스위스 제네바서 열린 '원조와 교역박람회' - 인도주의 활동에 이용되는 물품 전시 (Eng)


자연재해와 분쟁의 희생자들에게 필수적인 구호물자를 전달하는 것은 그들의 생존을 위해 매우 중요합니다.

그런데 이런 비상구호물자들은 요술처럼 하늘에서 그냥 떨어지는 것이 아닙니다. 이런 구호물자들은 돈을 지불하고 구입해야 합니다.

최근 스위스 제네바에서 열린 ‘원조와 교역박람회’에서는 인도주의 활동에 이용되는 다양한 물품들이 전시돼 관심을 모았습니다. 130여개 출품자들은 재난 희생자들을 돕기 위해 물품들을 구입하는 유엔 등 여러 구호기관 대표들에게 그들의 가격을 외치고 다니며 자사 제품을 팔기에 여념이 없었습니다.

이에 관한 자세한 소식입니다.

15톤 짜리 트럭의 거대한 화면에서는 재난구호활동의 영상을 소개하고 있습니다. 해설자는 이른바 ‘유목민들의 꿈의 기계’가 어떻게 개발도상국 사람들에게 필수적인 정보를 전달할 수 있는 제 1세계, 선진공업국 기술로 이용될 수 있었는지에 관해 설명합니다. 예를 들면 이 여자 해설자는 에이즈 예방이나 조기 경보체제에 관한 영상물이 사막과 산악지대와 농촌지대의 6천여명의 관중들에게 보여줄 수 있다고 설명합니다.

이것은 이번 ‘원조와 교역’박람회에 출품된 수십가지의 물품들 가운데 하나입니다.

이번 행사에서 원조와 교역 박람회를 갖는 취지는 모든 개별적인 참가자들을 인도주의적인 원조와 구호로 결합시켜 개발하기 위한 것이라고 브루스 씨는 설명했습니다.

이 박람회의 술라 브루스 운영국장은 이번 행사가 구호기관들과 기업들이 서로 이익이 되도록 연결시켜주기 위해 마련된 것이라고 그 취지를 설명했습니다.

분명히 여기에서 활동하는 비영리기구들은 많이 있지만, 이 기구들이 이용하는 장비들은 어딘가에서 구입하지 않으면 안된다면서 브루스 씨는 사람들이 서로 협력하는 것이 매우 중요한 것으로 생각한다고 말했습니다.

그리고 또한 구호활동을 벌이는 기관들은 기업들과 얘기를 나누고 그들이 찾고 있는 것들에 관해 알려줌으로써 연구와 개발이 가능하게 되고, 또 보다 효과적인 설비와 공급품들이 만들어지게 된다고 브루스 씨는 말했습니다.

자기 이름이 세이 오예솔라 박사라고 자신을 소개하며, 자신은 마취사로 ‘글로벌 메디컬 시스템’ 대표로 나왔다며, 오예솔라 박사는 현재 자신의 연구기관에서 ‘콤팩트 OR’이라고 부르는 태양열로 발전하는 콤팩트 실내난방 장치를 개발했다고 말했습니다.

콤팩트 OR은 외고팀이 여러가지 과정을 실시하는데 필요한 모든 장비를 갖추고 있으며, 이것은 전기공급이 안되거나 필요없는 곳에서 이용할 수 있다고 오예솔라 박사는 설명했습니다. 오예솔라 박사는 이 장비의 가격이 약 5만달러로 이와 유사한 다른 장비의 절반가격 밖에 안된다고 말했습니다.

이것을 접근하기기가 어려운 먼 병원 같은 곳에서 재난에 보다 유용하게 쓰일 수 있는 장치라고 생각하면 될 것이라며, 오예솔라 박사는 이것은 찝차와 랜드로버, 밴 뒤에 부착할 수도 있고, 또 반드시 재난지역이 아니더라도, 대개 이런 종류의 받을 수 없는 곳에서 진료를 받을 수도 있을 것이라고 말했습니다.

영국에 본사를 둔 ‘밀시스 주식회사’의 맥스 후턴 이사의 말입니다.

현재 자신의 회사에서는 짧은 시간내에 조립해서 설치할 수 있는 천막을 상품화하고 있는데, 전세계의 군대에 팔고 있는 천막들 가운데 상당량을 인도주의와 재난구호지역으로 돌리고 있다고 후턴 이사는 밝혔습니다.

이곳에서 전시되고 있는 거대한 천막은 군대색인 녹색입니다. 그러나 후턴 이사는 이것은 어떤 색깔도 낼 수 있으며, 또 이것은 큰 자루에 적당하며, 단 4분 안에 거대한 우산처럼 펼쳐진다고 설명합니다.

후턴 이사는 이 텐트가 미군과 영국군 등 여러 나라 군대에서 널리 이용되고 있다고 밝히고, 많은 나라에서 재난구호활동을 하는 것은 바로 군대라고 말합니다.

그래서 군대들은 이 천막을 사용하기 시작했는데, 예를 들면 이 천막들을 카시미르지역에 가져갈 수도 있고, 자루로 만들어 헬리콥터에 실을 수가 있으며, 지상의 사람들은 자루 위의 그림을 볼 수가 있고, 4분 내지 6분 후에는 4사람이 이 천막을 세울 수 있다고 후턴 이사는 설명합니다.

후턴 이사는 또한 자신들이 생각하는 가장 작은 것은 10명 정도의 가족들이 잘 수 있으며, 이들은 땅위에 누워있지만, 이들은 몸을 노출시키지 않으며, 좀 더 큰 것은 50여명이 들어갈 수 있는 것도 있다고 말합니다.

국제적십자연맹의 통신 담당자인 시안 보웬 씨는 적십자사는 항상 문제의 해결책을 찾기 위한 새로운 아이디어와 새로운 방법을 모색하고 있다고 말했습니다.

여기에서 보게 된 매우 실질적인 한 아이디어는 우리가 필요한 가장 중요한 것중의 하나인데, 이것은 위생시설과 관련이 있으며, 또 이것은 실제로 화장실 같은 것이라면서 보웬 씨는 경량급의 화장실을 생산하는 회사들을 보았다고 말했습니다.

원조와 교역 박람회는 일반적으로 여러 품질의 상품들을 전시하고 있습니다. 그러나 일부 참가자들은 이 박람회가 교역쪽에 너무 치중돼 있고, 원조 쪽은 소홀하다고 비판합니다.

참가자들은 이 박람회에서 보다 많은 인도주의 기관들과 기업들이 경험을 공유하고 인도주의적인 대응의 도전들에 관해 논의하는 것이 유용할 것이라고 말하고 있습니다.

Getting essential relief supplies to victims of natural disasters and conflict is critical for their survival. These emergency goods do not just magically appear out of the air. They have to be purchased.

A wide range of items used in humanitarian operations were on display at an "Aid & Trade Fair" in Geneva. Some 130 exhibitors hawked their wares to representatives of United Nations and other aid agencies that procure the goods needed to help victims of catastrophic events. Lisa Schlein reports from Geneva.

A giant screen on back of a 15-ton truck projects images of a disaster mitigation operation. The narrator explains how the so-called Nomadic Dream Machine can use a first-world technology to communicate information essential for people in developing countries. For example, she explains that films on AIDS prevention or early-warning systems can be shown to audiences of six thousand people in deserts, mountains or flooded village terrain. This is just one of dozens of items on exhibit at the Aid & Trade Fair.

///BRUCE/// "The point of having aid and trade in this event is to bring together all the separate actors within humanitarian aid and relief and also moving towards development."

The fair's head of operations, Sula Bruce, says the event tries to bring aid agencies and companies together for their mutual benefit.

///BRUCE /// "Obviously, there are a lot of non-profit organizations working here. But, the equipment they use has to come from somewhere. And, I think it is very important that people are working together. And, also that the agencies that are providing relief can talk to companies and tell them what they are looking for so that the research and development can be made, so that more effective provisions and supplies are created."

///OYESOLA /// "My name is Dr. Seyi Oyesola. I am an Anesthesiologist and I am representing Global Medical Systems. We have developed a solar powered compact operating room. It is called the Compact OR."

Dr. Oyesola says the Compact OR has all the equipment needed to allow surgical teams to perform a wide range of procedures. He says it works in areas where the electrical supplies are either unavailable or unreliable. Dr. Oyesola says it costs about 50-thousand dollars, which is about half the price of similar equipment.

///OYESOLA/// "We like to think of it as being a device that is much more than useful for just disasters, like we say in remote hospital locations ,where it is difficult to reach. This will fit in the back of a jeep, a Land Rover, a van and will take health care to places that are not necessarily disaster areas, but places where they would not ordinarily be able to get health care of this kind."

///HOUGHTON/// "We are introducing a deployable rapid assembly shelter which we sell in large quantities to the military around the world into the humanitarian and disaster relief area."

Max Houghton is a director of U.K.-based MilSys Limited. The giant tent on display is army green. But, Houghton says it can come in any color. It fits in a large sack and unfolds like a huge umbrella in just four minutes. He says the tent is widely used by the American, British and other nations' militaries. He says, in many nations it is the military that carry out disaster relief operations.

///HOUGHTON /// "And, so they are starting to take these shelters with them to use. For example, we can take them straight up to Kashmir. They can be rolled off the back of a helicopter in their bags. The people on the ground can look at the picture on the bag and four to six minutes later, four people can put up a shelter. The smallest one we think will sleep a family of 10. Sure they are lying on the ground, but they are undercover. And, the larger ones we can put 50 people into them."

Wandering through the exhibit, you pass the large Check pavilion, which offers a variety of rescue equipment. One stand promotes advice on how to clean up environments that have been contaminated with depleted uranium and other toxic substances during bombing raids. Other exhibits offer health and medical aids, a new method for de-mining, water and sanitation equipment. All that and much, much more are on view.

International Red Cross Federation communications official Sian Bowen says the Red Cross is always looking for new ideas and new ways aimed at finding solutions to problems.

///BOWEN/// "One very practical idea that I've seen here -- it is one of the most important things we need -- it is to do with sanitation and it is actually toilets. We have seen companies coming up with lightweight toilets."

Bowen says no one wants to send three tons of sanitation equipment into the field.

///BOWEN/// "So, if we find companies that come up with more innovative ideas and different materials that are lighter weight, that are quick to assemble, that are still cost-effective, than that is the kind of thing that we are interested in because it makes our job easier and makes our delivery to help people more efficient."

The Aid and Trade Fair gets generally high marks for exhibiting a large range of quality goods. But, some participants criticize the show for having too much trade and not enough aid. They say it would be useful to have a wider variety of humanitarian organizations and corporate companies at the fair to share experiences and discuss the challenges of humanitarian response.
