한미연합사령관, '북한 핵실험 또 할 것' (Eng)

버웰 벨 주한미군사령관은 30일, 지난 10월 9일에 있었던 북한의 핵실험이 마지막일 것 같지는 않다고 말했습니다.

벨 사령관은 북한이 또다시 핵실험을 할 것으로 짐작할 수 있다면서 그런 일이 일어나지 않기를 바란다고 말했습니다.

벨 사령관은 1950년에서 53년까지 있었던 한국전쟁 이래, 한미 상호방위조약에 따라 한국에 주둔 중인 2만 8천여명의 미군 병력을 지휘하고 있습니다. 벨 사령관은 이날 기자들에게, 최근 워싱톤에서 열린 한국과 미국의 국방장관이 참석하는 연례안보협의회 ( SCM)에서 논의된 현안에 관해 설명했습니다.

벨 사령관은 한미연합사의 임무는 북한의 도발을 억제하는 것이고, 억제가 실패한다면 패배시키는 것이라면서 그러나 미국이 먼저 북한을 공격하는 일은 없을 것이라고 말했습니다.

북한은 미국의 공격을 저지하기 위해 핵무기가 필요하다고 주장하고 있지만 미국은 북한을 공격할 의도가 전혀 없다고 말해왔습니다.

벨 사령관은 한미연합사가 선제 공격 개념을 발전시키고 있다는 일부 언론의 보도는 전혀 사실이 아니라고 말했습니다. 벨 사령관은 워싱톤에서 열린 한미 SCM 에 관해서도 언급했습니다.

한국의 노무현 대통령 정부는 전시 작전통제권 환수 문제를 미국으로부터 더 많은 군사적 자주권을 모색하는 최우선 정책의 하나로 삼아왔습니다.그러나 북한이 핵실험을 실시한 이후 한국 내에서는 대북한 햇볕정책의 실패와 안보상의 위험을 지적하는 여론이 높아가고 있습니다.

벨 사령관은 한국 방어와 관련해 미국의 역할은 시간이 갈수록 좀더 공중과 해상 중심으로 되어갈 것이고, 막강한 50여만 병력을 보유한 막강한 한국군에게 보다 책임이 이전되게 될 것이라고 말했습니다.

벨 사령관은 또 한미 SCM 공동성명에서 처음 명시된 확장 억제 개념은 기존의 핵우산 제공정책과 변함이 없다고 말했습니다.이는 기존의 핵 우산 제공 공약보다 한걸음 더 나아간 구체적인 핵 전략 용어인 확장 억제가 추가됐다는 한국측의 공식발표와는 다소 차이가 나는 것입니다.

한편 벨 사령관은 북한에 대해 핵 무기 개발과 실험을 중단하고 6자 회담에 복귀할 것을 촉구했습니다.

미국과 남한, 일본, 중국 ,러시아는 북한이 핵무기 프로그램을 중단한다면 경제적, 외교적 보상을 받을 수 있다고 말하고 있습니다.

Top US Commander in South Korea Says Further North Korea Nuclear Tests Probable

The commander of United States Forces in South Korea says he believes North Korea is likely to conduct further nuclear weapons tests, but that the alliance between Washington and Seoul will remain strong enough to deter any North Korean aggression. VOA's Kurt Achin reports from Seoul.

U.S. General Burwell Bell said Monday in Seoul, that North Korea's nuclear weapons test on October 9th probably will not be the last.

"I can only surmise that since they've tested one, that we would see some time in the future yet again another test of a nuclear device. I hope that that is not the case."

Bell commands about 28-thousand U.S. military personnel who are in South Korea under a mutual defense treaty enacted after the 1950-1953 Korean War. Bell briefed reporters Monday on recent high-level talks between South Korea and the United States.

North Korea says it needs a nuclear arsenal to deter U.S. aggression. Washington has said it has no intention of attacking the North. Bell said Monday the alliance's "business" is to deter North Korea - and if deterrence fails, to defeat it - but not to launch a first strike.

"The notion of Combined Forces Command developing pre-emptive strike plans - as has been reported in some news media - is simply not the case."

Under the present terms of the U.S. - South Korea alliance, U.S. officers would command South Korean forces in the event of war. General Bell says this month's high-level talks in Washington arrived at a timetable for returning wartime command to South Korea sometime between 2009 and 2012, with details to be negotiated.

The administration of South Korean President Roh Moo-hyun has made the return of wartime operational control a priority as part of its policy of seeking greater strategic autonomy from the United States.

Bell says the U.S. role in defending South Korea will become, in his words, "more air- and naval-centric" as time goes on, shifting more responsibility to South Korea's approximately half a million strong forces.

Bell called on North Korea to stop testing and building nuclear weapons, and to return to six-nation talks aimed at ending its nuclear programs. The United States, South Korea, Japan, Russia, and China say the North can receive economic and diplomatic benefits if it abandons its nuclear weapons program.
