미국 이라크정책검토위원회 보고서의 핵심골자는 이라크 안정화를 위해 이웃국가들의 개입을 모색해야 한다는 것입니다. 그러나 이라크 주변국가들의 도움을 모색한다는 것은 미국에게는 외교적으로 상당히 비싼 댓가를 요구한다는 것이 일부 전문가들의 지적입니다.

이라크정책 검토위원회 권고안의 핵심은 이라크 이웃 국가들의 지원을 모색함으로써 이라크 안정화노력을 지역화 해야 한다는 것입니다. 이 위원회는 미국은 이란과 씨리아와 직접 대화해야 한다고 구체적으로 촉구하고 있습니다.

그러나 이같은 노력은 외교적으로 상당한 댓가를 요구한다고 일부 전문가들은 지적합니다. 콜린 파월 전 국무장관의 비서실장이었던 래리 윌커슨<Larry Wilkerson>씨는 이라크에 관한 도움을 모색하기 위해 미국이 이란과 씨리아 관리들과 자리를 함께한다 해도, 이들 나라의 협력에는 상당한 댓가가 따를 것이고 어쩌면 그 댓가는 미국이 감당하기에는 너무도 엄청난 것일 수도 있다고 지적합니다.

그런 권고안은 다른 건의사항들과 마찬가지로 이미 얼마전부터 나왔던 것이라고 윌커슨씨는 지적하고 실제로 그런 구상은 오래전, 훨씬 적은 댓가를 요구했던 시기에 행동에 옮겨 졌어야 했다고 말합니다. 예를들어 미국의 전략적 지렛대라는 측면에서, 어쩌면 미국 스스로 자초한 것일수도 있다면서, 윌커슨씨는 이란과 또 이란과의 관계때문에 씨리아또한 입지가 높아지게된 상황에서 이들 나라들과의 협상은 전보다 훨씬 더 값비싼 댓가를 요구하게 되었다고 윌커슨씨는 지적하고 이때문에 어떤 미국 대통령이라도 그런 건의를 받아드리지는 못할 것이라고 말합니다.

부시행정부는 이란과 씨리아와는 절대로 대화하기 않겠다고 선언했습니다. 7일 토니 블레어 영국총리와의 기자회견중에 부시대통령은 이란과 씨리아행동에 중대한 변화가 있지 않는한 그들나라들과의 대화는 결코 고려하지 않을 것이라고 천명했습니다.

이라크에 관해 협상에 임하게 될경우, 이란과 씨리아는 테러분자들을 재정지원하지 않고 또 이라크의 신생 민주체제를 지원하고 이라크의 경제를 도와야 할 책임을 충분히 인식해야 할 필요가 있다고 부시대통령은 강조했습니다. 씨리아와 이란이 그런 결의와 인식을 굳히지 않는다면 굳이 협상장에 모습을 들어낼 필요가 없을 것이라고 부시대통령은 말했습니다.

부시대통령은또 이란에 대해 미국과의 직접대화에 응하기 위해서는 자체 우라눔 농축활동의 중단이 그 설결조건이어야 한다는 기존입장을 되풀이 천명했씁니다. 미국과 동맹국들은 이란이 핵무기를 개발할 의지로 있다고 지적합니다. 이란은 그런주장을 거부하고 다만 평화적인 핵에너지만을 원한다고 말하고 있습니다.

지난 2003년 이란은 자체 핵계획을 포함해 어떤 현안에 관해서건 대화하겠다고 비밀리에 미국과의 접촉을 꾀했습니다. 그러나 부시행정부는 그같은 제의를 거부했습니다. 당시 이라크에서 신속한 군사적 승리를 거두고 있던 부시행정부는 자신감에 넘쳐있었고 따라서 정치적으로나 외교적으로 훨씬 적은 댓가를 요했던 소중한 기회를 상실했다고 윌커슨씨는 풀이합니다.

당시 미국은 대략 14만명에서 15만명의 군병력으로 이라크에 진주해 수도 바그다드까지 승승장구 진격해 두달만에 이라크정부를 축출했고 이라크군을 분쇄했다는 것입니다. 그런상황을 지켜보면서 시리아수도 다마스커스와 이란수도 테헤란에서 현지의 위정자들은 다음차례는 자신들이 되지 않을까 전전 긍긍했다고 윌커슨씨는 지적합니다. 그런상황은 미국지렛대의 절정이었다는 것입니다. 그러나 그런 싯점에서 이란과 씨리아인들로 부터의 협상제의를 거부한다는 것은 어리석은 일이었지만 미국은 우를 범했다고 윌커슨씨는 말합니다.

이제 테헤란에는 전보다 훨씬 더 강경한 성향의 정부가 집권해 있습니다. 일부 분석가들은 이라크사태에 대한 지원을 댓가로 이란은 자체 핵현안에 관한 모종의 양보조치를 모색할것이라고 말합니다.

하지만 미국의 전 카터행정부시절 국가안보위원회에서 일했던 이란문제 전문가, 게리 씩크씨는 이란은 협상에 응할 자세로 있지 않을 수도 있다고 지적합니다. 이란이 원하는 것은 이웃국가, 이라크에서 미군병력이 철수하는 것뿐이라고 씩크씨는 풀이합니다.

미군의 이라크철수는 곧 이란의 목표이고 따라서 미군병력이 떠나기전에는 이란이 이라크사태의 안정을 위해 미국과 협력해야할 아무런 이유가 없다고 씩크씨는 지적합니다. 이때문에 이란은 아무런 움직임을 취하지 않고도 승리할수 있는 위치에 있다고 자신하고 있다는 것입니다. 그런데 한가지 우려할만한 사실은, 미군철수에 뒤이어 이라크에 어떤 상황이 전개될것인지 또 이라크가 전면적인 내전에 휘말리거나 완전한 혼란에 빠져들경우에는 또 어떻게 될것인지 이란은 전혀 대책이 없는듯 보이는 것이라고 씩크씨는 말합니다.

씨리아의 경우, 이라크의 안정화를 위해 미국에 협력할경우 자체 댓가를 요구할수도 있습니다. 죠지 워싱턴 대학교의 중동문제 연구책임자이자 씨리아 정치문제 전문가인 <무라프 쥬자티>씨는 그 댓가는 곧 이스라엘로 부터 골란고원을 되돌려받는 것이라고 지적합니다.

씨리아는 절대로 미국을 위해 이라크사태에 대한 지원요청에 응하지 않을 것이고 자체 댓가를 요구할것이라고 쥬자티씨는 지적합니다. 미국이 절대로 받아드릴수 없는 요구조건이지만 씨리아는 레바논에 복귀하기를 원할것이라면서 한가지 합리적인 씨리아의 요구가 있다면 그것은 골란고원의 영토소유권을 반환받기 위해 이스라엘과 평화회담을 재개하는 것이라고 쥬자티씨는 전망합니다.

그러나 이또한 적어도 현시점에서 이스라엘이 수용하기에는 지나치게 비싼 댓가일런지 모릅니다. 이스라엘의 에후드 올머르트총리는 최근 신문편집인들에게 이스라엘은 시리아와 대화를 시작할 의향이 없다고 잘라말하고 아랍과 이스라엘분쟁을 이라크안정화노력과 결부시킨 미국 이라크정책 검토위원회의 촉구를 거부했습니다.

INTRO: Central to the recommendations of the Iraq Study Group report is its call to get Iraq's neighbors involved in helping stabilize the country. But, as VOA correspondent Gary Thomas reports, getting their help is expected to have a high diplomatic cost.

TEXT: At the core of the Iraq Study Group's recommendations is the call to "regionalize" efforts to bring stability to Iraq by enlisting the help of neighboring countries. The Group specifically says the United States should talk directly to Iran and Syria.

But at what political or diplomatic cost? Larry Wilkerson, who was chief of staff to former Secretary of State Colin Powell, says that even if the United States is willing to sit down with officials of Iran and Syria to seek their help on Iraq, the price for their cooperation is likely to be high - perhaps too high for the United States to pay.

"This is a recommendation that has been around for some time, along with some of the others, and should have been implemented a long time ago when the price was much lower. With the strategic leverage, for example, that we have now afforded Iran -- and Syria, too, by its affiliation with Iran which, incidentally, we compelled -- the price to pay for any negotiation is so much higher now that I'm not sure that any American president would be willing to pay it."

The Bush Administration has adamantly refused to talk to Iran and Syria. At a joint press conference with British Prime Minister Tony Blair Thursday, President Bush said he would not even consider talking with either country unless there is significant change in Iranian and Syrian behavior.

"If people come to the table to discuss Iraq, they need to come understanding their responsibilities to not fund terrorists, to help this young democracy (in Iraq) survive, to help with the economics of the country. And if people are not committed, if Syria and Iran are not committed to that concept, than they shouldn't bother to show up."

He also reiterated his call for Iran to halt uranium enrichment as a pre-condition to U.S. participation in any direct talks. The United States and its allies say Iran is determined to build nuclear weapons. Iran denies this, saying it only wants peaceful nuclear energy.

In 2003, Iran made a secret overture to the United States to open talks on any number of issues, including its nuclear program. The Bush Administration rejected the offer. Larry Wilkerson says the administration was riding high at the time from its swift military victory in Iraq, and an opportunity was thus lost to enlist help at less political or diplomatic cost.

"We were sitting in Baghdad with roughly 140 or 150-thousand troops who had just shocked and awed (fought) all the way to Baghdad. In two months the Iraqi government had fallen, the army had disappeared. And people in Damascus, people in Tehran were wondering, were they next? This is a maximum (point of) leverage. And to turn down an opening from the other people from whom you needed to negotiate was simply stupid. But we did it."

Now a more hard-line government sits in Tehran. Some analysts say Iran may seek concessions on the nuclear issue in return for help in Iraq.

But Gary Sick, a former National Security Council staffer in the Carter Administration and a leading expert on Iran, says Tehran may not be ready to deal. He says Iran only wants U.S. troops out of its neighboring state, and that it is not thinking about the regional consequences such a move might bring.

"That is an objective of theirs. So they have very little reason to cooperate with us to try to stabilize the situation until the U.S. forces are gone. So Iran sees that it is now in a position to win without doing much of anything. And it worries me very much because the Iranians seem to have no concept of what's going to happen after American forces are gone, or what happens if Iraq in fact descends into total chaos and a full-fledged civil war."

As for Syria, it may have its own price for cooperation in stabilizing Iraq. Murhaf Jouejati, director of the Middle East studies program at George Washington University and an expert on Syrian politics, says it is Israel's return of the Golan Heights.

"Syria is not going to do this solely for (the 'blue-eyes' of) the United States. It's going to need something in return. I think a return to Lebanon, a Syrian return to Lebanon, is out of the question. But one legitimate Syrian demand is the resumption of peace talks with Israel in view of the return of the Golan Heights to Syrian sovereignty."

But that may be too high a price for Israel to pay, at least for now. Israeli Prime Minister Ehud Olmert told newspaper editors he has no intention of opening talks with Syria, and rejected the Iraq Study Group report's linkage between solving the Arab-Israeli conflict and stabilizing Iraq.
