중국 공산당 관계자들 '분쟁해결엔 강압보다 협상' (Eng)


중국 공산당의 한 신문은 지방 정부들이 주민들의 항의시위를 처리하는데 있어서 가급적 권한 행사를 자제할 것을 촉구했습니다.

주간지인 ‘스터디 타임스’에 실린 한 보도는 공산당 고위 관계자들이 지방 정부에 대해 분쟁을 해결할 때 강압보다는 협상을 이용할 것을 촉구했다고 말했습니다.

최근 중국에서는 공무원들의 부패와 빈부격차의 확대, 토지 수용에 대한 불만 때문에 주민들의 소요가 빈발하고 있습니다.

정부 통계에 따르면, 2005년의 경우 중국에서 8만 7,000여건의 주민 소요가 있었던 것으로 밝혀졌습니다.

A Communist Party newspaper is urging local governments in China to use less force when dealing with protests.

The report, published in a weekly for top party officials (The Study Times), told local governments to use negotiations to resolve disputes instead of force. It said that force was only likely to intensify conflicts.

Protests have risen sharply in China in recent years as Chinese citizens have begun to voice their frustration over official corruption, the expanding gap between the rich and poor and land confiscations.

According to government figures, there were 87,000 protests or "mass incidents" (as they are called by authorities) in China nationwide in 2005. Figures for 2006 were not yet available.

In the latest incident, hundreds of protesters blocked railway tracks in central China this week to protest government plans to change district boundaries there.
