그램 의원은 미군병력 증강에는 군사적 요인이 있다면서, 1만7천5백명의 병력을 추가 파견하면 이라크 수도 바그다드 지역에서 폭력사태를 일소하는 미군의 전투력이 두 배로 늘어날 것이라고 말했습니다. 그램 의원은 이에 따라 병력 증강에 따른 결과가 이뤄질 수 있을 것으로 믿는다고 말했습니다.
애리조나주 출신인 공화당 존 맥케인 상원의원은 현재까지 미국의 이라크 정책에 대해 비판적이지만 미군병력 증파 계획에 대해선 린지 그램 의원과 마찬가지로 지지하고 있습니다. 맥케인 의원은 미국은 이라크 정책 실패로 이미 큰 대가를 치뤘다면서 더 이상의
실패는 있어선 안된다는 견해를 갖고 있습니다.
구 유고슬라비아 내전 때 보스니아-헤르체고비나에서는 거의 20만 명이 살해되고 약 2백만 명의 난민이 고통을 당했습니다.
이 전쟁 중 세르비아군은 특히 스레브레니차 지역 한 곳에서만 어린 소년들을 포함해 민간인 남자 8천여명을 집단학살했습니다. 보스니아-헤르체고비나에서 자행된 대학살 등 잔학행위는 제2차 세계대전 이후 최악의 사태로 지적되고 있습니다. 맥케인 의원은 이라크의 경우를 보스니아-헤르체고비나 전쟁에서 벌어졌던 참극과 비유합니다.
바그다드에서 벌어지게 될 유혈참극은 스레브레니차의 대학살 사태를 무색하게 만들 것이라고 맥케인 의원은 경고합니다. 맥케인 의원은 미국이 언젠가는 이라크에서 철수해야 하겠지만 수니파가 들고 일어나고 인접국 이란과 터키가 개입하며, 북쪽의 쿠르드족이 독립하려 드는 사태에까지 이르게 되는 혼돈의 상황이 벌어지는 것은 미국의 국익을 위해 있어서는 안되기 때문에 미군병력 증강으로 그런 상황을 막아야 한다고 주장합니다.
미국 주도의 연합군이 이라크를 침공한 2003년 이래 이라크에서 살해된 민간인 수는 수 만 명 내지 많게는 10만명에 달한다는 것이 인권단체들과 전문 연구기관들의 추산입니다.
그러나 같은 공화당 소속으로 맥케인 의원과 함께 `ABC 텔레비전’ 에 출연한 네브라스카주 출신 척 헤이글 의원은 병력 증강에 반대의견을 밝혔습니다. 미군은 이라크에서 일어나는 상쟁파벌들의 대규모 전쟁에서 심판역할을 할 수는 없다는 게 그의 견해입니다.
헤이글 의원은 미국은 해낼 능력이 있는 일들만 할 수 있으며 그렇게 해야만 한다면서, 내전의 와중에 있는 이라크에 미군병력을 더 보낸다고 해서 그 결과가 달라지지는 않을 것이라고 주장합니다.
헤이글 의원은 병력을 증파하는 대신 바그다드를 비롯해 이미 상쟁파벌들의 폭력충돌이 격화되고 있는 도시지역 미군 병력을 빼내 이라크의 영토권을 보호하기 위해 국경지대로 보내야 한다고 말합니다.
그런가 하면 캘리포니아주 출신 민주당 소속 다이앤느 파인스타인 의원은 `CNN 텔레비전’ 방송에 출연해 이라크에 미군병력을 증파하는 것이 해결책은 아니라고 주장했습니다.
파인스타인 의원은 이라크 상황에서 유일한 개선대책으로 미군병력을 증강하는 것은 중대한 과오라고 지적했습니다.
파인스타인 의원은 미국은 이라크 지역에서 강력하고 일관되며 지속적인 외교활동을 실질적으로, 공식적으로 펼쳐본 적이 없다고 지적하면서 미국이 필요로 하는 것은 외교활동 강화라고 주장했습니다. 파인스타인 의원은 미국은 이란과 시리아 같은 이라크의 인접국들, 그리고 수니파 국가들과 마주앉아야 하며 현 상황은 정치적으로만 해결할 수 있다고 지적했습니다.

U.S. senators took their cases for and against President Bush's plan to increase the number of U.S. troops in Iraq to the American public, in appearances on television talk shows Sunday. The Senate is expected to vote this week on a non-binding resolution that would express disagreement with the plan. VOA's Stephanie Ho has more.
Supporters of President Bush's plan to send additional troops to Iraq include Republican Senator Lindsey Graham, who told Fox News Sunday he thinks sending more U.S. troops to Iraq would, in his words, "help dramatically."
"This surge has a military component. Seventeen-thousand-500 additional troops in Baghdad would double the combat capability of the American military to hold areas cleared. I see results that make me feel like this can work."
His viewpoint was echoed by Republican Senator John McCain, who said the United States has already paid a high price for what he described as a failed policy, and cannot afford further failure. He drew a comparison to the war in Bosnia-Herzegovina, in which some 200-thousand people died and nearly two million others were displaced. Serb forces slaughtered more than eight-thousand men and boys in the town of Srebrenica, considered the worst atrocity in Europe since World War Two.
"We will see a bloodletting in Baghdad that makes Srebrenica look like a Sunday school picnic. And, I believe that we may have to come back at some time or another, because the Iranians will be involved, the Sunnis will be involved, Turkey will be -- if the Kurds try to become independent -- will be involved. It will be a chaotic situation that is in our national security interest to not see take place."
Human rights groups and researchers estimate that tens-of-thousands of Iraqi civilians have died since the war in Iraq began in 2003.
Senator McCain spoke on the ABC television program "This Week," which featured an opposing viewpoint presented by Republican Senator Chuck Hagel, who said he believes U.S. troops have no business trying to referee a largely sectarian fight.
"The things that we could be doing and should be doing are things we are capable of doing. We can't change the outcome of Iraq by putting American troops in the middle of a civil war."
Instead of more troops, he said, one proposal in the resolution is that U.S. troops already in Iraq should be moved out of the cities, where sectarian violence is especially intense, to border areas to help protect Iraq's territorial integrity.
Speaking on CNN's "Late Edition," Democratic Senator Dianne Feinstein said she believes increasing U.S. military presence in Iraq is not the solution.
"To put the American military as the only remedy in the situation is a huge mistake, and this is where, I think, you need robust, sustained, ongoing diplomacy, which we have never really practiced publicly in the area. I think you need to sit down with Iran, Syria. I think you need to sit down with the Sunni nations. But the only way this can be solved is politically."
She said, even if the Senate passes the non-binding resolution opposing President Bush's troop increase, it will not stop him from going ahead with his plan. But, she added, it would show that the majority of the Senate opposes where the president is taking the nation.
