게이츠 '중국 국방비 증액, 미국에 위협 안된다' (Eng)

게이츠 장관은 자신은 현 단계에서 중국을 미국의 전략적 적으로 보지 않는다면서, 중국은 그보다는 어떤 점에서는 동반자이고 또다른 면에서는 경쟁자인 관계라고 말했습니다.

게이츠 장관은 미국은 현재 국방비 증액과 관련한 중국의 의도를 잘 지켜보고 있다고 덧붙였습니다.

게이츠 장관은 특히 중국의 국방비는 실제로는 공식적인 수치보다 많을 가능성이 있다면서, 중국 정부가 이와 관련해 좀더 투명성을 보여줄 것을 촉구했습니다. 중국은 지난주에 전년도에 비해 18% 늘어난 국방예산안을 발표했으며, 이는 지난 수 년 내 최대 규모의 증액입니다.

이날 게이츠 장관과 함께 기자회견에 참석한 미군 최고 지휘관인 피터 페이스 합참의장은 중국의 군사력 강화 의도가 분명하지 않긴 해도 미국으로서는 준비태세를 갖출 필요가 있다고 말했습니다.

페이스 합참의장은 어느 지역에서든 능력이 커질 경우 미국은 군사력을 통해 새롭게 조성될 가능성이 있는 위협에 대처할 수 있도록 분명히 할 필요가 있다고 말했습니다.

페이스 의장은 이같은 필요는 상대방의 의도와는 관계없는 것이며, 미국이 예산에 전세계 테러와의 전쟁을 계속 수행하면서 동시에 공군력과 해군력 등 재래식 전쟁 수행에 필요한 모든 자금을 확보하고 있는 것은 바로 이 때문이라고 설명했습니다.

페이스 의장은 미국에 맞서려고 하는 적들은 미국이 이라크와 아프가니스탄 상황에 대처하느라 다른 위협에는 대처할 여유가 없는 것으로 오판하지 않는 것이 중요하다고 경고했습니다. 미군은 어떤 잠재적 적들에도 맞설 능력을 유지하고 있다는 것입니다.

이에 앞서 7일 오전에 열린 미 하원 군사위원회 청문회에서 미 태평양사령관인 윌리엄 팔론 제독은 중국의 군사력 증강은 미국에 대처하기 위한 것이라고 말했습니다. 팔론 사령관은 중국 인민해방군은 필요시 타이완을 무력으로 점령하고, 아울러 타이완을 지원하게 될 미군에 대처할 수 있는 능력을 개발하도록 지시를 받은 것이 분명하다고 밝혔습니다.

팔론 사령관은 또 중국이 지난 1월 인공위성 요격용 탄도미사일을 시험발사한 것은 위성을 통한 정보와 통신에 크게 의존하고 있는 미군에 대응하기 위한 것이 분명하다고 지적했습니다.

U.S. Defense Secretary Robert Gates said Wednesday he does not consider China a strategic threat, in spite of the country's sharply rising defense spending and capability. Still, the top U.S. military officer says the United States must be prepared to respond to any threat that develops. VOA's Al Pessin reports from the Pentagon.

Secretary Gates told a news conference China's rising military spending does not by itself represent a threat, unless it is accompanied by an intention to confront the United States.

/// GATES /// "I do not see China, at this point, as a strategic adversary of the United States. It's a partner in some respects. It's a competitor in other respects. And so we are simply watching to see what they're doing."

Secretary Gates repeated U.S. calls for more transparency in China's defense budget, which he said is likely larger than the official figure. China has announced an 18 percent increase in its official defense spending, the largest in a series of large annual increases. At the same news conference, the top U.S. military officer, General Peter Pace, said even though it is not clear what China intends to do with its growing military capability, the United States needs to be ready.

"When you see the global capacity growing in any area, we need to make sure that the United States' military is capable of handling any threat that might develop, without regard to current intent, which is why, in the budget, when you look at it, there is not only the money for continuing the global war on terror, but also ensuring that we have the air force we need, the navy we need, and all the things we need for conventional battles."

General Pace said it is important that any potential U.S. adversary not think the United States is too busy with the fighting in Iraq and Afghanistan to respond to any other threat. He said the U.S. military is committed to maintaining the ability to, in his words, "over match" the capability of any potential adversary.

Earlier Wednesday, the top U.S. commander in the Pacific, Admiral William Fallon, told a congressional committee some of China's military buildup is aimed at countering U.S. capabilities.

He said China's military has apparently been told to develop the ability to take Taiwan by force, if necessary, and to deal with any U.S. military help that would be provided to the island.

He said China's recent test of an anti-satellite weapon is "clearly" aimed at countering U.S. military systems, which rely heavily on satellites for surveillance and communications. But other U.S. officials have said the U.S. military has plenty of back-up systems, and more are being developed, some of which do not rely on satellites.
