존 볼튼 유엔주재 미국대사는 안보리 회원국들의 북한의 핵 실험에 대한 제재 결의안에 합의했다고 말했습니다.
볼튼 대사에 따르면 결의안 투표가 14일에 열릴 예정이라고 말했습니다.
미국은 앞서 안보리에 북한에 대한 무기와 경제 제재를 강화할 초안을 제출했으며, 이 안에는 여행 금지 및 금융 제한 등의 내용도 들어있었습니다. 하지만13일에 합의된 안에는 무기 금수에 대한 내용은 포함되지 않은 것으로 보입니다.
한편 노무현 한국 대통령과 후진타오 중국 국가주석은13일 오전 북한에 대한 제재를 지지하기로 합의했습니다. 양국 정상은 한반도의 비핵화가 안정적인 방법으로 이뤄져야 한다는데도 동의했습니다.
중국과 러시아 외교 관리들도 13일 모스크바에서 회담을 가졌으며, 극단적인 제재에는 반대한다는 입장을 확인했습니다.
한편 13일 미국 국방부 관리는 지진파 와 공기 샘플을 분석한 결과 북한이 주장하는 핵 폭발의 흔적은 찾아내지 못했다고 발표했습니다. 이 관리는 하지만 이 결과를 가지고 핵 폭발이 일어나지 않았다고 단정할 수는 없다고 말했습니다.

The U.S. ambassador to the United Nations, John Bolton, says the Security Council has reached agreement on a resolution that would impose sanctions on North Korea, in the wake of a nuclear test it announced on Monday.
Bolton said a vote on the measure is set for Saturday.
The U.S. had proposed a resolution to Security Council members that would retain stringent economic and weapons sanctions against North Korea, including a travel ban and financial restrictions. The agreement apparently does not include an arms embargo.
Earlier today, South Korean President Roh Moo-hyun and Chinese President Hu Jintao announced they had reached a consensus to support sanctions against the North. But the two North Korean neighbors agreed that the Korean peninsula should be made nuclear-free in what they called "a stable manner."
Chinese and Russian officials meeting today in Moscow said again they opposed what Russian Foreign Minister Sergei Lavrov called "extreme sanctions." Also today, a U.S. defense official said analysis of seismic data and air samples taken after North Korea claimed to have detonated a nuclear device shows no evidence of such an event. But he said that does not rule out that a nuclear test was conducted.
