미국은 베트남의 연구용 원자로를 실제 발전용으로 전환하는 것을 돕기로 베트남과 합의했습니다.
베트남 하노이 주재 미국 대사관은 19일, 성명을 통해 ‘주요 비핵확산 사업’ 계획을 발표하면서 이같이 밝혔습니다.
이 계획에 따르면 미국은 베트남 달라트 연구용 원자로를 고농축 우라늄이 아닌 저급 우라늄을 사용하는 형태로 전환시키는 과정을 돕게됩니다. 베트남은 최근 보유하고 있던 고농축 우라늄을 공급자인 러시아에 반환하기로 국제원자력기구와의 협정에 서명했습니다.
베트남은 또 달라트 등 네 곳의 핵개발 연구소가 보유하고 있는 해로운 목적에 사용될 수도 있는 핵관련 물질들을 보호하기 위한 보안을 강화하는 계약에 서명했습니다. 베트남은 최초의 핵발전소를 2020년까지 건설할 계획입니다.

The United States has agreed to help Vietnam begin the process of converting a nuclear test reactor for use in generating electricity.
A statement from the U.S. embassy in Hanoi Monday called the announced plan a "key non-proliferation project." According to the plan, the U.S. will help its former enemy begin the process of converting Vietnam's southern Dalat Research Reactor to use non-weapons grade uranium, instead of highly enriched uranium.
The statement also notes that Vietnam recently signed an agreement with the United Nations nuclear watchdog agency (the International Atomic Energy Agency) to return its weapons grade (highly enriched) uranium fuel to Russia.
It said Vietnam also has signed contracts to strengthen security at the Dalat site (and three other research centers) to protect materials that could be used for harmful purposes.
The agreement fulfills contracts made when President Bush visited the country last November.
