북핵 6자회담이 8일 중국 베이징에서 재개된 가운데 중국은 핵 폐기를 위해 북한이 취할수도 있을 초기단계 조치에 관한 합의문 초안을 참가국들에게 회람했습니다.
이에 앞서 미국측 수석대표인 크리스토퍼 힐 국무부 동아시아태평양 담당 차관보는 회담 첫날 기자들에게 중국의 합의문 초안은 핵폐기에 관한 북한의 약속들이 아니라 북한이 앞으로 수주일 안에 취할 필요가 있는 행동들을 나열할 것이라고 말했습니다.
힐 차관보는 이같은 행동들은 북한이 지난 2005년 9월 6자회담에서 한 약속들을 이행하는 과정의 시작이 될 것이라고 말했습니다. 북한은 당시 외교적, 경제적 유인책들을 대가로 핵계획 중단을 약속했었습니다.
한편, 북한은 비핵화의 초기이행 단계를 논의할 준비가 돼있다고 북한측 수석대표인 김계관 외무성 부상이 말했습니다. 그러나 북한은 미국이 먼저 대북한 “적대조치”를 포기해야지만 비핵화 이행 조치를 검토할 것이라고 김 부상은 덧붙였습니다.
미국의 콘돌리자 라이스 국무장관은 8일 미 의원들에게 이번 6자회담으로 “한반도 비핵화를 위한 9.19 공동성명의 이행이 시작될 수 있을 것으로 조심스럽게 낙관한다”고 말했습니다.

Six-party talks on North Korea's nuclear weapons program resumed today (Thursday) in Beijing with early signs that participants were making progress toward a possible joint statement.
Speaking to reporters after the first day of talks, U.S. chief negotiator (U.S. Assistant Secretary of State) Christopher Hill said China is drafting a joint statement on North Korea's denuclearization that should be released on Friday.
Hill says the statement would include a list of actions, not pledges, that Pyongyang would need to take in a matter of weeks.
For its part, North Korea's envoy, Kim Kye Kwan, says Pyongyang is ready to discuss the initial steps of its nuclear disarmament. But, Kim also stresses North Korea will only consider making moves if the U.S. gives up what he calls Washington's "hostile policy" towards Pyongyang.
In a meeting with U.S. lawmakers today, Secretary of State Condoleezza Rice said she was "cautiously optimistic" that the current round of talks could possibly begin the process of carrying out a September 2005 agreement.
