Japan's health minister is being criticized for characterizing women as birth-giving machines.

Health Minister Hakuo Yanagisawa's comments came Saturday during a speech to local supporters.

Yanagisawa apologized for what he called inappropriate terms later in the speech, but rival political groups have blasted his comments.

Japan low birthrate has been a topic of political discussion. Prime Minister Shinzo Abe has pledged legislation encouraging companies to be more flexible in dealing with the family needs of their employees.

Japan's fertility rate fell to a record low of 1.26 babies per woman in 2005. The country's population has shrunk in recent years. Government surveys have suggested the pattern will continue, with Japan's population of 127 million falling below 100 million within the next 40 years.
