'이란은 자국 여성들의 권리 존중해야' - 부시 대통령 (Eng)


이란에서는 여성들에 차별적인 법의 개정을 요구하는 청원서에 대한 서명운동이 전개되고 있습니다. 지금까지 그 청원서에 서명한 이란여성들의 수는 3만명에 달합니다.

현재 이란여성들은 특히 이혼과 자녀양육, 그리고 상속 분야에서 남성들에 비해 권리를 그리 보장받지 못하고 있습니다. 더구나 이란법정에서 여성의 증언은, 남성 증언에 절반밖에 않되는 가치만을 인정받습니다.

여성들은 남편이나 남자친척의 동의없이는 여행이 금지됩니다. 나이 9살밖에 않된 어린소녀들도 결혼할 수 있습니다. 성적비행을 이유로 한 교수형이나 돌로 쳐죽이는 형은 합법적인 처형방식이고 이는 많은 경우, 남성들보다는 여성들에게 더 많이 선고되고 있습니다.

청원서 서명운동은 지난해 2006년 8월에 시작되었습니다. 그 목적은 2년안에 만명의 서명을 받아 그 청원서를 법안의 개정 노력을 위해 이란의회에 제출하는 것입니다. 이 운동은 2006년 6월 남녀 동등권을 요구하기 위한 평화적 시위를 공안군병력이 난폭하게 진압한 뒤를 이어 일단의 이란여성 단체들에의해 시작했습니다. 당시 이란공안군병력은 시위자 수십명을 심하게 구타하고 연행했습니다.

이번 청원서운동을 위해 이란여성들은 현행법을 설명하는 유인물들을 다른 이란여성들에게 배포하고 있습니다. 이 운동은 또 컴퓨터 웹사이트도 운영하고 있습니다. 사회저변에 뿌리를 둔 일종의 풀뿌리노력인 이 운동은 노벨상 수상자인, ‘쉬린이바디’여사와 명망있는 시인인 ‘시민 베바하니’ 여사같은 저명한 이란여성들의 지지를 받고 있습니다.

그러나 평화적인 동등권요구 시위가 이란에서는 위험한 것으로 입증되었 듯이, 청원운동에 참가하는 행동 자체도 위험에 처해지고 있습니다. 최근, 청원서 서명운동에 적극 참여했던 세명의 여성언론인들이 체포당해 에빈교도소에서 신문을 받았습니다.

‘탈랏 타 기니야’ ‘만 쑤리 쑈자이’ ‘그리고 ‘파나즈 싸이 휘’, 이렇게 세명의 여기자들은 자택을 샅샅이 수색당하고 컴퓨터와 노트기록들을 도난당했는가 하면 이란 정부의 처벌에 직면해 있습니다. 다른 참가자들역시 당국에 체포당하고 직장을 잃고 전화를 도청당하고 해외여행을 금지당하고 있습니다.

조지 부시 대통령은 여성들에 대한 공정한 처우와 이들의 완전한 참여는 어떤사회에서건 성공의 관건이라고 천명했습니다.

여성들이 민주절차의 일부가 되어가면서 여성들은 자유와 정의를 파급시키고 또 무엇보다 중요하게도 미래에 대한 희망을 여성들은 전파하고 있다고 부시 대통령은 말했습니다.

미국 국무부의 ‘션 맥코맥’대변인은 이란 정부에 의한 여성들과 다른 여러 단체들에 대한 탄압에 관해 언급하는 중에 미국은 이란정권에게 자국시민들에 대한 조직적인 탄압을 중단하고 이란국민의 인권을 존중할것을 촉구한다고 강조했습니다.

In Iran, a campaign is underway to collect signatures on a petition demanding changes in laws that discriminate against women. Thirty-thousand Iranian women have reportedly signed so far.

Currently, women in Iran have far fewer rights under the law than men in the areas of divorce, child custody, and inheritance. In addition, the testimony of a woman in an Iranian court is worth half that of a man's.

Women are forbidden to travel without the permission of a husband or male relative. Girls as young as nine years can be married. Hanging and stoning for sexual misconduct are legal punishments and they are disproportionately meted out to women.

The campaign to collect signatures on the petition started in August 2006. The goal is to collect one million signatures in two years and to present the petition to Iran's parliament for corrective legislative action. The drive was launched by a group of Iranian women's organizations after security forces brutally broke up a peaceful equal rights demonstration in Tehran in June 2006 -- viciously beating and arresting dozens of people.

For the petition campaign, women in Iran are distributing pamphlets to other Iranian women describing current laws. The campaign also sponsors a website. A grass roots effort, the campaign has the support of prominent Iranian women as well, such as Nobel peace prize winner Shirin Ebadi [Shee-reen e-bah-DEE] and renowned poet Simin Behbahani [See-meen Beh-bah-ha-NEE].

But just as peaceful demonstrations for equal rights in Iran have proved dangerous, so has participation in the petition campaign. Recently, three female journalists who are active in the campaign were arrested and interrogated at Evin prison.

Tala't Taghinia [Tal-at ta-GHEE-nee-ya], Mansoureh Shojaie [Man-soor-eh Sho-ja-ee], and Farnaz Seify [Fahr-nahz Say-fee] had their homes ransacked, their computers and notes stolen, and now face prosecution by the Iranian government. Other participants have also been arrested, lost jobs, had their telephones tapped, and been barred from traveling abroad.

President George W. Bush has said that the just treatment and full participation of women are essential for any society's success:

"As women become a part of the democratic process, they help spread freedom and justice, and most importantly of all, hope for a future."


U.S. State Department spokesman Sean McCormack speaking of the repression of women, as well as other groups, by the Iranian government, said, "The U.S. calls on the Iranian regime to cease the systematic oppression of its citizens, [and] respect the human rights of all Iranian people."
