[미국은 지금] 부시 대통령, 대체에너지 개발 촉구 (Eng)


죠지 부시 미국 대통령은 올해 국정연설을 통해 석유, 특히 해외 석유에 크게 의존하는 미국의 에너지 소비습관을 가리켜 ‘오일 에딕트’ / ‘석유중독’ 이라고 지칭하면서 자동차 연료의 경우, 석유에서 나오는 휘발유 사용을 줄이고 다른 대체 에너지를 더 많이 사용하자고 촉구했습니다.

문 : 부시 미국 대통령은 미국의 석유의존도 를 줄이기 위한 방안의 하나로 자동차의 대체연료 이용 확대를 여러 차례 강조해 왔는데요, 부시 대통령의 의지는 어느 정도입니까?

답 : 네, 부시 대통령은 석유의존도 감축 방안의 하나로 특히 자동차 연료인 휘발유 소비감축을 강조하고 있습니다.

부시 대통령은, 자동차의 휘발유 사용감축은 필수적인 목표로서 국가안보와 경제안보면에서 필요한 일이고 또한 친환경면에서도 필요하다고 강조하고 있습니다. 부시 대통령은 미국이 석유중독에서 빠져나오기 위해서는 에탄올 같은 대체 연료의 이용 확대와 휘발유-전기 모터를 함께 사용하는 하이브리드 자동차 보급 등의 방안들을 제시하고 백악관에 하이브리드 자동차 모델을 전시함으써 특히 자동차의 휘발유 소비를 크게 감축하려는 의지를 강력히 나타내고 있습니다.

문 : 부시 대통령의 그런 의지에 대한 국내 여론의 반응은 어떻게 나타나고 있습니까?

답 : 물론 에너지 보존 활동가들과 환경보호 단체 등은 부시 대통령의 대체 에너지 이용 확대방안을 크게 환영하고 있습니다.

특히 지난 의회선거에서 다수당 위치를 되찾은 민주당의 의원들과 에너지 보존 활동가들은 연비가 지금보다 훨씬 높은 새로운 자동차를 만들어내도록 법제화를 통해 장려하고

에탄올 생산증대를 촉진하기 위해 세금감면을 추진해야 한다고 주장하고 있습니다.

미국의 민간 환경보호 감시단체인 ‘자연자원 보호위원회’의 환경전문가 드론 로바아스씨는 의회가 부시 대통령의 제안에 따라 신속한 법제화 조치를 취해야 한다고 강조합니다.

부시 대통령이 앞으로 10년 안에 미국의 휘발유 소비량을 20퍼센트 감축하는 목표를 내놓은 것은 대단히 진지한 일이며 이 같은 정책과 그에 대한 의회의 지원이 필요하다는 것입니다.

문 : 그렇지만 에탄올 같은 대체연료 이용확대로 휘발유 사용을 감축하는 방안에 대해 기존의 업계는 환영하지 않을텐데요?

답 : 네, 그렇습니다. 미국 석유업계를 대변한다고 할 수 있는 미국석유연구소의 레드 카바니 회장은 에탄올 생산 장려를 위해 세금감면 혜택을 주는 것은 과오가 될 것이라고 반대합니다.

정부의 기업에 대한 정책은 실적을 토대로 수립되고 시행돼야 하기 때문에 대체 에너지 모든 분야에 똑 같은 공정한 기회를 주어야 한다고 카바니 회장은 주장합니다.

문 : 그렇지만 2005년부터 시작된 부시 대통령의 기업의 감세정책으로 석유업계는 막대한 혜택을 누려왔다는 것은 모두가 알고 있는 일인데, 그런 석유업계의 반응은 어쩐지 설득력이 없는 것으로 들리지 않습니까?

답 : 네, 그런 지적이 있습니다. 미국 자연자원보호위원회의 드론 로바아스씨는 석유탐사와 생산증대 장려 명목으로 막대한 세금감면 혜택을 누리고 있는 석유업계야 말로 정부 정책에 의해 특정대상으로 우대를 받고 있다고 지적하면서 많은 사람들은 이를 부적절한 것으로 비판하고 있다고 말합니다.

그리고 환경보호 단체들은 부시 대통령의 대체 에너지 이용 확대방침 표명에 따라 로비활동을 벌이고 있는 가운데 민주당이 지배하는 연방 하원은 이미 지난 달에 대체 에너지 생산업계에 대한 1백40억 달러 세금 감면 법안을 승인해 놓고 있습니다.

답 : 네, 그렇습니다. 미국 석유연구소의 레드 카바니 회장은 석유업계가 이 시점에서 멈출수는 없다면서 석유기업에 주식을 갖고 있는 수 많은 투자자들에게도 기회를 주어야 한다고 강조합니다.

그렇지만 주유소의 휘발유 가격은 오를대로 올라 있는 반면에 석유회사들은 기록적인 규모의 막대한 이윤을 보고 있는 실정이어서 일반의 여론은 석유업계에 대해 부정적인 반응을 보이고 있다고 자연자원보호위원회의 로바아스씨는 지적합니다.

President Bush is looking for new ways to encourage the use of alternative energy, and Democratic Party leaders who control Congress appear to be only too ready to comply. That leaves the big oil companies urging government to slow down -- a message delivered this week by the industry's trade association in Washington. VOA's Jim Fry reports:

President Bush "What have you got?"

Bush (figuratively) kicks the tires of a couple of alternative-energy vehicles -- this one a gasoline-electric powered hybrid with a souped-up battery. He displays the cars at the White House, he says, to demonstrate that his goal of cutting gasoline usage dramatically is realistic.

PRESIDENT BUSH: "I know it is a necessary goal. It is necessary for national-security purposes. It is necessary for economic-security purposes. And it is necessary in order to be good stewards of the environment."

Environmental advocate Deron Lovaas, who works for the Natural Resources Defense Council, says it is urgent that Congress act quickly.

Natural Resources Defense Council: "If the president is serious about his goal of a 20-percent reduction in gasoline production in 10 years, it is very serious. We need this policy, this Congress."

Energy conservationists say the U.S. Congress must require new cars to get much higher gas mileage, and the government must encourage automakers to produce more alternative-fuel vehicles. They say tax cuts are needed to encourage more production of ethanol.

The fuel is mostly made from corn in the U.S., but the president wants researchers to study how to use other crops to make ethanol. The alternative fuel is rarely seen in many parts of the country now, but advocates want the government to require gas stations nationwide to sell ethanol.

The president of the American Petroleum Institute, speaking here in Washington, said it would be a mistake to use tax incentives for these purposes.

RED CAVANEY, American Petroleum Institute: "Government policies should be performance based, and they should provide a level playing field for all alternative fuels, and not pick winners and losers."

The oil industry enjoyed billions of dollars in tax breaks enacted in 2005 to encourage exploration and production of oil. Many argued that was inequitable.

DERON LOVAAS, Natural Resources Defense Council: "It seems to me by adopting big tax breaks, you are picking winners and losers."

Environmentalists may have an ally in the new Democrat-ruled Congress. The House of Representatives voted last month to scale back industry tax cuts by 14-billion dollars. Yet the industry claims tax breaks are crucial for exploration -- and for more discoveries like the 15-billion-barrel pool of oil found deep under the Gulf of Mexico last year, the largest find in a generation. The petroleum companies want Congress to slow down the campaign for alternative fuels:

RED CAVANEY, American Petroleum Institute: "We are not trying to stall here. What we want to do is make sure that every stake holder has a chance to come up and present their case, [to] look at it before we head down that path, because it is going to influence billions of dollars of investments."

But high prices at U.S. pumps and record oil-company profits have combined to make the oil industry unpopular. Lovaas says big oil cannot stall:

DERON LOVAAS, Natural Resources Defense Council: "They need to come to the table very quickly, because if they are not at the table, they could be on the menu."

As President Bush pushes new fuels, and the new Congress attacks old oil, the petroleum giants find new risk not in the oil fields, but in the halls of government.
