Israeli President Moshe Katsav has decided to skip the opening of parliament's winter session after police recommended he should be charged with rape.
Mr. Katsav canceled plans at the last minute to attend today's (Monday's) parliamentary session, where the president traditionally delivers a speech.
He is at the center of a scandal involving several former female staff who have accused him of sexual misconduct, including rape. Mr. Katsav says he is innocent and has accused one of the women of trying to blackmail him.
Police investigators advised Israel's attorney general (Menachem Mazuz) Sunday to indict the president on charges of rape, as well as illegal wiretapping and fraud regarding presidential pardons.
Investigators made the recommendation after seizing records and computers at the president's official residence and interviewing him several times.
