6자회담을 위해 17일 중국 베이징에 도착한 크리스토퍼 힐 미국 국무부 동아시아 태평양 담당 차관보는 자신을 비롯해 남북한과 일본,러시아,중국의 6자회담 대표들이 어려운 협상을 앞두고 있다고 말했습니다.

지난 2003년에 시작된 북핵 6자회담은 중단과 재개가 반복되고 있습니다. 미국이 미국 화폐 위조와 돈 세탁 혐의와 관련해 북한에 부과한 금융제재에 반발해 지난 해 11월 이후 6자회담 복귀를 거부했던 북한은 지난 10월 핵 실험을 실시한 직후 회담에 복귀하기로 동의했습니다.

그러나, 북한은 이제는 북한이 핵 보유국으로 간주돼야 한다고 주장하면서, 미국이 북한에 대한 적대적인 태도를 바꾸기 전에는 핵 무기를 포기하지 않을 것이라고 말하고 있습니다.

힐 차관보는 지금은 북한이 미국과 다른 나라들의 경제 지원과 안전 보장을 받는 대신 핵 무기를 포기할 것이라고 약속했던 2005년 9.19 합의를 이행하기 시작해야 할 때라고 말했습니다. 힐 차관보는 이제 북핵 협상은 갈림길에 도달했다고 말했습니다.

힐 차관보는 이제 북핵 문제를 외교적으로 해결하든지 아니면 제재를 포함한 보다 어려운 길을 선택해야 하는 외교와 제재의 갈림길에 와 있다면서, 분명 제재는 북한 경제에 매우 해로울 것이라고 덧붙였습니다.

미국은 북한이 핵 실험을 실시한 직후 무역 제재를 부과했지만, 그같은 제재가 북한에 얼마나 영향을 미칠 수 있는지는 불확실한 상황입니다. 중국과 한국은 북한에 대한 제재를 꺼리고 있습니다. 북한은 협상의 조건으로 미국이 금융제재를 해제해야 한다고 요구하고 있습니다.

힐 차관보는 미국 대표단은 별도의 실무그룹을 통해 금융제재 문제를 논의할 준비가 돼 있다면서, 그러나 정말 중요한 문제는 북한이 비핵화를 향한 구체적인 조치들을 취하도록 만드는 것이라고 강조했습니다.

힐 차관보는 이보다 앞서 베이징 입국 직후 공항에서 기자들을 만난 자리에서, 북한이 비핵화에 진지해 진다면 여러 좋은 일들이 있을 것이지만, 그렇지 않다면 아무 것도 제대로 되지 않을 것이라고 말했습니다.

힐 차관보는 북한도 비핵화가 이뤄질 때까지 유엔 안보리 결의가 계속 유효하다는 것을 잘 알 것이라며, 제재에서 벗어나려면 무엇을 해야 할 지를 알고 있을 것이라고 덧붙였습니다. 또한 힐 차관보는 미국은 이번 회담에서 실질적인 무엇인가를 이루려고 한다면서, 그러나 그것은 북한에 달려 있다고 지적했습니다.

The U.S. negotiator at the six-party talks aimed at persuading North Korea to give up nuclear weapons says the reclusive communist country has the choice of engaging in diplomacy or suffering the consequences of sanctions. From Beijing, where the formal talks get under way on Monday after a 13-month hiatus, Roger Wilkison reports Christopher Hill says the negotiations have reached a crucial stage.

Assistant Secretary of State Christopher Hill told reporters in the Chinese capital that he and his fellow negotiators from North and South Korea, Japan, Russia and China have difficult days ahead. Hill arrived in Beijing Sunday for the talks.

The talks on North Korea's nuclear program have gone on intermittently since 2003. Pyongyang has boycotted them since November of last year, in anger at U.S. financial sanctions imposed on the Stalinist state for allegedly counterfeiting U.S. currency and money laundering.

Shortly after it detonated a nuclear device in October, North Korea agreed to return to the talks. It says, however, that it must now be considered a nuclear power and will not give up its weapons until the United States changes what Pyongyang calls Washington's hostile attitude toward it.

Hill says it is time for North Korea to begin implementing its September 2005 agreement to scrap its nuclear weapons in exchange for aid and security guarantees from the United States and other countries. Sounding impatient with Pyongyang's bargaining tactics, Hill says negotiations have now reached what he called a fork in the road.

"We can either go forward on a diplomatic track, or we have to go to a much more difficult track, and that is a track that involves sanctions and, I think, ultimately will really be very harmful to the D.P.R.K. economy."

The D.P.R.K., or Democratic People's Republic of Korea, is North Korea's formal name. The United Nations imposed trade sanctions on North Korea after its nuclear test, but it is unclear how much effect they have had on the impoverished country.

China and South Korea have been reluctant to penalize their neighbor. North Korea has demanded that the United States lift its financial sanctions as a condition of the negotiations.

Hill says his delegation is prepared to discuss that issue in a separate working group but that the real issue at stake is getting North Korea to take concrete steps toward denuclearization.
