미국 합참의장, 중국 군에 투명성 촉구 (Eng)


중국을 방문 중인 피터 페이스 미국 합참의장은 23일 중국군 지도자들과 만나 군사력 증강과 관련해 좀더 투명성을 보여줄 것을 당부했습니다. 이런 가운데 오는 26일 취임하는 티모시 키팅 신임 미군 태평양사령부 사령관은 22일 미 국방부에서 열린 기자회견에서, 중국의 군사력은 미국을 따라잡기에는 아직 멀었다고 말했습니다.

중국 인민해방군과 미군 간 군사협력 관계 증진을 위해 베이징을 방문 중인 피터 페이스 미 합참의장은 23일 중국군 지도자들에게, 급속한 군사력 증강과 관련해 좀더 투명성을 보여줄 것을 요구했다고 말했습니다.

페이스 합참의장은 또 지난 1월 중국 정부가 인공위성 요격용 탄도미사일을 발사한 데 대해서도 미국의 우려를 전달했다고 말했습니다.

페이스 의장은 국제사회는 현재 중국의 군사력 강화에 대해 의구심과 우려를 갖고 있다면서, 자신은 이와 관련해 지난 1월의 인공위성 요격용 탄도미사일 발사를 한 예로 지적했다고 말했습니다. 당시 중국의 탄도미사일 발사 의도가 분명하지 않은 상황에서 많은 나라들이 놀라움과 함께 우려감을 나타냈다는 것입니다.

페이스 합참의장은 그러나 중국측은 이번에 자신에게 인공위성 요격미사일 발사와 관련해 새로운 정보를 제공하지 않았다고 말했습니다.

미 국방부는 올해 18% 증액을 포함해 지난 10여년 간 계속 두 자리 수 성장세를 보여온 중국의 국방예산 증액에 대해 우려하면서 좀더 구체적인 내역을 공개할 것을 요구해 왔습니다.

페이스 합참의장은 중요한 것은 예산 규모 보다는, 이같은 예산증액을 통해 중국군이 무엇을 하려는지 여부라고 말했습니다.

미 국방부는 중국의 군사력 증강과 관련, 인민해방군이 유사시 타이완을 공격할 가능성을 가장 우려하고 있습니다. 중국 정부는 타이완을 자국 영토의 일부로 간주하면서, 통일을 위해 필요하다면 무력사용도 불사하겠다는 입장을 유지하고 있습니다.

페이스 합참의장은 만일의 경우에 분쟁을 피하기 위해 미군과 중국 군 당국 간에 `핫라인'으로 알려진 직통전화를 설치하는 것이 유용할 것이라고 말했습니다.

한편 티모시 키팅 신임 미 태평양사령관은 22일 워싱턴의 국방부에서 열린 기자회견에서 중국 인민해방군의 움직임은 늘 자세히 지켜봐야 한다고 말했습니다.

키팅 사령관은 그러나 가까운 장래에 중국이 군사기술 면에서 미국을 따라잡을 가능성은 없다고 말했습니다.

키팅 사령관은 중국은 현재 자체적인 연구, 또는 다른 나라로부터의 수입을 통해 매우 정교한 무기체계를 개발하고 있다면서, 이에 따라 특정 분야에서의 전투능력을 개선할 수 있을 것이라고 말했습니다. 그러나 미국의 군사기술 수준에 접근하려면 아직 멀었다고 덧붙였습니다.

키팅 사령관은 최근 중국군이 항공모함을 개발하려 하고 있다는 일부 언론의 보도에 대해 확인할 수 없다면서, 중국의 인공위성 요격용 미사일 발사를 비판했습니다.

키팅 사령관은 중국이 국제사회와의 평화적인 협력을 강조하면서 인공위성 요격을 위한 탄도미사일을 발사한 것은 이상한 행태라면서, 앞으로 중국의 의도를 좀더 잘 파악하게 되기를 기대하고 있다고 말했습니다.

키팅 사령관은 오는 26일 부터 미국 하와이에 본부를 둔 태평양사령부 사령관으로 업무를 시작합니다.

The United States' top general is encouraging military leaders in China to be more transparent as they build up their country's armed forces. He also told the Chinese their anti-satellite test in January sent the world a confusing message about Beijing's military intentions. VOA's Luis Ramirez reports from the Chinese capital, where General Peter Pace is paying a visit.

Marine General Peter Pace, the chairman of the U.S. Joint Chiefs of Staff, came to China to try to boost military ties between the two countries. U.S. officials say this is the best way to build confidence at a time when China's rapid military buildup is causing concern in Washington.

China has raised new U.S. suspicions, first by testing an anti-satellite weapon in January, then by announcing this month that it is boosting its military budget in 2007 by close to 18 percent, to nearly 45 billion dollars.

Pace told reporters here Friday that he mentioned the anti-satellite test when pressing the Chinese to make their military matters more transparent.

"I used the example of the anti-satellite test as how sometimes the international community can be confused, because it was a surprise that China did that. And, it wasn't clear what their intent was, and when things are not clear, and when there are surprises, it tends to confuse people and raise suspicions."

He said the Chinese offered no new information on the test, in which a ground-based missile destroyed an aging Chinese satellite.

Washington has repeatedly said it does not see China as a military threat, but it wants Beijing to be more open on how it is spending its rapidly rising military budget. Pace said the size of the budget itself is not the problem.

"It is not so important what the exact number is. It's important what capacities are being built, and why and what do we understand with each other, about how that's being spent."

A major U.S. concern is that China might attack Taiwan, which Beijing considers a part of its territory, and has vowed to re-take - by force if necessary.

On Friday, Pace said it would be useful to set up a telephone hotline between Beijing and Washington, to help avoid potential conflicts.

The general also said the two sides talked about educational exchanges, including a Chinese proposal to send Chinese cadets to the U.S. Military Academy at West Point.
