국무부 민주주의와 국제문제 담당 차관, 중국의 대 티벳정책 개선 권고 (Eng)


중국 정부와 인도에 망명중인 티베트의 불교 정신적 지도자 달라이 라마의 대표단은 지난 2002년 20년만에 처음으로 접촉을 재개했습니다. 양측은 일련의 진지한 논의를 시작했고 마지막으로 지난해 2006년 2월 중국에서 5번째 만남을 가졌습니다. 미국은 중국 최고위 관리들에게 논의를 계속하고 달라이 라마와 직접 만날 것을 촉구했습니다.

폴라 도브리안스키씨는 미 국무부의 민주주의와 국제 문제 담당 차관이자 티베트 문제 특별조정관입니다. 도브리안스키 차관은 미 하원내 외교위원회에서 미국은 중국과 달라이 라마측사이의 전도가 밝은 대화에 당초 매우 고무받았으나 이같은 대화는 미국이 원했던 만큼의 실질적인 결과를 가져오지 못했다고 말했습니다. 이런 가운데 중국 정부는 달라이 라마에 관한 ‘부정적인 발언의 강도를 높였고 중국 당국자들은 티베트에서 인권을 계속 침해하고 있다고 도브리안스키 차관은 비판했습니다.

도브리안스키 차관은 현재 100명이 넘는 티베트 정치범들이 평화적인 견해를 밝힌 혐의로 구금돼 있다고 말했습니다. 그러면서 달라이 라마가 ‘판체 라마’의 환생자로 인정한 ‘겐둔 최끼 니마’라는 소년은 외부와의 연락이 두절된 상태라고 도브리안스키 차관은말했습니다.

도브리안스키 차관은 또 티베트수도 라사와 중국 본토를 연결짓는 철도공사가 끝나면서 중국 한족의 이주가 늘고 있고 티베트의 취약한 환경이 타격을 받고 있다고 말했습니다. 그는 가장 최근 들어 중국 인민무장경찰은 네팔과의 국경 인근에서 티베트인들 에게 총격을 가해, 17세의 불교 승녀 한명을 살해하고 적어도 36명을 검거했다고 말했습니다.

중국 관영언론은 인민 무장경찰이 자기방어 차원에서 총격을 가했다고 주장했으나 당시 우연히 현장에 있었던 루마니아의 영화제작진은 그와는 정반대였다는 증거를 가지고 있다고 도브리안스키 차관은 덧붙였습니다.

도브리안스키 차관은 조지 부시 미국 대통령은 지난 2005년 11월, 달라이 라마와 만났을때 티베트인들과 그들의 종교자유에 대한 강한 지지를 나타냈다고 말했습니다. 부시 대통령은 또 중국의 후진타오 국가주석과 원자바오 총리와 만난 자리에서 인권과 종교자유의 중요성을 강조하고 중국이 달라이 라마와 직접 대화할 것을 촉구했습니다.

미국은 티베트를 중국 영토의 일부분으로 간주하고 있습니다. 도브리안스키 국무차관은 중국이 국제사회의 책임있는 지도국으로 행동하기를 미국은 원하고 있다고 말했습니다. 도브리안스키 차관은 티베트에 대한 정책을 개선할경우 중국은 경제적 변혁으로 누리게 된 국제사회의 존경을 보다 증대시킬 수 있는 중요한 진일보를 이룩하게 될 것이라고 말했습니다.

In 2002, the Chinese government and representatives of the Dalai Lama, the exiled Tibetan Buddhist spiritual leader, reestablished contact for the first time in twenty years. The two sides began a series of discussions, the fifth and most recent in February 2006 in China. The United States has urged China's government, at the highest levels, to continue these discussions and to meet directly with the Dalai Lama.

Paula J. Dobriansky is Under Secretary of State for Democracy and Global Affairs and Special Coordinator for Tibetan Issues. She told the U.S. House of Representatives' Foreign Affairs Committee that while the United States was initially "greatly encouraged by the promise of these discussions," they have not produced the type of substantive results that the U.S. had hoped for. Meanwhile, she said, the Chinese government "has ramped up negative rhetoric" against the Dalai Lama, and Chinese authorities continue to abuse human rights in Tibet:

Gedhun Choekyi Nyima, the boy recognized by the Dalai Lama as the Panchen Lama, remains incommunicado. And the completion of the railroad linking Lhasa to mainland China is increasing Han migration and having a harmful impact on Tibet's fragile environment. Most recently, the People's Armed Police opened fire at a group of Tibetans near the border of Nepal, killing a seventeen-year-old nun and capturing at least three dozen others. The Chinese official media asserted that the People's Armed Police shot in self-defense, but a Romanian film crew who happened to be in the area has proof to the contrary." (END ACT)

Ms. Dobrianksy said that President George W. Bush expressed his strong support for the Tibetan people and their religious freedom during his meeting with the Dalai Lama in November 2005. In meetings with Chinese President Hu Jintao (hoo-jihn-taow) and Premier Wen Jiabao (wuhn jah-bow), President Bush highlighted the importance of human rights and religious freedom and urged China to engage in direct dialogue with the Dalai Lama.

The United States considers Tibet to be part of the territory of the People's Republic of China. At the same time, said Under Secretary of State Dobriansky, the U.S. would like to see China act as "a responsible stakeholder in the global system. Beijing," she said, "may find that a more enlightened policy toward Tibet would be an important step toward enhancing and complimenting the respect it has earned from economic transformation."
