한국과 미국 간 자유무역협정 FTA 체결을 위한 협상 시한이 48시간 연장됐습니다. 한미 양국 협상 대표들은 당초 마감시한까지 한미 FTA협상을 타결짓지 위해서 막판 밤샘 협상을 벌였지만, 쇠고기와 자동차 등 핵심 쟁점에서 견해차를 좁히지 못했습니다.
한국의 김종훈 수석 협상대표는 남아 있는 쟁점의 해결 가능성이 있기 때문에 협상을 연장하기로 했다고 밝혔습니다.
현재 두 나라 협상 대표들은 쇠고기 등 농산물과 자동차 분야에서 첨예하게 대립하고 있습니다.
먼저, 농업 분야에서, 미국은 쇠고기 시장 개방 없이는 한미 FTA 도 없다는 강경한 입장을 보이고 있습니다. 한국은 지난 2003년에 미국에서 광우병에 걸린 소가 발견된 이후 3년 넘게 미국산 쇠고기 수입을 제한하고 있습니다. 2003년까지 한국의 미국산 쇠고기 수입량은 연간 8억 달러로 일본과 멕시코에 이어 3번째로 많았습니다.
반면, 대부분의 한국인들은 쌀 문제를 가장 민감하게 여기고 있습니다.한국 정부는 쌀 시장 만큼은 절대 개방할 수 없다는 입장을 고수하고 있습니다. 한국의 농민들은 집중적인 정부의 보호를 받고 있고, 한국의 쌀 값은 국제 시세보다 몇 배나 비쌉니다.
자동차 분야에서는, 미국은 한국 자동차 시장에 대한 접근이 확대되기를 바라고 있습니다. 미국 당국자들은 한국이 자의적인 규제로 불공정하게 시장을 보호하고 있다고 비난하면서, 자동차 관세 철폐와 배기량에 따른 자동차 세제 개편 등을 요구하고 있습니다. 지난 2005년 미국은 한국에 5천대의 자동차를 수출하는데 그친 반면, 미국을 70만 대 이상의 한국차를 수입했습니다.
한국은 미국에 승용차 관세의 즉각적인 철폐를 요구하고 있습니다. 자동차는 한국의 2대 수출품목으로, 지난 해 대미 자동차 수출은 87억 5천만 달러로 전체 대미 수출의 20%를 차지할 정도로 큰 비중을 차지했습니다.
미국은 또한 한국의 제약과 금융서비스 시장에 좀 더 쉽게 진입할 수 있기를 바라고 있습니다. 또한 양측은 북한 개성공단 제품의 한국산 인정 문제에도 이견을 보이고 있습니다.
한편, 지난 30일 밤 서울에서는 한미 FTA에 반대하는 대규모 촛불 집회가 열리는 등, 지난 몇 개월 간 때때로 폭력적인 양상을 보였던 반FTA 시위도 절정에 달했습니다.
두 나라 당국자들은 이번 마감시한 연장이 마지막이라고 말하고 있습니다. 부시 미국 행정부는 미국 시간으로 오는 1일 까지는 한미 FTA 체결에 대한 의향서를 의회에 제출해야 합니다. 부시 행정부가 그 시한을 넘길 경우, 의회는 두 나라간의 합의 내용에 수정을 가할 수 있고, 그럴 경우 원안대로 통과할 가능성이 크게 줄어들기 때문입니다.
한국과 미국 협상대표들은 자유무역협정 FTA 체결을 위해 지난 해 2월부터, 1년 넘게 협상을 벌이고 있는 가운데, 경제 전문가들은 한미FTA가 체결되면 무역장벽과 관세가 철폐됨으로써 두 나라 무역관계가 더욱 확대되는 효과가 있을 것이라고 말하고 있습니다.

INTRO: The push for a trade liberalization deal between the United States and South Korea is going down to the wire. Negotiators extended their deadline to hammer out sensitive issues to produce a deal before a crucial legislative deadline. VOA's Kurt Achin reports from Seoul.
TEXT: Despite nearly round-the-clock talks, U.S. and South Korean negotiators gave themselves two more days to reach a deal, going well past their original deadline of midnight on Friday.

He says the deadline for producing a deal has been moved to Sunday, noon Washington time - or Monday, one a.m. here in Seoul.
U.S. and South Korean delegations have negotiated for nearly a year on a free trade agreement. Economists say it could add tens of billions of dollars to an already robust trade relationship by dropping trade barriers and tariffs.
The intensity of the talks has increased in the last several months, with teams racing to overcome a handful of highly sensitive issues that generate strong political reactions in the two countries.

Thousands of people who oppose the deal attended a candlelight vigil here in Seoul Friday night, capping off months of sometimes violent protests.
The most emotional issue for most South Koreans is rice. South Korean rice farmers have extensive government protections and rice in the country sells for several times international prices. The government has promised to protect rice from a rapid market opening.
Seoul wants the U.S. to change certain import tariffs that business leaders here say unfairly target South Korean exporters.
The United States seeks more access to the South Korean automobile market, which U.S. authorities accuse Seoul of unfairly protecting with arbitrary regulations. The United States exported about five thousand automobiles to South Korea in 2005, while U.S. consumers bought more than 700-thousand South Korean cars.
Washington also wants easier entry into the South Korean pharmaceutical and financial services markets.
Although it is not a formal part of the negotiations, U.S. officials says passage of an agreement is contingent on South Korea fully opening its market to U.S. beef. Seoul restricted U.S. beef imports more than three years ago after a case of mad cow disease was found in the United States.
Officials say this is the last possible extension for negotiations. The Bush administration must notify Congress on Sunday that it intends to submit a deal for a vote.
If the administration misses that deadline, it means Congress will be able to seek amendments to any proposed deal, greatly reducing chances of passage. (SIGNED)
