대북제재 일환으로 금강산 관광 중단 압력 증가 (Eng)


지난달 9일 북한이 핵실험을 실시한 이래 국제사회는 유엔의 대북 제재를 효과적으로 이행하는 방안을 마련하기 위해 부심하고 있습니다. 이와 관련해 한국 정부에 대해 금강산 관광 사업을 중단하라는 압력이 높아가고 있습니다. 이 사업이 북한의 핵무기 개발을 도울 수 있는 돈줄의 역할을 한다는 비판 때문입니다.

미국의 소리 특파원이 금강산에서 보내온 내용을 전해드립니다.

북한의 최고 명산으로 꼽히는 금강산에는 매일 한국으로부터의 관광객들이 버스로 도착해 아름다운 경관을 감상하며 가벼운 산행을 즐기고 있습니다. 북한은 지난 2000년 역사적인 남북한 정상회담 이후 시작된 이 사업을 통해 지난 6년 간 수억 달러의 현금을 벌어들였습니다.

하지만 북한의 핵실험 이후 한국 안팎에서 금강산 사업의 중단을 요구하는 목소리가 높아가고 있습니다. 북한이 이 사업으로 벌어들인 돈을 핵무기 개발에 이용했을 가능성이 있다는 의혹 때문입니다.

금강산 관광 사업 관계자들은 북한이 핵실험을 실시한 직후 한국으로부터의 관광 취소율이 50%에 달했다면서, 지금도 회복이 매우 더딘 상태라고 말했습니다.

관광객들은 금강산에 도착하면 곧바로 자신들이 공산주의 국가인 북한에 와 있다는 사실을 자연스레 알게 됩니다. 북한측 안내원들이 관광객들에게 허용되는 일과 금지사항들을 철저히 구분해 집행하기 때문입니다. 가령 관광객들은 한국 정부의 자금지원으로 건설된 호텔 주변의 마을을 사진으로 촬영할 수 없습니다. 이들 시설은 철망으로 둘러싸여 있으며 경비병들이 지키고 있습니다

반면 관광객들은 사망한 북한 주석 김일성과 그의 아들인 현재의 북한 지도자 김정일 국방위원장의 잘 정돈된 벽화에 가까이 접근할 수 있습니다. 하지만 북한인 호텔 직원은 사진촬영은 관광객이 할 수 없다면서 자신이 대신 촬영해주겠다고 말합니다. 호텔 주변에는 김정일 위원장을 `21세기의 아들’로 칭송하는 현수막이 걸려 있습니다.

이 호텔에서 일하는 북한인들은 관광객들에게는 금지된 도로를 이용해 출퇴근 합니다. 이들은 관광객들의 사진촬영에 심한 거부감을 나타내며, 관광객들과 대화할 때면 북한 당국의 선전을 그대로 얘기합니다.

이 안내원은 미 제국주의자들의 경제제재로 북한은 미래의 어려움을 좀더 잘 극복할 수 있게 됐다면서 미국에 감사하고 있다고 말합니다.

이 곳에는 남북한이 공동으로 운영하는 농장이 설립돼 호텔이 사용하는 농산물의 일부를 공급합니다. 이 농장의 한 간부는 핵실험에 대해 자부심을 갖고 있다고 말했습니다.

이 간부는 미국의 경제제재와 군사적 압력 아래서도 북한은 핵확산금지조약 (NPT)에서 탈퇴했다면서, 미국이 핵무기를 규제할 근거는 없다고 말했습니다.

금강산 사업에 대한 국내외의 비판에도 불구하고 이 사업을 지지하는 사람들은 금강산 관광 사업은 북한이 정책을 바꿔 국제적인 고립에서 벗어나도록 하기 위한 포용정책의 핵심이라며 중단해서는 안된다고 말합니다.

금강산 관광 사업은 앞으로 유엔 안보리의 대북한 제재위원회가 이 문제에 대해 어떤 결정을 내리느냐에 달려 있습니다.

The international community is looking at ways to enforce U.N. sanctions imposed after North Korea conducted its first-ever nuclear test on October 9th. South Korea - which has been trying to bring its communist neighbor out of international isolation through economic engagement - is coming under pressure to end its tourism project in North Korea's Mount Kumgang resort.

The project has been criticized as nothing more than a cash cow (money maker) which may be helping fund North Korea's nuclear weapons program. VOA Seoul Correspondent Kurt Achin traveled to Mount Kumgang to have a first-hand look.

This is Mount Kumgang, North Korea -- a misty, tranquil mountain resort where busloads of South Koreans arrive each day to enjoy hiking, scenery, and a closer connection to nature. But this resort is under scrutiny because it has earned North Korea hundreds of millions of dollars in the six years since South Korea began running it -- revenue which may have been used to fund its nuclear weapons program to the chagrin of the international community.

South Korean executives say there was a 50 percent cancellation rate at Kumgang resort the week after the North's first-ever nuclear test on October 9th... and bookings are only slowly recovering. Visitors that do arrive have no trouble remembering they are in communist North Korea.

Political minders enforce rules about what can and cannot be done. Sightseers may NOT, for example, photograph the villages surrounding the South Korean-funded resort. Those are fenced off and guarded by North Korean soldiers.

Tourists ARE allowed to approach an impeccably groomed mural of North Korean leader Kim Jong Il and his revered father, former leader Kim Il Sung. But a North Korean hotel employee insists HE must take any photographs with your camera.

A nearby banner proclaims Kim Jong Il -- who presided over the recent nuclear test -- as "the son of the 21st century."

The resort employs some North Koreans, who arrive to work via separate roads which are off limits to tourists. Most act allergic to having their photo taken. Those that interact with tourists closely echo Pyongyang's political line.

FEMALE MOUNTAIN GUIDE: "The American Imperialists' economic sanctions have made us more able to overcome hardship in the future. We should thank them.

NARRATOR: At this experimental North-South joint farm, which aims to supply some of the resort area's food, personnel express pride about the North's nuclear test.

MALE FARM SUPERVISOR: (Korean) "Under economic sanctions and military pressure from the U.S., we withdrew from the NPT. There is no grounds for the U.S. to restrain us from nuclear weapons."

Despite growing domestic and international criticism of the Kumgang resort as a cash generator for the currency-strapped Pyongyang regime, South Korean supporters say it is central to Seoul's engagement policy to positively and economically influence the North to change its policies and bring it out of international isolation.

The future of the Kumgang project will depend on how South Korea decides to implement United Nations sanctions aimed at punishing the North for its nuclear test.
