북 핵 6자회담은 말 그대로 북한의 핵 문제를 다루기 위한 것으로 인권 문제는 의제에 포함돼 있지 않습니다. 하지만 지난달 베이징에서 열린 6자회담에서 초기단계 이행조치에 대한 합의가 이뤄짐에 따라 인권운동가들은 이제 북한의 인권 문제도 다뤄져야 할 것이라고 말합니다.
쉘 마그네 본데빅 노르웨이 전 총리는 2.13 북 핵 합의를 계기로 이제 국제사회는 6자회담과 유엔을 통해 북한의 인권 문제를 제기해야 한다고 말했습니다.
본데빅 전 총리는 자신은 북한주민의 일상생활에 영향을 미치는 사안은 핵 문제가 아니라 인권침해라는 점을 다시 한번 강조하고 싶다고 밝혔습니다.
본데빅 전 총리는 지금 시점에 북한의 인권침해 문제를 거론하는 것은 핵 문제 해결 노력을 저해할 것이란 주장을 일축했습니다.
본데빅 전 총리는 북한은 국제사회가 자신들의 인권침해에 대해 침묵을 지키고 있던 지난해 10월에 핵실험을 실시했다면서, 핵 문제 해결을 위해 인권문제를 제기하지 않아야 한다는 주장을 신뢰하지 않으며, 상황은 오히려 그 반대라고 주장했습니다.
본데빅 전 총리는 북한에서는 또다른 기아 사태의 우려가 있다고 지적합니다. 올해 유엔 세계식량계획 (WFP)이 북한의 식량난 해소를 위해 모금하려던 1억2백만 달러 중 실제 모금액이 예상 규모의 20%에도 미치지 못한데다, 그마저 오는 6월이면 고갈될 것이란 게 본데빅 전 총리의 관측입니다.
본데빅 전 총리는 최근 바클라프 하벨 전 체코 대통령과 노벨평화상 수상자인 엘리 위젤 씨 등과 함께 발표한 보고서에서 북한의 인권 문제에 대한 유엔의 결의안 채택을 촉구했습니다.
보고서 작성을 지원한 법률회사인 `DLA 파이퍼' 사의 제어드 겐서 씨는 인권운동가들의 활동의 초점은 김정일 정권을 비판하는 것이 아니라 북한주민들을 돕는 데 맞춰져 있다면서 결의안에 북한을 인권침해와 관련해 처벌하는 내용을 담도록 요구하지는 않고 있다고 말했습니다.
겐서 씨는 최우선 과제는 북한주민들의 대대적이고도 심각한 고통을 더는 일이라면서 하지만 이를 실행하는 것은 어려운 일이라고 말했습니다.
겐서 씨는 바클라프 하벨 전 체코 대통령이 최근 반기문 유엔 사무총장을 별도로 만나 북한 인권 문제에 대해 논의했다고 밝혔습니다.

The former prime minister of Norway is among human rights activists calling on the international community to include human rights on the agenda of negotiations with North Korea. They are also urging the U.N. Security Council to push for access by international humantarian groups to Korea's starving population. VOA's Stephanie Ho reports from Washington.
Human rights is one issue that is not formally on the agenda for six party talks on North Korea's nuclear program. However, as the international community watches progress on a major North Korean nuclear agreement reached last month, Former Norwegian Prime Minister Kjell Magne Bondevik says he thinks now is also the time to bring up human rights.
/// BONDEVIK /// "I think we should use that opportunity to raise the human rights issue, both in the working groups under the six party talks and in the U.N. And I once more want to emphasize, what is affecting the people of North Korea in their daily lives is not the nuclear issue. It is the human rights abuses that affect them every day."
He rejected the argument that raising North Korea's human rights violations would hamper efforts to resolve the nuclear issue.
/// BONDEVIK /// "Last October, North Korea had a nuclear test, despite the (fact that the) world community was so silent about human rights abuses. So, I don't believe in that argument, that we should not raise the human rights issue in order to try to resolve the nuclear issue. Maybe it's opposite."
Bondevik also raised concern that another famine in North Korea is likely. He said the U.N. World Food Program has less than 20-percent of its planned 102-million dollars for the country, and will run out of money by June.
Meanwhile, the U.N. Development Program has halted all its operations in the impoverished country, following accusations that hard currency was being funneled to North Korea's leaders.
Pyongyang denies the charges. The call for a U.N. resolution on human rights in North Korea came in a recent report called "Failure to Protect," which was commissioned by Bondevik, Nobel Peace Laureate Elie Wiesel and Vaclav Havel, former president of the Czech Republic. Jared Genser, of DLA Piper, the law firm that helped prepare the report, said it calls for a non-punitive resolution because it believes the focus should be on helping the North Korean people, not criticizing Kim Jong Il and his leadership.

Genser added that Havel has met individually with U.N. Secretary General Ban Ki Moon to discuss the human rights situation in North Korea.
