미 국토안보부, 대형상가 경비요원 위한 테러퇴치 교재 개발(Eng)


지난 2001년 미국에 대한 9/11 테러공격이 발생한 이래 테러분자들의 공격 음모를 사전에 인지하고 이를 저지하는 일은 미국 정부기관들의 일상업무의 일부가 돼 왔습니다. 하지만 정부기관 단독으로는 이 일을 수행할 수가 없습니다. 미 국토안보부는 최근 백화점이나 대형상가에서의 테러 가능성에 대비해 경비요원들에게 테러퇴치 방법을 가르치기 위한 교재를 개발했습니다. 그러나 일각에서는 이 계획이 장점보다는 단점이 더 많다는 주장을 제기하고 있습니다.

미국 내 백화점들은 경제활동의 중요한 장소로, 특히 명절기간에는 더욱 활발한 움직임을 보입니다. 연간 수십억 달러의 수익이 이들 백화점들에서 만들어집니다.

그러나 전 세계적으로 백화점들이나 대형상가들은 지난해 연말 제야에 태국 방콕의 한 백화점에서 발생한 테러공격처럼, 테러분자들이 수많은 사람들을 공격해 살해하거나 다치게 만들 수 있는 매우 취약한 표적이기도 합니다.

백화점 소유주들이나 백화점을 운영하는 기업들은 이러한 사건들을 간과하지 않고 있습니다.

국제 쇼핑센터협회’와 조지 워싱턴 대학 국토안보정책 연구소는 테러분자들이 백화점 등 공공장소에서 그같은 공격을 감행하지 못하도록 하기 위해 노력하고 있습니다.

정책연구소는 전세계 법 집행관들과 함께 처음으로 표준화된 테러퇴치 교재를 개발하기 위한 방안을 논의했습니다.

폴 마니스칼코 씨는 조지 워싱턴 대학에서 이 프로그램을 개발하는 작업에 참여했습니다. 마니스칼코 씨는 지난 2001년 뉴욕과 워싱턴에서 테러공격이 발생한 후 이 프로그램이 필요해졌다고 말합니다.

그러나 이같은 사건에도 불구하고, 브루킹스연구소의 연구책임자인 제레미 샤피로 씨 같은 전문가들은 이 테러퇴치 프로그램이 불필요하다고 지적하고 있습니다.

샤피로 씨는 테러단체들에 의한 테러공격 위협 가능성은 별로 없다면서, 혹시 단독범의 테러공격이 있을 수는 있겠지만 통계적으로 볼 때 그다지 우려할 만한 것은 아니라고 말했습니다.

샤피로 씨는 현재 테러용의자 체포를 위한 시스템이 가동되고 있다면서 이 테러방지 훈련 프로그램은 경제적으로나 정신적으로나 낭비라고 말했습니다.

Since the September 11th terrorist attacks against the United States in 2001, anticipating and thwarting terrorists' plans has become part of U.S. government agencies' everyday duties, but they cannot do it alone. The Department of Homeland Security has developed a curriculum to teach security guards how to fight terrorism in shopping malls. However, some feel such a program can do more harm than good. VOA's Ernest Leong reports.

NARRATOR:
The shopping mall in the U.S. is an important hub of economic activity, especially during the holidays. Billions of dollars in revenue is generated annually in shopping malls like this one.

But shopping malls around the world are also "soft targets" -- easy targets where terrorists can strike and kill and injure many, such as at this mall in Bangkok last New Year's Eve.

Such incidents have not gone unnoticed by mall owners and businesses operating in the malls. The International Council for Shopping Centers [ICSC], a U.S. trade group, and the Homeland Security Policy Institute at George Washington University are trying to ensure that terrorists cannot stage such attacks here.

The Institute consulted with law-enforcement officials around the world to develop the first standardized anti-terrorism curriculum for mall security guards in the U.S.

Paul Maniscalco helped create the program at George Washington University. He says there is a need for this program, after the terrorist attacks in New York and Washington more than five years ago.

PAUL MANISCALCO, GEORGE WASHINGTON UNIVERSITY:
"After September 11th, the world of security changed. The aftermath of the terrorist attack had folks taking the time to think about what were the core competency and skills the modern security officer would require."

NARRATOR:
The two-million-dollar program covers a range of issues, from raising awareness of the possibility of a terrorist attack to spotting possible suicide bombers. But, Maniscalco says, this must be done discreetly.

PAUL MANISCALCO, GEORGE WASHINGTON UNIVERSITY:
"We want to preserve that open and free feeling. If the security becomes too intrusive in the shopping center, well then, we've defeated the purpose of trying to sustain that modern-day, town-square feel, as a place to socialize and to conduct economic activities."

NARRATOR:
To date, there has not been a successful terrorist attack on a U.S. shopping mall, but there have been attempts. In December, federal authorities arrested a lone terrorist they say was plotting to set off explosives in an Illinois mall.

Despite this incident, experts like Jeremy Shapiro, research director with the Brookings Institution, say the anti-terrorism program is unnecessary.

JEREMY SHAPIRO, THE BROOKINGS INSTITUTION:
"I'd say more importantly, there really isn't a threat to shopping malls from terrorist groups. There might be from these lone-wolf terrorists, but as a statistical thing, that's not much of a worry."

NARRATOR:
Shapiro says the current system for catching terrorists is working, and that the anti-terrorism training program is a drain on the country, economically and emotionally.

JEREMY SHAPIRO, THE BROOKINGS INSTITUTION:
"It's a cost in terms of direct spending, it's a cost in terms of inconvenience. It's a cost in terms of generalized fear and insecurity that permeates the society because of it, and it's a cost in terms of the alienation of people who end up being suspected. Those are enormous costs."

High costs, but costs that shopping malls, for the moment, are willing to pay for peace of mind.
