북한인권 특별보고관, 북한에 피랍일본인 자료 제시요구 (Eng)


일본을 방문중인 비팃 문타폰 유엔 북한인권 특별보고관은 일본인 납북자들의 생사 여부와 관련해 구체적이고 완전한 정보를 제공할 것을 북한 정부에 촉구했습니다.

문타폰 보고관의 이같은 발언은 북한에 납치된 일본인들의 수가 지금까지 공식적으로 알려진 17명보다 훨씬 많을 수 있다는 일본 정부 관리의 발언에 이어 나온 것입니다. 도쿄에서 VOA 특파원이 보내온 자세한 소식입니다.

비팃 문타폰 유엔 북한인권 특별보고관은 13일 냉전시절 북한 공작원에 의해 납치된 일본인들에게 어떤 일이 발생했는지 북한 정부가 밝힐 때가 됐다고 말했습니다.

문타폰 보고관은 이날 도쿄에서 일부 일본인 납북자 가족을 면담한 뒤, 납북자 문제는 이미 정부 관리들과 국제기구들에 의해 충분히 제기됐다며 이제 북한이 이에 응답할 차례라고 말했습니다.

문타폰 보고관은 납북자 가족들은 매우 구체적인 결과를 원하고 있다면서 그동안 국제사회가 많은 결의와 회의를 통해 이 문제를 제기했지만 가족들은 이에 대한 결과를 얻길 원한다고 말했습니다.

북한의 김정일 국방위원장은 지난 2002년 북한 공작원들이 1970년대와 80년대에 일본인 13명을 납치했다고 시인했었습니다. 일본인 납북자들은 북한 내 공작원 양성소에서 일본어와 일본 문화 등을 가르치는데 이용됐습니다.

김정일 위원장은 납북 사실을 시인한 후 5명의 일본인들을 본국으로 돌아가도록 허가했으며 이후 북한 당국은 나머지 8명이 사망했다고 밝혔습니다.

일본 정부는 그러나 지금까지 확인된 일본인 납북자 수가 17명이라고 밝혀왔으며, 납북자 관련 단체들은 그 보다 훨씬 많은 수의 일본인들이 북한에 납치됐다고 주장해 왔습니다.

이런 가운데 일본 정부의 사이가 후미코 인권대사가 13일 일본인 납북 피해자가 17명 이외에 아마도 30명이 더 있을 것이라고 말해 눈길을 끌고 있습니다.

사이가 대사는 13일 도쿄에서 열린 납북자 관련 국제회의 기조연설에서 이같이 말하고 특정 실종자들에 대한 추가 조사를 적극 지지한다고 말했습니다. 일본 정부 당국자가 북한에 납치된 피해자 수가 더 많을 가능성을 언급한 것은 이번이 처음입니다.

도쿄에서는 현재 일본 정부의 후원 아래 일본인 납북자 문제 등 전반적인 북한의 인권 문제를 제기하는 ‘북한인권 특별 주간’행사가 열리고 있습니다. 이번 행사에는 문타폰 유엔 북한인권 특별보고관과 미국의 수전 숄티 디펜스 포럼 회장, 그리고 1965년 주한미군 신분으로 월북한 뒤 북한에서 40여년을 살다 일본인 부인 소가 히토미 씨와 일본에 정착한 찰스 젠킨스 씨 등이 참여하고 있습니다.

이번 행사는 18일부터 베이징에서 재개되는 북 핵 관련 6자회담을 며칠 앞두고 열리고 있으며, 일본 정부는 6자회담에서 일본인 납북자 문제가 제기돼야 한다고 주장하고 있습니다.

그러나 6자회담 일부 참가국들은 일본 정부가 회담 의제와는 직접적 관련이 없는 사안들을 제기하고 있다며 비판하고 있으며 북한은 납북 일본인 문제와 관련해 이미 할 말을 다 했다고 말하고 있습니다.

문타폰 북한인권 특별보고관은 그러나 13일 연설에서 6자회담 참가국들이 협상에서 납북자와 북한 인권 문제를 포괄적으로 제기할 수 있는 방법을 모색하길 희망한다고 말했습니다.

문타폰 보고관은 6자회담의 주요 의제는 핵 문제지만 북한 인권에 관한 우려도 완전히 무시될 수 없다고 지적하고 협상에서 인권을 함께 다룰 여지가 있을 것으로 본다고 말했습니다.

문타폰 보고관은 또 중국을 직접적으로 언급하지 않은 채 북한과 국경을 접한 나라가 탈북 난민을 북한으로 강제송환하고 있다고 비난했습니다. 문타폰 보고관은 북한 정부에 강력한 영향력을 갖고 있는 나라들이 강제송환된 탈북자들을 처벌하지 말도록 압력을 행사해야 한다고 덧붙였습니다.

유엔이 지난 2004년 임명한 비팃 문타폰 북한인권 특별보고관은 현재 북한인권과 관련해 두 번째 보고서를 유엔인권이사회에 제출할 준비를 하고 있으며 북한 내 인권 실태 조사를 위해 북한 방문을 여러번 요청했으나 북한 정부는 이를 거절했습니다.

한편 북한의 ‘노동신문’은 13일 최근 미국의 잇따른 대북 인권 문제 지적에 대해 “우리에게는 미국의 인권공세가 절대로 통하지 않을 것”이라며 강력히 반발했습니다.

미국 국무부의 제이 레프코위츠 북한인권 특사는 최근 유엔주재 미국대표부 주최로 유엔본부 회의실에서 열린 북한인권 관련 토론회에서 북한 정부의 인권탄압 실태를 강력히 규탄하며 국제사회가 북한 인권 개선을 위해 더욱 목소리를 높여야 한다고 말했습니다.

북한 ‘노동신문’은 그러나 “우리 인민 자신이 선택하고 지켜나가는 인민대중 중심의 사회주의제도를 감히 변경시키려 하는 것 자체가 선택의 자유와 공민의 정치적 권리에 대한 난폭한 유린”이라며 미국은 “인권 문제에서의 정치화와 이중기준 정책을 걷어치워야 한다”고 주장했습니다.

북한 외무성은 앞서 유엔총회에서 통과된 대북인권결의안과 관련해서도 “미국과 유럽연합 등 적대세력이 조작해 낸 정치적 모략의 산물”이라며 이를 “단호히 배력한다”고 말한 바 있습니다.

The United Nations' specialist on North Korean human rights is calling for Pyongyang to provide full details about the fate of Japanese abducted by North Korean agents. The appeal came as a Japanese official indicated that the number of abductees is far higher than the 17 officially recognized so far. VOA's Steve Herman reports from Tokyo.

Vitit Muntarbhorn, the United Nations special rapporteur on human rights in North Korea, says the time has come for Pyongyang to tell what really happened to Japanese it kidnapped during the Cold War.

Vitit, who met earlier in Tokyo Wednesday with relatives of some of the abductees, says the issue has been discussed enough by officials and international groups, and North Korea should now respond.

VITIT: "If we listen to the families of the abductees, what they want very logically is results. We have many declarations, we have many conferences, but they want results."

North Korean leader Kim Jong Il admitted in 2002 that his agents had abducted 13 Japanese during the 1970's and '80s. The abductees were used to teach North Korean agents about Japanese language and culture.

Mr. Kim allowed five Japanese to return home, but said the other eight had died. Japan has so far identified 17 people as abductees, but activists maintain that the number is far higher - and the Japanese government might now be ready to agree.

Japan's ambassador for human rights, Fumiko Saiga, on Tuesday said there were probably an additional 30 abductees. Saiga's remark, during a keynote speech to a conference on the abductions, was the first reference by a government official to a higher number.

The U.N.'s Vitit spoke to the same conference on Wednesday. The conference is taking place less than a week before six-party talks on North Korea's nuclear weapons programs are to resume in Beijing, and Japan has insisted that the abductee issue be raised during those talks.

Tokyo has been criticized for raising what some consider an unrelated matter, and North Korea says it has told all there is to tell. Vitit, however, says he hopes the negotiators do find a way to raise the issue of the abductions, and human rights in North Korea in general.

VITIT: "Primarily, the six-party talks are about nuclear issues, but it does not have to neglect totally the human rights concerns. There may be space for incorporating elements of human rights in the discourses.

Vitit also criticized countries sharing a border with North Korea who push refugees back into North Korea - a clear reference to China, where hundreds of thousands of North Koreans have fled in recent years.

He also said states that have strong influence in Pyongyang - another reference to China - need to put more pressure on North Korea not to persecute asylum-seekers who are returned home. Pyongyang regards such people as criminals, and they are reported to suffer persecution and imprisonment when returned.

Vitit's mandate on North Korea was established two years ago by the U.N. Human Rights Commission. He is currently preparing his second report to the U.N. Human Rights Council, but North Korea has refused his repeated requests to visit the communist state.
