파리서 열린 지구 온난화 현상에 관한 회의 폐막 - 지구 온난화의 심각성 경고(Eng)


최근 프랑스 파리에서는 전세계 각국 대표와 과학자들이 대거 참석한 가운데 기후변화와 지구 온난화 현상에 관한 회의가 열렸습니다.

회의에 참석한 과학자들은 회의 폐막과 함께 기후변화 보고서를 발표하고 지구온난화의 심각성을 경고했습니다. 좀 더 자세히 전해드립니다.

에펠탑의 전원이 꺼졌습니다. 이는 1주일간 진행된 기후 변화에 관한 유엔 회의 폐막을 알리는 상징적 행동이었습니다. 이번 기후 변화에 관한 국제 회의에서는 지구 온난화 실태에 관한 매우 구체적인 연구 보고서가 발표됐습니다.

보고서 작성에 함께 참여한 케네스 덴만씨는 이 보고서를 통해 기후 변화의 심각성이 사람들에게 전달되기를 바란다고 말했습니다. 지구 온난화현상은 인간들의 책임입니다.

백여명의 각국대표와 과학자들은 이번 유엔 회의에서, 화석 연료 사용을 비롯한 인간의 행위가 지구 온난화 현상에 책임이 있는 것으로 결론 지었습니다. 그리고 이는 수세기동안 계속됐었을 것입니다.

유엔 정부간 기후변화 위원회 위원인 수잔 솔로몬씨는 특히 산업시대 시작과 함께 지구 온난화 현상이 급속히 증가했음을 알 수 있다면서, 인간의 활동에 의해 온실가스와 각종 유해가스가 증가한다는 사실은 의문의 여지가 없다고 말했습니다

이번 보고서는 정책적 권고는 하지 않고 있습니다. 그러나 지구온난화현상을 일부지역에서 해수면이 상승하고 잦은 가뭄현상이 발생하며 불규칙적인 태풍 패턴 현상이 발생하는 것과 연계짓고 있습니다.

유엔 환경 계획 (UNEP)의 아침 스타이너 국장은 정책입안자들, 기업 지도자들, 민간 지도자들이 기후변화문제를 인류가 직면한 도전으로 진지하게 받아들이고자 하는 확고한 결의를 바라고 있다고 말했습니다.

일부 참석자들은 재활용 에너지 이용의 확대에서부터 태양광선을 반사시키는 우주의 대형 거울 같은 이른바 지구 과학 첨단 기술 개발에 이르기까지 정책적 권고사항들이 보고서에 있기를 원했습니다.

아리조나 주립대학의 로저 앤젤 연구원은 우주궤도에 엄청난 양의 작은 플라스틱 디스크를 발사함으로써 태양광선을 반사해 지구를 보호하는 가능성을 연구하고 있습니다.

엔젤 연구원은 이 연구가 성공하면 산업시대 이전으로 지구의 온도를 돌려놓는 효과를 얻을 수 있을 것으로 기대하고 있습니다. 이러한 계획들은 매우 실험적입니다.

기후 과학자인 마이클 맥크래켄씨는 첨단 지구 공학 기술에 앞서 해야할 것들이 매우 많으며 그러한 방법들중에 할 수 있는 한 최대한 해볼 필요가 있다고 말합니다.

파리 회의에 참석한 대부분의 과학자들처럼 맥클레켄씨역시 국제사회는 지구 온난화 해결을 위해 우주로 눈을 돌릴 것이 아니라, 당장은 탄소 배출량 감축에 주력해야 한다고 지적했습니다.

Scientists from around the world have been meeting in Paris, working out final details of an exhaustive report on climate change and global warming. Now what? VOA's Paul Sisco reports?


The lights on the Eiffel Tower were switched off. [It was] A symbolic act, marking the end of a weeklong United Nations conference on climate change, and release of the most detailed scientific report to date on global warming.

"We're hoping that it will convince people, you know, that climate change is real."

...and that human beings are responsible for it.

Hundreds of scientists and officials representing more than 100 governments concluded that the burning of fossil fuels and other human activity is responsible for global warming. And it is likely to continue for centuries.

"You can see this remarkable rapid rise that began with the Industrial era. There can be no question that the the increases in these gases, these greenhouse gasses are dominate by human activity."

The report makes no policy recommendations but links global warming to rising sea levels, increased drought in some regions and violent storm patterns.

Dr. Achim Steiner directs the United Nations Environmental Program.

"We are also looking for an unequivocal commitment from policy makers, business leaders and civic society leaders to take climate change as truly the challenge of our century."

Some delegates wanted policy recommendations in the report, ranging from wider use of renewable energy resources, to development of so-called geo-engineering technologies -- giant mirrors in space, for example, to deflect some of the sun's rays. A University of Arizona researcher, Roger Angel, is exploring the possibility of launching a huge quantity of small plastic discs into orbit, to shield the Earth by diffusing a small amount of the sun's radiation.

"The effect could be to take our temperature back to pre-industrial levels."

These ideas are very experimental. Climate scientist Michael MacCracken:

"There are a host of things to do. First, many different technologies ... are cost effective right now, and what we need to do is [use] as many ... of them as we can, before we get into these geo-engineering technologies...

MacCracken, like most of the scientists at the Paris conference, says the immediate focus must be on reducing carbon emissions, not on looking to outer space for solutions to the global warming problem.
