미국의 민주 공화 양당이 내년 1월 개원하는 제 110대 의회를 이끌 새 지도부 선출에 바쁜 움직임을 보이고 있습니다. 민주당이 상원과 하원 모두 다수당 지위를 장악한 가운데 열리는 차기 의회에서 민주당 하원의원들은 이라크 현안을 둘러싸고 공화당, 부시 대통령과 초당적인 협력을 이룩하면서 당내부의 단합이 지속되길 다짐하고 있습니다. 민주당은 그러나 당 지도부 선출을 놓고 일부 진통을 겪고 있는것으로 나타났습니다.

민주당은 지난 7일 실시된 중간선거에서 상,하원 모두 다수당 지위를 탈환한 이후 이라크와 국내 사안에 관해 공화당과 협의할 준비를 하는 가운데 당내부의 단합을 강조했습니다.
그러나 그러한 결속의지는 강력한 영향력을 갖는 민주당의 새 하원 원내대표 선출을 놓고 흔들리고 있습니다.
차기 하원의장으로 사실상 확정된 낸시 펠로시 의원은 지난 14일 새 원내 대표로 잭 머타 의원을 지지한다고 공개적으로 밝혔습니다. 국방 문제에 관심이 많은 베트남 전쟁 참전용사 출신의 머타 의원은 1년전 이라크 주둔 미군의 전략적 재배치 촉구를 지지한 것으로 널리 알려져 있습니다.
그러나 펠로시 의원이 새 원내 대표 후보로 유력한 메릴랜드주 출신의 스테니 호이어 의원 대신 머타 의원을 지지하면서 민주당안에서 작은 내분이 일고 있습니다.
호이어 의원은 여전히 새 원내대표로 민주당 의원들로부터 많은 호응을 받고 있으나 일부 의원들은 머타 의원에 대한 지지를 밝히고 있습니다.
민주당의 그러한 긴장 기류는 머타 의원이 14일 호이어 의원을 비난하는 성명을 발표하면서 더욱 확산됐습니다.
머타 의원은 성명에서 호이어 의원이 부시 대통령이 최근까지 옹호했던 이라크의 ‘현행 노선 고수’(Stay-the course) 정책을 선호해왔다고 비난했습니다.
호이어 의원은 그러나 이날 기자들에게 머타 의원의 주장은 정확하지 않다며 반박했습니다. 호이어 의원은 민주당 의원의 과반수가16일 실시될 원내 대표 선거에서 자신을 지지할 것이라고 단언하면서 그러나 주요 직책을 놓고 당내 갈등이 빚어지고 있다는 보도에 대해서는 그 의미를 축소했습니다.
이런가운데 상원 민주당 지도부는 별다른 잡음 없이 네바다주 출신의 해리 리드 의원을 원내대표로 재선출 했습니다. 리드 의원은 민주당이 의회를 장악한 이후 부시 대통령에게 이라크 문제에 대한 초당적 협력을 제의한 바 있습니다.
리드 의원은 이라크는 당장 사라질 문제가 아니며 민주당은 이와 관련해 부시 대통령에게 어떠한 위협도 가하지 않을것이라고 말했습니다. 리드 의원은 그러나 이라크에 대한 미국의 노선을 바꾸기 위해 부시대통령이 민주당과 협력할 것을 원한다며 이는 미국인들의 바람이자 요구라고 덧붙였습니다.
상원 민주당은 또 차기 의회의 당내 2인자격인 원내총무에 리처드 더빈 의원, 그리고 정책 위원장에 노스 다코타 출신의 바이론 도건 의원을 선출했습니다. 민주당은 또 이번 중간선거에서 공화당으로부터 다수당 지위를 탈환하는데 크게 기여한 뉴욕 출신 찰스 슈며 의원을 선거대책위원장에 유임했습니다. 그 밖에 서부 워싱턴주의 패티 머레이 의원과 북부 미시간주의 데비 스타베노우 의원이 각각 당내 요직을 맡게됐습니다.

원내대표 후보는 오하이오주 출신의 존 보너 현 대표외에 오는 2008년 차기 중간선거에서 공화당의 다수당 지위 탈환을 천명한 보수주의 성향의 마이크 펜스(인디애나) 의원과 조 바톤(텍사스) 의원이 경합을 벌이고 있습니다.
텍사스주 출신의 바톤 의원은 이번 중간선거 패배이후 보수적 가치를 견지하는 것이 다음 선거에서 승리할 수 있는 최선의 기회라고 주장하는 다른 공화당 의원들과 목소리를 같이하고 있습니다.
바톤 의원은 공화당에 문제가 없다며 공화당이 미국의 대안이라고 강조했습니다.
공화당 상원은 15일 케터키주 출신의 미치 맥코넬 의원을 반대없이 공화당 원내 대표로 선출했습니다.
이런가운데 미국내 일부 보수계 논평가들은 공화당은 향후 2년간 민주당에 가장 효율적으로 대응할 수 있는 방안들을 검토하기 위해 더많은 시간을 필요로 한다며 공화당에 지도부 선출을 연기할 것을 촉구하고 있어 공화당이 어떤 입장을 취할것인지 귀추가 주목되고 있습니다.

Democrats, Republicans Forming Leadership on Capitol Hill INTRO: Democrats and Republicans continue the process of choosing their leaderships, as they look ahead to January when Congress comes under Democratic majority control.
Democrats in the House of Representatives vow to maintain unity while taking a bipartisan approach with Republicans and President Bush on such issues as Iraq. However, as VOA's Dan Robinson reports, there have been some internal tensions among Democrats ahead of a key leadership election.
Since the November 7th election that gave them the future majority in the House and Senate, Democrats have stressed unity, as well as readiness to work with Republicans on Iraq and domestic issues. But that unity has been shaken a bit by the contest for the powerful position of Democratic majority leader.
Congresswoman Nancy Pelosi, now certain to be elected Democratic House Speaker on Thursday, has thrown her support to Jack Murtha as Majority Leader. Congressman Murtha, a Vietnam veteran known for his close attention to military issues, is widely known for his stand a year ago urging a strategic "redeployment" of U.S. troops out of Iraq. Future Speaker Pelosi endorses this.
But her support for Murtha, rather than Maryland Congressman Steny Hoyer has caused a minor split among Democrats. Though Hoyer is still favored to become Majority Leader, some Democrats are throwing their support behind Murtha.
Tensions increased Tuesday when Murtha issued a statement accusing Hoyer of having favored the "stay-the-course" policy President Bush has advocated until recently on Iraq.
Hoyer told reporters [Tuesday] the charge is inaccurate. He downplayed reports of dissension within Democratic ranks, while asserting a majority of Democrats will support him for Democratic leader in an election Thursday.
Democrats in the Senate, meanwhile, formalized their leadership team, headed by future Majority Leader Harry Reid, who held out another offer of bipartisanship to President Bush on Iraq:
REID ACT "This is an issue that is not going to go away, and we're not making any threats to the president. But we are reaching out to him [and] saying work with us to change course. The American people want it, and they demand it."
The incoming Senate leadership will also include Illinois Senator Richard Durbin in the number two slot, North Dakota's Byron Dorgan to head the Policy Committee, and New York's Charles Schumer, who is credited with helping Democrats take the Senate back from Republican control, will continue as campaign committee chairman. Senators Patty Murray of Washington and Debbie Stabenow of Michigan will hold other positions.
House Republicans also face crucial decisions as they approach a scheduled party election on Friday to determine who will lead them as the opposition.
The competition involves Ohio Congressman John Boehner, the current Majority Leader, and challenges by Indiana Republican Mike Pence and Joe Barton of Texas, conservatives who vow to lead Republicans back to power in 2008. Barton echoes other Republicans who have asserted, since losses in the election, that a commitment to conservative values is the best chance of achieving that:

Senate Republicans choose their leaders on Wednesday, with Kentucky Senator Mitch McConnell unopposed to be Minority Leader.
As they consider their choices, Republicans have also faced calls from some conservative commentators urging them to delay leadership decisions, saying the party needs more time to consider how to mount, and who can most effectively lead, an effective challenge to Democrats over the next two years.
