인도네시아 아체주 아직도 수나미 상처회복에 힘겨운 싸움 (Eng)


인도네시아의 아체(Aceh) 주는 아직도 2004년의 수나미 피해로 부터 회복하기 위해 분투 중 입니다. 2004년 26일 거대한 인도양 수나미가 23만 명의 목숨을 앗아갔습니다. 수나미가 강타했던 아체주의 주도 반다 아체에서 미국의 소리방송 기자가 수나미 이후 2년이 지난 현재 수해 복구현황에 관한 소식을 보내왔습니다.

강도 9.0의 강진으로 인한 수나미가 인도네시아의 아체 주를 강타한 지 2년이 지났습니다. 이 거대한 해일로 아체 주에 거주하는 거의 17만명이 사망했고 800킬로미터 이상의 해안과 이 지역 기반 시설이 대부분 파괴됐습니다.

그 때 이후 아체 주민들은 전례없이 많은 국제사회의 도움으로 가옥들을 다시짓고 새 삶을 시작하기 위해 분투하고 있습니다.

하지만 수해가 발생하고 2년이 지난 현재 생존자들을 위해 필요한 약 12만 8천 채의 가옥 가운데 아직 절반도 다 지어지지 않은 상태입니다.

그리고 2005년 말에 건축된 5만에서 6만 채의 가옥에 살 수 있게된 운 좋은 사람들 중 많은 이들은 가옥들이 기준 미달의 재료들을 사용해 지어져 질이 낮다고 말합니다.

유엔의 아체주복구 담당관인 에릭 모리스씨는 아체 주의 재건 노력에 지금까지 큰 실수가 있었다고 인정합니다.

모리스씨는 이 시점에서 자신들이 가옥의 수를 늘리고 대량 확보를 추진하고 있는 가운데 품질의 문제와 공평성의 문제에 좀 더 주의를 기울였어야 했지만 그러지 못했다고 말했습니다.

그리고 가옥의 재건 사업이 너무 느리게 진전됐기 때문에 이곳의 많은 사람들은 심지어 기본적인 위생시설 조차 갖춰져있지 않은 임시숙소나 텐트에서 살고 있습니다.

41세의 어부인 이스칸다르 씨는 수나미가 현재 폐허가 된 서해안에 위치한 람푸크 마을을 강타했을 때 아내와 3명의 자녀들 가운데 두 명을 잃었습니다. 현재 이스칸다르 씨는 집을 잃었고 그 때문에 남겨진 한 명의 자녀를 친척집에 맡겨야 했습니다. 이스칸다르 씨는 밤에는 해변에 있는 자신의 보트에서 잠을 자고 낮에는 낚시를 해서 연명하고 있습니다.

이스칸다르 씨는 자신은 국제 원조 기구들에 큰 기대를 하지 않는다고 말하고 이들은 권력과 돈 만을 추구하고 아체 주민들의 복지에는 진정한 관심이 없다고 말합니다.

모리스 씨는 가옥들이 기준에 부합해 지어질 수 있도록 더 많은 노력을 기울여야 할 것이라고 말했습니다.

모리스 씨는 재건 노력의 중심이 품질 관리와 품질 확신으로 이동돼야 한다고 말합니다.

그리고 현재 상황으로는 이스칸다르 씨와 같이 집을 잃은 사람들이 제대로 지어진 집에서 살게 될 날은 요원한 것 같습니다.

Indonesia's devastated Aceh province is still struggling to rebuild two years after the December 26, 2004 Indian Ocean tsunami swept across two continents killing some 230,000 people. VOA's Nancy-Amelia Collins recently visited the provincial capital Banda Aceh, in the area worst hit by the disaster, and has this report.

It has been two years since a 9.0 magnitude earthquake triggered a tsunami that battered Indonesia's Aceh province. The giant wave killed nearly 170,000 people here and destroyed over 800 kilometers of coastline and most of the region's infrastructure.

Since then, the Achenese have been struggling to rebuild their homes and their lives with the help of an unprecedented outpouring of aid from the international community, totaling nearly $6 billion.

But two years after the disaster, not even half of the estimated 128,000 homes needed to house the survivors have been built.

And many of those fortunate enough to live in the 50,000 to 60,000 homes constructed since late 2005 say the housing is of poor quality and built with substandard materials.

Eric Morris, the United Nations recovery coordinator for Aceh, acknowledges big mistakes have been made in the province's reconstruction effort.

"My own sense at this time is that in the push to get the numbers and to get a significant volume going perhaps we've been less attentive than we should have been to issues of quality,… and perhaps we need to be more attentive to issues of equity," he said.

And because the rebuilding of homes has been so slow, many people here still live in temporary barracks or tents that lack even basic sanitation.

Iskandar, a 41-year-old fisherman, lost his wife and two of his three children when the tsunami hit Lampuuk, located on Aceh's now devastated west coast.

He is homeless, and that fact has forced him to place his only remaining child with relatives. Iskandar sleeps on his boat at the seashore by night, and fishes for his livelihood by day.

He says he does not expect much from the international aid organizations, which he thinks are only after power and money and not truly concerned with the welfare of the Acehnese people.

The U.N.'s Morris says better efforts must be made to ensure the housing meets acceptable standards.

"I think the focus must shift to quality assurance, quality control," he said.

And for people like the homeless Iskandar, a properly built home cannot come soon enough.
