태국 새 내각 출범 (영문첨부)


태국 군부에 의해 과도 정부 총리로 임명된 수라윳 출라논 총리는 고위 관료들과 경제학자들로 구성된 새 내각 명단을 공개했습니다.

무혈 쿠데타로 탁신 치나왓 전 총리가 축출된 지 채 3주일도 지나지 않은 가운데 출범하는 새 내각에 대해 태국 금융시장은 일단 환영을 표시했습니다.

태국 국왕은 9일 술라윳 출라논 과도정부 총리가 제출한 26인 내각 구성안을 승인했습니다.

수라윳 총리는 국민들의 존경을 받고 있는 프리디야손 데바쿨라 중앙은행 총재를 부총리 겸 재무장관으로 발탁했습니다.

또 다른 금융 전문가가 산업부 장관을 맡았고, 신임 외무장관은 미국 대사와 유엔 대사를 지낸 전직 외교관입니다.

그리고 국방장관 자리는 새 내각에 포함된 군 인사 2명 가운데 한 명인 퇴역 장군에게 돌아 갔습니다.

방콕 KGI 증권의 선임 투자전략가인 아디삭 캄몰 씨는 태국 금융시장은 태국이 지난 1997년의 아시아 금융 위기에서 벗어나는데 크게 공헌한 것으로 널리 간주되는 프리디야손 중앙은행 총재와 같은 고위 관료들이 새 내각에 발탁된 것을 환영하고 있다고 밝혔습니다.

아디삭 씨는 시장의 예측 안에서 내각 구성이 이뤄졌다면서, 당분간 모든 인사들이 받아들여질 것이라고 말했습니다.

아디삭 씨는 시장은 내각의 모든 각료들을 인정해야 하며, 거기에 별다른 문제는 없을 것으로 생각한다면서, 새 내각은 지난 정부의 잘못을 바로 잡아야 할 것이라고 덧붙였습니다.

탁신 치나왓 전 총리는 지난 9월19일 무혈 군사 쿠데타로 권좌에서 축출됐고, 당시 선언된 계엄령은 아직도 해제되지 않았습니다. 탁신 전 총리는 부정부패와 권력 남용 혐의로 폭넓은 비판을 받고 있었습니다.

태국 네이션 신문과 미디어 그룹의 선임 편집위원은 뎁차이 용 씨는 새 내각에 발탁된 대부분의 사람들은 관련 분야의 전문가들이라고 설명하면서, 새 정부는 탁신 정부의 정책들을 재검토하는데 촛점을 맞출 것이라고 전망했습니다.

뎁차이 씨는 전직 전문 관료들이 새 내각을 주도할 것이 분명하다고 생각한다면서, 탁신 전 총리로 인해 초래된 혼란을 일소하고, 탁신 전 총리의 유산을 극복하는 것이 임무가 될 것이라고 말했습니다.

Thailand's military-appointed interim prime minister has unveiled his new cabinet, with top posts going to high-ranking bureaucrats and economists. As Ron Corben reports from Bangkok, Thailand's financial analysts have welcomed the new team, which takes office less three weeks after a bloodless coup ousted former Prime Minister Thaksin Shinawtra.

The new 26-member cabinet of interim Prime Minister Surayud Chulanont was approved by the Thai king on Monday. Mr. Surayud chose Thailand's respected central bank governor, Pridiyadhorn Devakula, as deputy prime minister and finance minister.

Another financier (Kosit Panpiemras) takes the post of industry minister, while the new foreign minister (Nitya Pibulsongkram) is a career diplomat and a former ambassador to the United States and the United Nations.

The defense portfolio has gone to a retired army general, one of two military officers in the team. Adisak Kammol, a senior investment strategist at KGI Securities in Bangkok, says the financial markets welcome the appointment of senior bureaucrats such as Pridiyathorn, who is widely credited with steering Thailand out of the 1997 Asian financial crisis.

"All in all, it's within the market's expectations. All the faces of the ministers are acceptable for the time being. I think the market should accept all of the cabinet line-up. There's no problem. They will have to salvage what has been done by the past government."

Prime Minister Thaksin Shinawatra was kicked out of power in a bloodless military coup on September 19th, and martial law - which is still in effect - was declared. Mr. Thaksin had been widely accused of corruption and abuse of power. Thepchai Yong, a senior executive editor with The Nation newspaper and media group, says many of those selected are experts in their own fields. He says the new government will focus on reviewing the policies of the Thaksin government.

"I think it's very clear that the new cabinet is dominated by former bureaucrats and technocrats. The idea is to make sure the mess by Thaksin will be cleaned up and then the legacy of Thaksin will be sort of over with."

There are concerns that some cabinet members, including the interior and energy ministers, are too closely associated with the former government. Thepchai says the new prime minister will have to justify their inclusion in the line-up.

"These are some of the decisions that General Surayudh will have to explain, why these people were brought in the first place."

One major task for the government will be to convene a legislature, and a separate constitutional drafting committee, and to organize general elections for a new parliament scheduled for October 2007. Mr. Surayud has said another focus of his administration will be to end the on-going insurgent violence in Thailand's largely Muslim southern provinces. More than 15 hundred people have died in almost three years of bloodshed in that region.

The military has already undertaken low-level talks with insurgent groups, and Muslim leaders have welcomed the new government's proposals for further talks.
