북한 핵 문제 해결을 위한 6자회담이 조만간 재개될 것으로 전망되고 있는 가운데 아시아태평양 경제협력체, 에이펙, 각료회의 회원국 외무장관들은 차기 6자회담에서는 북 핵 해결을 위한 구체적이고 실질적인 결과가 도출돼야 한다는 데 의견을 모았습니다.
이와 관련해 콘돌라자 라이스 미 국무장관은 미국과 미국의 동맹국들은 북한에 대해 진지하게 협상할 준비가 돼 있을 때 경우에만 6자회담으로 복귀하기를 기대한다고 말했습니다.
이에 관한 좀 더 자세한 소식입니다.
베트남의 수노 하노이에서 열리고 있는 아시아 태평양 경제협력체, 에이펙 각료회의에 참석 중인 21개 회원국 외무장관들은 16일 열린 비공식 회의에서 북한 핵 문제 해결을 위한 차기 6자회담에서는 구체적이고 실질적인 결과가 도출돼야 한다는 데 뜻을 같이 했습니다.
콘돌리자 라이스 미 국무장관은 이날 비공식 외교장관 회의에서 미국은 북한이 차기 6자회담에서 핵 포기를 위한 구체적인 조치를 취할 것이라는 명확한 신호를 보내기를 원한다고 말했습니다.
리자오싱 중국 외교부장과 아소 타로 일본 외상 등 주요국 장관들이 참석한 이날 비공식 회의에서 라이스 장관은 북한이 핵실험을 실시한 현 상황에서 북한은 말 뿐이 아니라 실제로 비핵화를 위한 결의가 있음을 보여줄 필요가 있다고 생각한다고 강조했습니다.
하지만 북한이 실제로 핵무기 개발을 포기할 의도가 있는지에 대해서는 21개 에이펙 회원국들 사이에 깊은 회의가 존재한다고 라이스 장관은 말했습니다.
라이스 장관은 이번에는 북한이 진정으로 협상을 위한 준비가 됐는지 미국과 다른 6자 회담 참가국들은 확실히 하기를 원한다고 미국의 소리 방송에 말했습니다.
라이스 장관은 16일 오전에 있은 북한에 관한 논의는 아주 유용한 것이었다고 말했습니다. 라이스 장관은 자신은 참가국 모두가 대북 제재 결의 1718호의 전면적인 이행에 확고한 결의가 있는 것으로 생각한다고 말했습니다.
라이스 장관은 또 참가국 모두는 6자 회담을 고대하고 있지만 이번에는 6자회담에 반드시 구체적인 성과가 있어야 한다는데 전반적인 합의를 이뤘다고 말했습니다.
6자회담 재개 일자와 관련해 리자오싱 중국 외교부장은 한반도 비핵화라는 목적을 달성하기 위해 가능한 한 빠른 시일 안에 6자회담을 재개하도록 당사국 모두가 열심히 노력할 수 있는 조건을 만드는 것이 중요하다고 생각한다고 말했습니다.
하지만 라이스 장관은 미국은 6자회담에서 실질적 성과가 있을 것이라는 확신이 없는 한 6자회담에 참석하는 것은 이치에 맞지 않는다고 생각한다고 말해 6자회담의 재개 일정을 늦추더라도 비핵화에 대한 북한의 결의를 먼저 요구할 것임을 강하게 시사했습니다.
한편 한국측에서는 유명환 외교통상부 제 1차관이 장관대리 자격으로 이날 회의에 참석했습니다. 유 차관은 9.19 공동성명이 조속히 이행돼 북한 핵 문제에 실질적인 진전이 이뤄지기를 기대한다면서, 한국 정부는 유엔 안보리 결의 1718호를 충실히 이행할 것이라고 말했습니다.
유 차관은 또 이번 비공식 외무장관 회의에서 어떤 결론을 내리지는 않았지만 곧 열릴 것으로 전망되는 차기 6차회담에서 구체적이고 실질적인 결과가 도출돼야 할 것이며 그렇지 않을 경우 6자회담의 신뢰가 급격히 무너질 수 있다는 데 참가국 장관들이 뜻을 같이 했다고 말했습니다.
남북한과 중국, 일본, 러시아 그리고 미국이 참여하는 6자회담은 미국이 북한의 불법행위를 이유로 마카오에 소재한 방코델타아시아 은행의 북한 계좌를 동결하자 이에 대한 반발로 북한이 참여를 거부하면서 1년 이상 교착상태에 빠져 있습니다. 이어 북한은 10월 9일 핵실험을 실시했고 유엔 안전보장이사회는 대북제재 결의안 1718호를 만장일치로 채택했습니다. 이처럼 핵실험에 대해 중국을 비롯한 국제사회의 비판과 제재가 높아가는 와중에 북한은 지난달 31일 6자회담에 복귀하기로 합의했습니다.

The subject of North Korea's October 9th nuclear test continued to overshadow meetings aimed at trying to break a deadlock in stalled world trade negotiations.
The United States and its partners in the six-party North Korea talks have been using the occasion of having five of the six nations in one place to plan the next round of negotiations - which North Korea has agreed to attend after a year-long boycott.
However, the United States and others have been skeptical that the North is ready to negotiate. Several rounds of talks since 2003 have yielded no concrete result.
Furthermore, North Korea last year agreed to take steps to give up its nuclear programs in exchange for aid and other benefits, only to carry out a nuclear test last month. After one of the meetings here at APEC Thursday, U.S. Secretary of State Condoleezza Rice told VOA the United States and other participants in the talks want to be sure that North Korea is ready to deal this time.
RICE "This has been a very useful conference. We did have a discussion of North Korea this morning. I think everyone is very much devoted to the full implementation of resolution 1718. Everyone is looking forward to the six-party talks but there is widespread agreement that they must this time have a concrete outcome."
The U.N. Security Council unanimously adopted resolution 1718 in October after North Korea's nuclear test. U.S. diplomats are due to meet with officials from China, the host of the nuclear talks, on Friday to talk about setting a date for them - probably in December. Other participants in the talks are Japan, Russia, and South Korea - whose leaders will all be at the APEC summit.
Despite the attention given to North Korea, APEC organizers have tried to keep the focus on trade. Calls continued on Thursday for all sides to show flexibility in re-starting world trade negotiations, which are key to moving ahead with a long-term plan for a free trade area across the Pacific Ocean.
Making a strong case for quicker action are business leaders, advising their governments at this meeting. Raymond Ch'ien is chairman of CDC Corporation, a software and Internet company that does business across the Pacific - and would like to do more.
CH'IEN "My business is headquartered in Hong Kong, but most of our software products are actually American products - Canadian and U.S. products. So, with further development or liberalization of world trade, especially now, more and more, the WTO discussion, touches on trade and services. It would just make it easier for us to compete in markets like China, and markets in Vietnam."
Ch'ien says his access to the Chinese software market is severely restricted by regulations that he says would be reduced if negotiations at the World Trade Organization succeed.
The talks have been held up in a dispute over agricultural subsidies and tariffs. In their final statement Sunday, APEC members are expected to commit to making more trade concessions to break the impasse. Ministers wrapped up preparations for the summit, which will be held Saturday and Sunday as leaders of APEC's 21 economies are arriving in the Vietnamese capital. President Bush is due in Hanoi on Friday after a visit to Singapore.
