국제원자력기구 IAEA가 플루토늄 원자로를 완성하게 해달라는 이란의 요구를 거부했다고 외교 관리들이 전했습니다. 미국과 여러 국가들은 이란이 플루토늄 원자로에서 핵무기에 사용되는 물질을 추출할 것으로 우려하고 있습니다.
하지만 외교관리들은 IAEA가 이란이 나중에 요청을 다시 할 수 있는 여지를 남겨두었다고 말했습니다. 여러 개발 도상국가들은 이란의 아라크 핵단지 원자로에 원조를 제공하는 방안을 지지하고 있습니다.
이에 앞서 이란은 원자로 건설을 중단하라는 IAEA의 요구를 무시하고 외국의 원조 없이도 아라크 핵단지가 2009년까지 완공 될 것이라고 말한 바 있습니다.
한편 이란은 지난 8월 이와의 별도의 핵시설에서 우라늄 농축활동을 중단하라는 유엔이 정한 시한을 지키지 않았고 이와 관련해 서방국가들은 이란에 대한 제재를 가하도록 유엔 안보리에 압력을 가하고 있습니다.

Diplomats say the U.N. nuclear agency has denied Iran's request to help complete a plutonium reactor that the United States and others fear could yield material for a nuclear weapon.
But the diplomats say the International Atomic Energy Agency left room for Iran to renew the request at a later time. Several developing nations supported providing aid for the Arak reactor.
Iran has ignored earlier calls by the I.A.E.A. to stop building the reactor. Tehran says the Arak site will open in 2009, even without foreign aid.
In August, Iran defied a U.N. deadline to stop enriching uranium at a separate nuclear site. Western nations are pressing for sanctions against Iran at the U.N. Security Council because of the decision. Iran says its nuclear program is for peaceful purposes.
