President Bush is expected to announce Wednesday that he will send thousands more troops to Iraq as part of a new strategy to win the war. He is expected to unveil plans for the troop deployment in an an address to the nation Wednesday evening (2 hours UTC Thursday). Mr. Bush meets earlier Wednesday with U.S. Congressional leaders to brief them on the strategy but some Democratic lawmakers have already expressed opposition to any major escalation of the war. VOA's Bill Rodgers reports.


NARRATOR:
President Bush is putting the finishing touches on his new strategy to win the Iraq war.

(NAT POP) Sending more U.S. troops to Iraq appears to be the centerpiece of the plan. Mr. Bush reportedly is planning to add as many as 20-thousand American soldiers to help quell the violence in Iraq, especially in Baghdad.

The troop surge is aimed at helping the government of Iraqi Prime Minister Nouri al-Maliki stabilize the country politically and economically.

But many Congressional Democrats, such as Senator Barack Obama, oppose any troop escalation.

DEMOCRATIC PARTY SENATOR BARACK OBAMA:
"My wish is that the president would actually listen to his generals, listen to the experts, and make a determination that this is not the right step to take."

NARRATOR:
Democratic Senator Edward Kennedy is even introducing legislation to deny President Bush the funds to deploy more troops. Speaking at the National Press Club, Kennedy compared the situation in Iraq now with the Vietnam war.

DEMOCRATIC PARTY SENATOR EDWARD KENNEDY:
"Iraq is George Bush's Vietnam. As with Vietnam, the only rational solution to the crisis is political not military. Injecting more troops into a civil war is not the answer."

NARRATOR:
At the White House, spokesman Tony Snow refused to give details about the president's speech, but said (Tuesday) Democrats will have to decide, as he put it, whether they want the war in Iraq to succeed.

WHITE HOUSE SPOKESMAN TONY SNOW:
"Democrats are going to have to make a choice here and they are going to have to decide where they stand on two issues: number one, do you want Iraq to succeed and if so, what does that mean. And number two, do you believe in supporting the troops as you say and how do you express that support."

NARRATOR:
Aside from increasing troops, President Bush reportedly will outline a series of benchmarks that Prime Minister Maliki's government will be expected to meet to reduce sectarian violence.
