북한 핵계획에 대한 새로운 다자회담 필요성 대두 (Eng)


북한에 대한 유엔 제재방안에 관한 회담이 진행되는 가운데 미국과 아시아 지도자들은 북한의 핵계획에 관한 새로운 다자회담이 필요하다는 희망을 표시했습니다.

미국의 콘돌리자 라이스 국무장관은 서울에서 후진타오 중국 국가주석의 특사인 탕자쉬안 국무위원의 북한 방문이 북한으로 하여금 교착상태에 빠진 6자회담 복귀를 확신하게 하는데 도움이 되기를 희망한다고 말했습니다.

일본의 아소 타로 외상은 미국과 아시아 국가 대표들이 다음 달 베트남에서 열리는 아시아 지역 정상회담 때 이 문제에 관해 회담을 가질 수 있을 것이라고 말했습니다.

북한은 1년 이상 북핵 6자회담에 불참하고 있습니다.

한편 미국과 아시아 지도자들은 구체적인 대북제재 방안에 대한 합의를 도출해내기 위해 노력하고 있습니다.

중국은 대북 제재를 지지한다고 밝혔지만, 외교부 대변인은 19일 기자들에게 제재는 북핵문제를 해결하는 하나의 신호일 뿐 목표는 아니라고 말했습니다.

일본과 한국, 미국 지도자들은 서울 회동에서 대북 제재방안에 관한 합의를 도출하는데 실패했습니다.

북한에 가까운 나라인 한국과 중국은 가혹한 제재가 핵국가인 북한을 심하게 자극하지 않을까 우려하고 있습니다.

U.S. and Asian leaders expressed hope for new multi-party talks on North Korea's nuclear program, amid ongoing talks about U.N. sanctions against the north.

Speaking in Seoul, Secretary of State Condoleezza Rice said she hopes a visit by a Chinese envoy to North Korea will help convince Pyongyang to return to stalled talks.

Japan's foreign minister (Taro Aso) said diplomats from the United States and Asian nations could hold new talks on the issue at a regional summit in Vietnam next month.

North Korea dropped out of six-party talks on its nuclear program more than a year ago.

Meanwhile, U.S. and Asian diplomats struggled to reach agreement on how to implement sanctions.

China says it supports sanctions, but a foreign ministry spokesman told reporters today that sanctions are a signal but not a goal to resolving the nuclear issue.

During meetings in Seoul, leaders from Japan, South Korea and the United States were unable to reach a consensus on sanctions.

North Korea's closest neighbors (South Korea and China) are concerned that harsh measures could unduly provoke the nuclear nation.
