민주당 소속인 낸시 펠로시 하원의장은 미군병력에 관한 법안은 조지 부시 대통령이 제시한 정치 및 안보 목표를 이라크 정부가 달성하지 못할 경우 2008년 마감시한 이전에라도 전투병력을 철수시킬 수 있도록 하는 내용을 골자로 하고 있다고 말했습니다.
민주당 지도부는 이 법안을 1,000억 달러에 달하는 이라크, 아프가니스탄 군사작전 예산안에 첨부시킬 계획입니다.

Democratic leaders in the U.S. House of Representatives have proposed legislation that would require the removal of all U.S. combat troops from Iraq by late 2008.
House Speaker Nancy Pelosi, a Democrat, said under the proposal U.S. combat troops could be withdrawn from Iraq even before the 2008 deadline, if the Iraqi government fails to meet political and security goals set by President Bush.
Democratic leaders are hoping to attach the measure to a budget request providing nearly 100-billion-dollars for military operations in Iraq and Afghanistan. The proposal first has to be debated and voted on in the House.
If passed there, the Senate would have to propose, debate and pass a similar bill - which could still be vetoed by the president.
