'중국은 국민의 여행과 표현의 자유 침해 말아야' - 미 국무부 대변인 (Eng)


중국 정부는 에이즈 운동가인 가오 야오지에 박사가 시상식 참가차 미국을 방문하는 것을 금했습니다. 80대인 가오 박사는 지난 1일부터 중국 중부 젱조우 시의 아파트에 가택연금된 상태입니다. 가오 박사는 지난해 10월 비영리 여성인권단체인 VVGP로부터 수상 결정을 통보받았습니다. 가오 박사는 역시 상을 받게될 세 명의 다른 중국 여성과 함께 다음달 14일 미국 워싱턴 케네디 센터에서 열리는 시상식에 참가할 예정이었습니다.

가오 박사는 1990년대 중국 중부에서 자행되던 혈액 매매 행위를 폭로하도록 도운 공로로 유명인사가 됐습니다. 혈액매매를 통해 수만명의 농부들이 AIDS를 유발하는 HIV 바이러스에 감염됐습니다. 당시 농부들은 혈액을 팔고 대가로 보급품을 받았지만, 더러운 주사바늘을 사용한 것이 문제였습니다. 가오 박사는 이후 수년간 헤난 지방을 돌며 AIDS에 관한 정보를 알렸으며, 고아를 돌보고, 의료 서비스도 제공했습니다. 가오 박사는 중국 정부가 HIV 바이러스 확산 방지 노력을 기울이도록 압력을 가하는데도 일조했습니다.

중국 정부는 최근 들어 공개적인 HIV와 AIDS 방지 노력을 확대하고 있습니다. 중국 정부는 혈액매매 행위를 금하고, 바이러스 감염자에 대한 차별도 금지했습니다. 그럼에도불구하고 중국의 AIDS 운동가들이 여전히 지역 정부로부터 어려움을 겪고있습니다. 중국의 지역정부 관리들은 AIDS 운동가들이 활동이 자신들에게 불명예를 초래할것으로 두려워하고 있습니다.

중국 당국이 해외 수상과 관련해서 가오 박사의 출국을 금한 것은 이번이 처음이 아닙니다. 2001년에도 가오 박사는 국제 AIDS 상 수상을 위한 워싱턴 방문이 금지됐으며, 2003년에는 필리핀에서 열린 공공봉사상 수상이 금지됐습니다.

중국이 HIV와 AIDS 확산과 관련해서 공개적인 입장을 취하면서도, 가오 박사에 대해 여전히 출국 금지 조치를 유지하는 것은 불행한 일입니다. 여행과 표현의 자유는 인권의 기본입니다. 미국 국무부 대변인은 “누구도 자신의 관점을 표현하거나, 정부 정책에 우려를 제기하고, 또 부당한 행위를 바로잡기 위한 움직임을 옹호했다는 이유로 고통을 당해서는 안된다”고 말했습니다.

Chinese authorities have prevented AIDS activist Gao Yaojie [GOW YOW JYE] from traveling to the United States to receive an award. Dr. Gao, who is eighty, has been confined to her apartment in the central Chinese city of Zhengzhou since February 1st. Dr. Gao was notified in October that she would be honored by the Vital Voices Global Partnership, a non-profit women's advocacy group. She had planned to attend the awards ceremony along with three other Chinese women who are also being recognized at a March 14th ceremony at the Kennedy Center in Washington.

Dr. Gao gained prominence after she helped expose a blood-selling program in central China during the 1990s. Through the program, tens of thousands of farmers became infected with H-I-V, the virus that causes AIDS. Operators often used dirty needles, and people selling plasma received replenishment from a pooled blood supply. Dr. Gao spent years traveling to villages in Henan province, handing out information about AIDS, helping orphans, and providing medicine. She is credited with helping to force the Chinese government to confront the spread of H-I-V.

In recent years, the Chinese government has confronted the spread of H-I-V/AIDS more openly. The government has banned blood sales and discrimination against people with the virus. Nevertheless, AIDS workers face frequent harassment by local authorities who fear their activism will reflect badly on them.

This is not the first time that Chinese officials have prevented Dr. Gao from traveling to accept awards. In 2001, she was barred from going to Washington to receive an international AIDS award. And in 2003, Dr. Gao was not permitted to accept a public service award in the Philippines.

It is unfortunate that in spite of greater openness about the spread of H-I-V/AIDS in China, authorities are still trying to keep Dr. Gao from traveling. Freedom of travel and speech are fundamental human rights. "No one," says U.S. State Department spokesman Tom Casey says, "should suffer for simply expressing their views, for raising concerns about government policies, and for advocating for the redress of grievances."
