부시 대통령은 18일 미국과 인도간 핵공조협상안에 서명할 예정입니다. 부시 대통령이 이 법안에 서명하면 인도에 민간용 핵연료와 기술 수출이 법적으로 허용되게 됩니다.
미국은 이전까지 핵무기 확산을 방지하려는 노력의 일환으로 그러한 수출을 금지했었습니다. 미 의회는 이 법안을 이 달 초에 승인한 바 있습니다.
한편 미국과 인도는 핵연료와 기술 수출을 시작하기 이전에 핵수출국 의회인 원자력공급국그룹( Nuclear Suppliers Group)과 유엔의 핵 감시기구인 국제원자력 기구(IAEA) 등을 포함해 여러 국제 단체들로 부터 승인을 얻어야 합니다.
미국의 수출에 대한 대가로 인도는 14개 민간 핵시설을 국제사찰단에 공개할 것을 동의했습니다. 또한 인도가 핵무기 실험을 실시하면 수출은 중단되게 됩니다.

President Bush will sign a nuclear cooperation deal with India into law today (Monday).
The president's signature will change U.S. law to allow shipments of nuclear fuel and technology for civilian use in India. Previously, Washington banned such exports as part of efforts to prevent the spread of nuclear weapons.
Congress approved the measure earlier this month.
Before nuclear exports can begin, Washington and New Delhi must obtain approval from several global bodies, including an assembly of nuclear exporting nations (the Nuclear Suppliers Group) and the U.N.'s nuclear watchdog agency (the International Atomic Energy Agency).
In return for U.S. shipments, India agreed to allow inspections of its 14 civilian nuclear plants. Shipments will be halted if India tests another nuclear device.
