중국의 국회격인 전국인민대표대회(전인대) 상무위원회가 사유재산보호 법안과 외자 기업의 소득세를 국내기업과 같게 하는 내용의 법안 심의에 착수했습니다.
사유재산법안은 통과될 경우 중국에서 개인의 사유 재산을 구체적으로 보호하는 내용을 담은 최초의 법이 될 전망입니다. 사유재산법안은 5년전 처음 작성됐으나 중국의 사회주의 체제를 무시했다는 좌익 세력의 우려때문에 그동안 여러 차례 수정 작업을 거쳤습니다.
관영 신화통신은 24일 사유재산과 국유 재산 사이에 논란을 가열시킬 7번째 수정안이 이날 전인대 상무위원회에 제출됐다고 보도했습니다.
신화통신은 이 법안이 내년 3월에 열릴 제 10기 전인대 5차 전체회의에서 통과되길 지지자들은 희망하고 있다고 덧붙였습니다.
한편 기업소득세 균등 법안은 국내기업과 외자 기업에 대해 똑같게 25 퍼센트의 세금을 부과하는 내용을 골자로 하고 있습니다.
중국 정부는 그동안 외자 기업 유치를 위해 관련 기업에 대해 세금 감면 혜택을 제공해 왔으나 국내 기업에 대한 역차별이란 지적을 받아왔습니다.

Chinese lawmakers have begun debating proposed laws to protect private property and to set equal tax rates for domestic and foreign companies.
The bills were presented today (Sunday) to members of the National People's Congress Standing Committee.
The draft property law would be the first to specifically protect private ownership in China. The law was drafted five years ago, but has been amended several times because of concerns by leftists that it would undermine China's socialist system.
The official Xinhua news agency says the seventh draft submitted today strikes a balance between private property and state ownership. Xinhua says supporters of the bill hope it will pass when parliament holds its next full session in March.
The draft tax law would impose a 25 percent tax rate for all companies in China, eliminating lower tax rates for overseas-funded firms.
