국제이주기구 IOM은 이라크에서 매일 천명이 넘는 실향민이 발생하고 있다고 보고했습니다. 1월 한 달 동안만 4만 명의 이라크인들이 직장을 그만두고 살던 동네를 떠나 사람들로 넘쳐나는 난민촌으로 들어갔습니다.
국제이주기구의 데이나 그레이버 라딕 (Dana Grayber Ladeck) 씨는 계속되는 구호노력에도 불구하고 많은 실향민들이 여전히 생활에 필요한 기본적인 물건들 없이 살고 있다고 말합니다.
라딕씨는 국제이주기구가 지금까지 대화한 실향민 가족들은 가장 필요로하는 3가지 요소들로 숙박과 식량, 직업순으로 꼽았다고 말합니다.
라딕씨는 이 세가지를 이라크에서 제공하는데는 어려움이 많이 따른다고 설명합니다. 이라크의 실향민 실태에 관해 국제이주기구가 지난해 발표한 새 보고서는 지원 기부금이 절실히 필요할 때 줄어들고 있다고 전했습니다.
라딕씨는 이라크내 폭력과 불안정은 줄어드는게 아니라 오히려 늘어나고 있다고 말합니다. 이로 인한 직접적인 결과로 실향민 수도 늘어나고 있다고 라딕씨는 설명합니다. 이라크내 상황이 이미 심각함에도 불구하고 라딕씨는 위기가 더욱 광범위해질 수도 있다고 경고합니다.
라딕씨는 국제이주기구는 실향민 사회와 실향민들을 받아들이는 사회, 모두 돕고 싶어한다고 말합니다. 특히 실향민들이 모국을 떠남으로써 지역적, 그리고 더 나아가 국제 위기를 초래하지 않고 안정을 되찾도록 이들을 지원해주고자 한다고 말합니다.
한편, 미국 연방의회에서는 지난 30일 윌리엄 팰론 (William Fallon) 제독이 상원 군사위원회 청문회에 출석해 이라크에서 수많은 사람들을 자택에서 강제 퇴거시킨 종파간 폭력에 관해 설명했습니다.
팰론 제독은 이라크의 상황은 심각하다면서 이라크에 대해 새롭고 다른 행동들을 취할 필요가 분명히 있다고 말했습니다. 미국의 태평양 사령부 사령관이었던 팰론 해군 제독은 조지 부시 미국 대통령에 의해 미 중부군 사령관에 지명됐습니다. 팰론 제독은 이라크의 수도 바그다드와 다른 도시들에서 저항세력을 줄이고 안정을 되찾으려면 경제적, 정치적 행동을 포함한 포괄적인 접근법이 필요하다고 역설했습니다.

Tens of thousands of Iraqis have been forced to leave their homes this year -- most of them forced to flee to other parts of the country because of the continuing threat of sectarian violence. A refugee aid group that has worked on such crises worldwide says the worsening problem of displacement in Iraq could spill over that country's borders. VOA's Sean Maroney reports.

The International Organization for Migration reports that more than one thousand Iraqis are displaced from their homes every day.
This January alone, 40 thousand people left their jobs and neighborhoods for crowded camps such as these.
And despite continued relief efforts, the IOM's Dana Grayber Ladeck [pron: 'LAH-dik] says many still lack the basics:

"The top three needs that those displaced families that were interviewed communicated to us were shelter, food and employment, in that order."

Grayber Ladeck says it is an uphill battle to help provide those needs in Iraq.
The migration group's new report on displacement in Iraq last year says aid donations are decreasing at just the wrong time.

"There doesn't seem to be a decrease in the violence and instability; in fact, it's quite the opposite. We're seeing an increase in violence, an increase in instability and, therefore, as a direct result an increase in the displacement."

Although the situation in Iraq is already serious, Grayber Ladeck warns the scope of the crisis could keep on growing:

"We'd like to help these communities, including the host communities but also the displaced communities. To help them stabilize. To assist [those who leave their homes], so they do not try to leave the country and create a regional and ultimately an international crisis."

On Capitol Hill (Tuesday), Admiral William Fallon briefed the Senate Armed Services Committee about the sectarian violence that has caused so many people to flee their homes.
ADM. WILLIAM FALLON:
"The situation in Iraq is serious and clearly in need of new and different actions."
NARRATOR:
The U.S. Navy officer, previously the top American commander in the Pacific region, is President Bush's choice to lead all U.S. forces in the Middle East.
Fallon says there must be a comprehensive approach, including economic and political action, to reduce the level of insurgency and restore a measure of stability in Baghdad and Iraq's other cities.
