이번 회의에서는1997년의 교토 의정서에 대한 관심을 제고하는 방안들을 모색할 예정입니다. 교토 의정서는 35개 선진국들에게 지구 온난화의 주범으로 꼽히는 이산화탄소와 다른 가스들의 방출을 줄일 것을 요구하고 있지만, 미국과 호주가 비준을 거부하고 있어 제대로 시행되지 못하고 있습니다.
미국은 교토의정서가 시행되면 미국 경제 성장이 타격을 받을 것이라고 우려하면서, 또한 가난한 나라들이 이 협정의 의무조항 이행을 면제를 받는 것에도 반대하고 있습니다.

Thousands of delegates from around the world are meeting in Nairobi, Kenya, to discuss efforts to combat the negative impact of climate change.
The United Nations Climate Change conference that opened today (Monday), will look for ways to renew interest in the 1997 Kyoto Protocol that requires 35 industrial countries to reduce emissions of carbon dioxide and other gases scientists say contribute to global warming.
The agreement has been hampered in part because the United States and Australia have refused to ratify it.
The Bush administration objects to Kyoto-style mandates, saying they would hurt U.S. economic growth, and that they favor poorer countries, which are exempted from the pact. U.S. negotiators said today that Washington has enacted its own programs aimed at significantly reducing greenhouse emissions.
