미국, 유럽내 미사일 방어체제 구축계획으로 러시아와 설전 (Eng)

오버링 국장은 이란은 이미 단거리 미사일을 보유하고 있다고 말하고, 북한의 경우처럼 이란도 갑자기 장거리 미사일을 개발할 수 있다고 경고했습니다. 그럼에도 불구하고 발디미르 푸틴 러시아 대통령은 미국이 세계적인 군비경쟁을 촉발하고 있다고 비난했습니다. 러시아의 세르게이 라브로프 외무장관은 러시아는 이러한 군비경쟁을 피해야만 한다고 말했습니다.

American and Russian generals, diplomats and politicians are continuing an exchange of words over a U.S.proposal to deploy a new missile defense system in Europe. The Russians are concerned that the system would target them. The American fear is that the absence of a system would leave the United States open to an emerging missile threat in Iran. VOA's Peter Fedynsky has details.

NARRATOR:
Russian officials perceive a possible U.S. missile defense system in Poland and the Czech Republic - near the borders of the former Soviet Union - as a threat. The Commander of Russian Strategic Missile Forces, General Nikolai Solovtsov, this week issued a blunt warning.

GENERAL NIKOLAI SOLOVTSOV, COMMANDER OF RUSSIAN STRATEGIC MISSILE FORCES (In Russian):
"If the governments of Poland and Czechoslovakia, or, rather, the Czech Republic, make such a decision - although I think mutual and ongoing consultations should create conditions to prevent it - the Strategic Missile Forces will be capable of turning these facilities into targets, should these decisions be taken."

NARRATOR:
Speaking in Germany on Wednesday, U.S. Secretary of State Condoleezza Rice called General Solovtsov's omment "unfortunate," noting that the proposed missile system is designed as a defense against Iran.

SECRETARY OF STATE CONDOLEEZZA RICE:
"I think everybody understands that with a growing Iranian missile threat, which is quite pronounced, that there need to be ways to deal with that problem, and that we're talking about long lead times to be able to have a defensive counter to offensive missile threats.

NARRATOR:
Poland and the Czech Republic are situated directly along the shortest line between Iran and the United States.
Experts say if Iran were to develop and fire an intercontinental missile at America, the two eastern European countries would be ideal locations for hitting the missile in mid-flight. The director of the U.S. Missile Defense Agency, Lieutenant General Henry Obering, says the entire system would consist of ten interceptor missiles in
Europe, 40 in Alaska, and four in California.

LIEUTENANT GENERAL HENRY OBERING, DIRECTOR, U.S. MISSILE DEFENSE AGENCY:
"It takes time to build these. It's going to take us three to four years to build out any kind of capability. So we can't look at what's happening today and say, 'that's what we need to base our decision on.' We need to look at what's happening today and project to see what may be the threat for the future. And that's very important in
missile defense, because it takes time to build these capabilities."

NARRATOR:
In his presentation, General Obering noted that Iran already has a short-range missile arsenal and warns that Tehran could develop long-range capability just as suddenly as North Korea did. Nonetheless, Russian President Vladimir Putin has accused the United States of triggering a global arms race, something that his Foreign Minister, Sergei Lavrov, says Russia must avoid.

SERGEI LAVROV, RUSSIAN FOREIGN MINISTER (In Russian):
"What is happening in the world now doesn't mean that we are to have a new variant of the Cold War. To the emerging threats to our security, Russia's response will be balanced, adequate, and it won't allow anybody to draw it into a new confrontation and a new arms race."

U.S. officials say Russia was informed in advance about plans to deploy a missile defense system in Europe and note that the United States will continue to talk with Moscow about the issue.
