미국의 의료체계는 세계 최고 수준인 것으로 널리 알려져있습니다. 그러나 이같은 의료혜택을 받을 만한 경제적 여력이 없는 미국인들도 많이 있습니다.
미 인구조사국 (Census Bureau)에 따르면 미국에서 진료를 받거나 생명을 구할 수 있는 약을 구입할만한 돈이 없거나 보험에 가입하지 않은 사람들은 약 4천6백만명에 달합니다.
앞으로 캘리포니아주는 전주민들을 위한 의료보험 혜택을 제공하는 미국의 몇 안되는 주들에 속할 수도 있습니다. 이에 관한 좀 더 자세한 소식입니다.
미국 캘리포니아주 주정부 보건관리들은 전주민 가운데 5분의 일은 제대로된 의료혜택을 받지 못하고 있다고 말합니다. 이는 치솟는 건광관련 비용과 의료보험 비용 때문입니다.
아놀드 슈워제네거 캘리포니아 주지사는 캘리포니아는 이미 잘 알려졌듯이 전세계 최고 수준의 의료체계와 의학기술을 갖추고 있다고 말했습니다. 하지만 문제는 이같은 혜택의 보급이라고 그는 덧붙였습니다.
의료보험에 가입할 돈이 없는 캘리포니아 주민들 중 대다수는 직장에 다니고 있습니다. 다른 주들에서도 마찬가지입니다. 미 연방정부 연구원들이 최근 실시한 조사 결과 의료보험에 가입할 여유가 없는 미국인들이 중산층을 포함해서 점점 늘어나고 있는 것으로 나타났습니다.
클리프 웨일렌 (Cliff Whalen)씨는 이중 한명입니다. 9살난 아들과 7살난 딸을 혼자 키우는 독신모인 웨일렌씨의 연봉은 약 2만 5천 달러입니다.
웨일렌씨는 무상 의료보험을 바라지도 않는다면서 다만 보험 불입금액수가 부담가능한 수준이었으면 좋겠다고 말합니다. 웨일렌씨는 미국에서 전주민에게 의료보험 혜택을 제공하는 몇 안되는 주들 가운데 하나인 매사추세츠주에 거주합니다.
웨일렌씨는 곧 할인된 가격에 의료보험에 가입할 수 있게됩니다. 캘리포니아주의 의료보험 제도 개선안도 매사추세츠주의 계획과 비슷한 형태입니다. 슈워제네거 주지사가 추진하는 개혁안은 다른 주들에서 나타나는 추세를 반영하는 것입니다.
미국 워싱턴 디씨에 소재한 ‘건강 증진센터(Center for Health Transformation)’의 짐 프로게 (Jim Frogue)씨는 미국의 50 주 주정부모두 현재 의료제도 개혁을 위해 힘겨운 싸움을 계속하는 것으로 보인다고 말합니다.
슈워제네거 주지사는 필요한 재원을 개인과, 사업체, 보험회사, 주정부, 그리고 의료서비스 공급자들에게 분담시키겠다는 계획입니다. 이에 따라 불법 이민자를 포함한 캘리포니아의 전주민들이 의료혜택을 받게됩니다. 그러나 소기업 소유주들을 포함해서 일부에서는 이 개선안을 비난하고 나섰습니다.
한 사업가는 의료보험 개선안으로 인한 세금 인상은 사업에 큰 타격을 입힐 것이라며 문을 닫아야 할지도 모른다고 우려합니다. 슈워제네거 주지사는 그러나 비용을 분담하게 되면 비용이 실제로 그만큼 줄어들게 되는 것이라고 말했습니다.
슈워제네거 주지사는 모두가 다 분담을해야 하지만 결국엔 누구나 보다 나은 혜택을 누리게 된다고 강조했습니다.
미국 버지니아 대학교 의과대학의 아더 가르슨 (Arthur Garson) 학장은 미 의회의에 제출된 의료제도 개혁관련 법안을 작성하는데 참여했습니다.
가르슨 학장은 이 법안에 따라 주정부들은 소규모 업주들을 통해 주민들에게 보조금을 지원하고 보험료를 일부 분담하고 65세 이상의 미국 노인들을 위한 의료보험제도 메디케이드와 같은 공공제도가 개선될 것이라고 말합니다.
가르슨 학장은 4천6백만명에서 4천 7백만명에 달하는 국민을 무보험 상태에 있게 내버려둔 나라는 미국밖에 없다고 덧붙입니다.
슈워제네거 주지사의 계획이 시행되려면 캘리포니아주 주 의회의 승인을 받아야 합니다. 가르슨 학장은 앞으로 더 많은 주정부들이 의료보험 개선안을 수립해서 앞으로 몇 년 안에 최고 수준의 의료제도들이 나올 것이라고 전망합니다. 또한, 이들 제도는 연방 의료제도의 표본이 될 수도 있다고 그는 덧붙입니다.

The United States is widely acknowledged to have one of the best medical care systems in the world. But many Americans cannot afford it.
The U.S. Census Bureau says that some 46 million people do not have either the money, or the health insurance to pay for a doctor or life-saving drugs. Now California may become one of a few states to offer universal health care. VOA's Carol Pearson has more.California health officials say one fifth of the state's residents have no access to adequate health care. This is due to skyrocketing medical costs and the high cost of health insurance.
Governor Arnold Schwarzenegger summed up the problem this way.
"California has, as we all know, the best care with the best medical technology in the entire world. But the problem is the delivery."
Many people who cannot afford health care in California have jobs. The same is true in other states.
The federal government's own researchers recently conducted a study showing more and more Americans --- including those in the middle class -- are unable to afford health care coverage.
Take Cliff Whalen, a single father with a nine year old son and a seven year old daughter.
He makes about 25-thousand dollars a year.
"I'm not asking for health insurance for free, I'm asking for something I can afford."
Whalen lives in Massachusetts, one of the few states implementing universal health care coverage. He soon will be able to buy health insurance at a reduced rate. California's plan is similar to the one in Massachusetts. What Governor Schwarzenegger is trying to do reflects a trend among the states. "I'd say just about all 50 of them are wrestling with serious health care reform."
The California governor's plan would spread the cost among individuals, businesses, insurers, government and health care providers.
Everyone in California, including illegal immigrants, would get medical care.
The plan has its critics, including some small business owners.
"Something like this job tax would really, really hurt my business. In fact, I would literally, I would probably close my doors."
But Schwarzenegger says spreading around the costs would actually lower them.
"Everyone is left with a better deal here. That is the way it is. Even though everyone has to chip in, everyone is left with a better deal."
Dr. Arthur Garson, Dean of the University of Virginia Medical School, has helped write a bill now in the U.S. Congress to reform health care.

"What this bill would do would be to allow states to subsidize people through small business, and pay some of the premiums, and to improve public systems such as medicaid."
"There is no other country that has allowed 46 or 47 million people to be uninsured."
The California legislature still has to approve Governor Schwarzenegger's plan before it can take effect.
And Dr. Garson says he expects more states to come up with plans of their own. Over the next several years, he says, the best systems will surface. And those systems may become the model for a federal health care plan.
