다루어지는데요, 지난 달 29일에 그에 관한 첫 번째 청문회가 열린 가운데 먼저 민주당 소속인 피터 비스클로스키 소위원장이 의문을 제기했습니다.

비스클로스키 위원장은 미국이 국가안보적 억지력으로 안전하고도 신뢰할 만한 핵무기 보유에 계속 의존하게 되겠지만 그렇다고 그런 목적에 필요한 것 이상의 또 다른 핵무기가 있어야 한다는 것을 뜻하지는 않는다고 지적했습니다.

문 : 그런 지적에 대해 행정부쪽은 신형 차세대 핵탄두, RRW의 개발 필요성을 어떻게 설명하고 있습니까?

답 : 하원 세출위 핵무기 프로그램 소위원회 청문회에는 미국의 핵무기 보유와 작전에 관한 책임을 맡고 있는 미 전략사령부의 사령관인 제임스 카트라이트 대장이 출석해 신형 핵탄두의 안전성과 보유, 유지 비용의 절약을 강조했습니다.

제임스 카트라이트 사령관은 신형 핵탄두가 21세기의 첨단 제조과정과 사업접근 방식에 따라 대량의 핵탄두 보유 등의 문제들을 해결할 수 있도록 만들어지며 보유에 관련된 비용도 절약될 수 있다고 설명했습니다.

문 : 미국은 냉전시대 소련의 핵무기들을 넘겨받은 러시아와 2012년까지 전략 핵탄두 보유를 약 2,000기까지 감축하는 핵무기감축협정을 체결해 놓고 있기 때문에 보유 핵탄두수를 줄이기는 줄여야 하는데 그걸 차세대의 핵탄두로 바꾸어 놓는다는 말인데, 그렇지만 반대하는 견해도 적지 않을 것 같군요.

답 : 네, 그렇습니다. 청문회에 샘 넌 전 상원 군사위원장 등 핵무기 비확산 운동 전문가들이 참석했는데요, 민간 비확산 운동단체인 핵무기위협방지추진위원회, N-T-I 의 공동위원장 자격으로 참석한 샘 넌 전 의원은 신형 핵탄두 개발계획을 위한 예산을 의회가 승인해서는 안된다고 주장했습니다.

미 의회가 지금 같은 세계환경에서 신형 핵탄두 개발계획을 승인해준다면 동맹국들이 이를 오해하게 될 것이라고 샘 넌 전 상원의원은 지적했습니다. 물론 적들은 이를 이용하려 들것이기 때문에 핵무기의 확산과 사용을 막으려는 미국의 노력이 복잡하게 뒤얽히고 이란과 북한 같은 핵무기 개발 도전국들에 대한 미국의 결의 이행을 훨씬 더 어렵게 만들게 된다는 것입니다.

미국내 주요 관심사와 화제들을 알아보는 ‘미국은 지금’, 오늘은 미국의 기존 핵탄두를 신형 핵탄두로 대체하기 위한 계획을 둘러싼 논쟁에 관해 알아봤습니다.

Lawmakers in the U.S. House of Representatives are considering Bush administration budget requests for building new nuclear weapons, a move supporters say will create safer warheads. Critics say the move could undermine global non-proliferation efforts. VOA's Stephanie Ho reports from Washington, where a House Appropriations subcommittee recently (Thursday) heard arguments for and against the new plan.

Democratic Congressman Peter Visclosky, who chairs the subcommittee responsible for funding U.S. nuclear-weapons programs, said the question under consideration is not whether the United States should have nuclear weapons at all.

/// VISCLOSKY /// "The United States will continue to rely on a safe and reliable nuclear weapons stockpile, as a national security deterrent, for the future. However, that does not mean we need to have one more nuclear weapon than is necessary for that purpose."

Under consideration is a proposal to develop a so-called reliable replacement warhead, which supporters say is needed to ensure the future safety, reliability and security of the U.S. nuclear weapons stockpile.

The new weapons would be certified without ground testing, which has been banned by the Comprehensive Test Ban Treaty. The Department of Energy in March announced its design choice and has requested 89-million dollars for the 2008 fiscal year to look into the design and develop cost estimates.

General James Cartwright heads U.S. Strategic Command, which is responsible for U.S. nuclear military assets and operations in outer space. He told lawmakers the new nuclear weapons design would lead to a smaller number of more modern warheads that are safer and less expensive to maintain than current stockpiles.

/// CARTWRIGHT /// "There are 21st century manufacturing processes and approaches to business that allow us to manage these problems, not with huge inventories, but with smart manufacturing process, and drive down the cost associated with these inventories."

Experts have estimated the U.S. nuclear arsenal includes more than nine-thousand operational and inactive warheads. The United States and Russia have signed a treaty to reduce the number of strategic nuclear warheads to about two-thousand each, by the year 2012. Meanwhile, former Senator Sam Nunn, the co-chairman of the private organization called Nuclear Threat Initiative, spoke out against congressional funding for the new warhead.

/// NUNN /// "If Congress gives a green light to this program, in our current world environment, and I stress, in our current world environment, I believe that this will be misunderstood by our allies, exploited by our adversaries, complicate our work to prevent the spread and use of nuclear weapons, and make resolution of the Iran and North Korea nuclear challenges all the more difficult."

He also expressed concern that if the United States developed a new nuclear weapon, it would make it harder for Washington to discourage other countries that are on the verge of developing their own nuclear arms.

Critics also say the new design is not necessary. They point to scientific studies concluding that the plutonium pits used in U.S. warheads can be counted on to remain in good condition much longer than had been expected - for 50 to 100 years.
