북한이 인접국인 중국으로 탈출을 기도하는 사람들에 대한 처벌을 강화하고 있다고, 미국 뉴욕에 본부를 둔 국제인권단체 휴먼라이츠워치가 밝혔습니다.
휴먼라이츠워치는 북한탈출을 기도하는 사람들에 대해 비교적 관대하던 북한의 정책은 수 백명의 탈북자들이 한국으로 건너간 지난 2004년 이후 바뀌었다고 지적했습니다.
휴먼라이츠워치는 중국에 거주하고 있는 탈북자들을 면담했습니다. 이 자리에서 중국 내 탈북자들은 북한을 탈출하다가 체포된 사람들이나 중국 당국에 의해 강제송환된 사람들이 최고 5년 징역형을 받는다고 말하면서, 수용시설에서는 구타와 기아에 시달리는 일이 흔하다고 덧붙였습니다.
휴먼라이츠워치는 지난 2000년에 시작된 북한의 이전의 탈북자 정책 하에서는 체포된 사람들이 심문을 받은 후 석방되거나 몇 달간 재교육 수용소에 수감됐을 뿐이라고 말했습니다. 휴 먼라이츠워치는 대부분의 탈북자들은 기아를 피하기 위해 탈출을 기도하고 있다고 말했습니다.

A human rights group says North Korea is increasing punishment for citizens who try to leave the country for neighboring China. The new report by New York-based Human Rights Watch says Pyongyang's relatively lenient policy regarding people who tried to leave changed in 2004 after several hundred North Koreans defected to South Korea.
The rights group interviewed North Koreans in China who say people caught leaving or who are returned by Chinese authorities now face up to five years in prison where they are often beaten and starved.
The report says under an earlier policy that began in 2000, those who were caught were freed after questioning or sentenced to a few months in a re-education center. Human Rights Watch says most North Korean migrants are trying to avoid starvation.
