아시아 도심지내 부실한 교통체계, 빈곤층 더욱 어렵게 만들어 (eng)

아시아개발은행은 많은 아시아 도시들의 도심 교통체계 개발이 제대로 이루어지지 않는 것은 제한적이고 단편적인 투자 때문이라고 지적했습니다. 그 결과 교통혼잡과 오염과 도로의 무질서를 낳고 있다는 것입니다. 또 다른 문제로는 취약한 교통 관리와 대중버스의 불규칙한 운행과 무계획적인 도로망을 들 수 있습니다.

아시아의 대부분 도시의 공공교통은 부적절하지만, 아직도 이 지역의 대부분의 도시민들이 여기에 의존하고 있는 실정입니다. 아시아개발은행의 교통전문가인 권은경 씨는 이것이 많은 아시아 도시의 가난한 사람들의 문제를 더욱 악화시키고 있다고 지적했습니다.

서비스의 질적 수준과 경비, 그리고 교통망에 맞는 적절한 공공교통체계가 이루어지지 않으면, 일반적으로 가난한 사람들은 공공교통체계를 이용하는 대신에 공공 서비스를 포기하고 걸어다녀야 하는 형편이라고 말했습니다. 적절한 교통수단이 없으면 가난한 사람들은 좋은 일자리를 얻거나 자녀들을 학교에 보내는 것이 어려워집니다.

이밖에도 자동차와 불규칙한 버스 운행으로 인한 대기오염과 소음, 도로혼잡은 훌륭한 교통체계를 갖추지 못한 도시들의 고통을 가중시킵니다. 특히 이런 문제들은 인구가 조밀한 빈민지역에는 더욱 큰 고통을 안겨줍니다.

아시아개발은행은 우선 1차로 금년에 중국과 방글라데시, 네팔, 파키스탄, 스리랑카의 여러 도시에서 현지조사를 진행할 계획입니다. 다른 나라들은 2단계 계획에 포함시킬 계획입니다. 권은경 씨는 교통체계 개선이 도시 경제 성장에 기여할 것이라고 말했씁니다.

경제가 지속적으로 계속 성장하려면 자동차 배기가스와 오염 교통혼잡과 같은 이런 문제들을 해결할 적절한 교통체계를 확립하는 것이 지속가능한 경제 성장의 선결조건이라고 권은경 씨는 말했습니다. 권은경 씨는 해결방안은 도시들 나름대로 마련될 것이라고 말했습니다. 예를 들면 방글라데시의 수도 다카의 경우, 에너지 효율성이 그 주안점이 될 것입니다.

The Asian Development Bank, or A.D.B., is funding studies in selected Asian cities to help develop sustainable urban transportation systems. The bank says transportation systems in most of the region's cities are inadequate, and it is poor people who suffer most. Claudia Blume reports from VOA's Asia News Center in Hong Kong.

The A.D.B. blames limited and piecemeal investment for the lack of development of transportation systems in many Asian urban centers. The result has been congestion, pollution and poor road discipline.

Other problems include poor traffic management, unregulated private buses and unplanned road networks.

Public transportation in most of the region's cities is inadequate, yet a large proportion of the region's urban residents depend on it.

Eunkyung Kwon, a transportation specialist at the A.D.B., says this worsens the problem for many of Asia's urban poor.

"If the public transport system is not adequate in terms of the quality of services and the price of the services and the network itself, then usually the poor are the ones who have to give up the services and they have to walk instead of using the public transport system."

Lack of affordable transportation can block poor people from getting good jobs or sending their children to school.

In addition, air pollution, noise and road congestion caused by cars and unregulated buses plague cities without good public transit systems. These problems particularly afflict crowded slums.

The A.D.B. field studies are being carried out this year in cities in China, Bangladesh, Nepal, Pakistan and Sri Lanka. Other countries will be added in a second phase of the project.

Kwon says better transportation systems will contribute to urban economic growth.

"If for the economy to grow sustainably and continuously, I think that without (an) adequate transport system which tackles these kinds of problems - vehicle emissions, pollution and congestion - that's the must prerequisite for sustainable economic growth."

Kwon says solutions will be customized for each city. In the Bangladesh capital of Dhaka, for example, the focus will be on energy efficiency.

On the other hand, Nepal's capital Kathmandu needs to implement a better traffic management system. This includes an increase in traffic lights and better enforcement of traffic regulations.
