최근 유엔 안전보장이사회는 이라크에서16만명의 다국적군에 대한 위임을 연장했습니다. 유엔 안보리는 만장일치로 다국적군의 이라크 주둔을 1년 더 연장하기로 승인했습니다.
유엔 안보리의 이같은 결정은 지난 11월 14일 안보와 안정의 확립이 이라크 정부의 최고 우선순위라고 밝힌 누리 알-말리키 이라크 총리의 요청에 따라 이루어진 것입니다.
말리키 총리는 이라크 국민은 스스로 안정되고 평화로운 민주주의와 절대로 필요한 경제 재건을 위한 적절한 기초를 확립할 결의로 있다고 밝히고, 이라크 장래에 대한 이같은 계획은 국제사회의 지원 없이는 성취될 수 없다고 말했습니다.
미국의 존 볼튼 유엔 주재 대사는 안보리의 조치는 이라크 정부와 계속 협력하겠다는 결의를 보여주는 것이라고 말했습니다.
볼튼 대사는 유엔의 이번 조치가 미국 뿐만 아니라 이 지역의 모든 국가들에 대해 유엔 안보리가 이라크에서 안정과 민주주의를 향한 계속적인 발전이 계속 필요하다는 강력한 생각을 갖고 있음을 보여주는 것으로 생각한다고 밝히고, 또 자신은 만장일치의 통과가 모든 국가들이 이에 기여하기를 바라고 있음을 보여주는 것으로 생각한다고 말했습니다.
미국의 콘돌리자 라이스 국무장관은 이라크 정부와 다국적군은 이라크 보안군을 모집하고, 훈련하고, 장비를 갖추고, 무장하는 일을 떠맡고, 또한 이라크 인들이 안보를 확립하는데 있어서 이라크가 중요한 역할을 수행한다는 목표를 공유하고 있다고 밝혔습니다.
라이스 장관은 다국적군과 이라크 정부간의 협력과 제휴는 이라크의 18개 주에서 이라크 보안군이 테러리즘 등 폭력행위들과 싸우고 저지하는데 있어서 확대되는 지도력을 통합하기 위해 계속 발전시켜 왔다고 말했습니다.
라이스 장관은 평화롭게 살기를 원하며, 많은 사람들이 민주적으로 선출된 정부를 위해 투표했다며, 이제 우리의 책임은 이같은 도전을 극복하기 위해 말리키 총리의 연립정부를 도울 수 있는 방법을 확인하고 결정하는 것이라고 덧붙였습니다.

The United Nations Security Council has extended the mandate of the one-hundred-sixty-thousand member multinational force in Iraq. By a unanimous vote, the Security Council approved the force's presence in Iraq for another year.
The Council acted in response to a November 14th request from Iraqi Prime Minister Nouri al-Maliki (NOOR-ee al MAL-ih-kee) who said that establishing security and stability are among the highest priorities of the Iraqi government. "The people of Iraq," said Mr. Maliki, "are determined to establish a stable and peaceful democracy for themselves and a proper basis for building a vital economy. This vision for the future of Iraq," he said, "cannot become a reality without the help of the international community."
John Bolton, the U.S. Ambassador to the U-N, says the Security Council action "shows the resolve to continue to cooperate with the government in Iraq":
(ACT :18 - DALET: POLICY/ACTUALITIES) "I do think it shows not just to the United States but all the countries in the region that the Security Council remains strongly of the view that we need to see stability in Iraq and continued progress toward democracy, and I think that it was a unanimous vote shows that all of the countries want to contribute to it." U.S. Secretary of State Condoleezza Rice says the Iraqi government and the multinational force share the goals of having Iraq take over the recruiting, training, equipping and arming of Iraqi security forces, and having Iraqis play a major role in providing security.
Ms. Rice says the cooperation and partnership between the multinational force and Iraq's government "has evolved over time to incorporate the increasing leadership by Iraqi security forces in fighting and deterring terrorism and other violent acts throughout Iraq's eighteen provinces."
Iraqis, says Ms. Rice, "want to live in peace. They went out in large numbers to vote for a democratically elected government, and our responsibility now is to figure out and to determine how we can better help the unity government of Prime Minister Maliki to meet this challenge."
