미 국무장관, 북한의 핵실험은 매우 '도발적 행동' 될 것 (영문첨부)


북한의 핵실험 계획 발표에 대해 미국이 강력한 대응 움직임을 보이고 있는가운데 콘돌리자 라이스 국무장관은 핵실험은 매우 도발적인 행동이 될 것이라고 경고했습니다. 존 볼튼 유엔주재 미국대사는 3일 비공개로 열린 유엔안전보장이사회 회의에서 이 문제를 제기하고 극단적인 상황을 막기 위한 예방외교의 중요성을 강조했습니다.

미국은 북한이 적어도 몇 개의 핵무기를 보유하고 있을것으로 오래 동안 추정해왔습니다. 그러나 콘돌리자 라이스 국무장관은 북한정부가 그러한 핵능력을 과시하려한다면 그것은 가뜩이나 어려운 상황에 놓인 북한과의 외교관계에 질적인 변화를 초래할것이라고 말했습니다.

라이스 장관은 3일 카이로에서 이집트 관리들과 만난뒤 가진 기자회견에서 북핵은 단지 미국과 북한만의 문제가 아니라 보다 폭넓은 국제사회의 문제라고 지적하고 북한의 핵실험 강행은 이미 긴장상태가 조성돼있는 이웃국가와의 관계를 더욱 악화시킬것이라고 말했습니다.

라이스 장관은 북한의 핵실험은 한반도에 질적으로 다른 상황을 조성할것이라며 동북아 지역의 많은 국가들이 현재의 대북 관계를 재평가할 필요가 있을것이라고 말했습니다. 라이스 장관은 이어 미국은 북한의 핵실험에 대해 어떤 선택 방안들을 갖고 있는지 확실히 평가해야만 할것으로 생각한다고 덧붙였습니다.

앞서 미국 국무부의 션 맥코멕 대변인은 정례 브리핑에서 북한의 핵실험은 아시아를 너머 국제사회의 평화와 안정에 받아들일 수 없는 위협이 될것이라고 말하고 미국은 그같은 무모한 행동에 적절히 대응할것이라고 덧붙였습니다.

맥코멕 대변인은 또 북한의 핵실험은 9.19 공동성명에 대한 미국의 신뢰를 심각하게 훼손하는것이라고 말했습니다.

6자회담 참가국들은 9.19 공동성명에서 북한이 핵프로그램을 포기하는 대가로 대북 안전보장과 원조를 제공한다는 기본 원칙에 합의한 바 있습니다.

그러나 북한은 지난해 11월 이후 6자회담에 복귀하지 않고 있으며 미국이 대북한 금융제재를 해제하지 않으면 회담장으로 돌아가지 않겠다고 말하고 있습니다.

미국 관리들은 그러나 마카오 소재 방코델타아시아(BDA) 은행의 북한 계좌 동결 조치는 북한의 위조 지폐 제조와 돈세탁으로부터 미국의 경제를 보호하기 위한 합법적인 대응이라고 말하고 있습니다. 부쉬 행정부는 대북 금융 제재는 6자회담과 아무런 관련이 없다고 말하고 있으나 북한이 6자회담에 복귀할 경우 이 문제에 대해 논의할 준비가 돼있다고 말하고 있습니다.

북한의 핵실험 위협은 3일 뉴욕에서 열린 유엔안전보장이사회 비공개 회의에서도 제기됐습니다. 존 볼튼 유엔주재 미국대사는 북한의 핵실험에 대한 유엔안보리의 즉각적인 대응을 촉구하며 이 상황은 예방외교에 대한 유엔의 능력을 시험하는 기회라고 말했습니다.

볼튼 대사는 유엔 안보리가 그저 단순하게 성명을 발표하는데 그칠것이 아니라 이를 진지하게 받아들이고 있다는 의미에서 실행에 옮길 수 있는 무언가에 착수하는 것이 중요한것으로 생각한다고 말했습니다. 볼튼 대사는 지난 7월 북한의 미사일 시험 발사때 유엔안보리가 취한 강력한 행동에 추가 조처를 준비하는것이 중요하다고 말하고 탄도 미사일과 핵무기가 결합한다면 이는 국제 평화와 안보에 매우 중대한 위협이 될 것이라고 말했습니다.

지난 7월 유엔안보리는 북한의 미사일 시험 발사를 비난하며 유엔 회원국들에 북한의 미사일 프로그램과 재래식 무기 프로젝트에 이용될 수 있는 모든 물품의 교역을 금지해줄 것을 촉구했습니다.

언론들은 최근 몇차례 정보 관계자들의 말을 인용해 북한 정부가 지하 핵실험을 준비하고 있다고 보도했습니다.

그러나 미국 정부 관리들은 북한 정부의 핵실험 위협과 관련해 북한 내부에서 실질적인 핵실험 준비를 식별할 수 있는 행동들이 감지되고 있는지 말하지 않고 있습니다.

The United States reacted strongly Tuesday to North Korea's assertion that it will test a nuclear weapon, with Secretary of State Condoleezza Rice saying such a move would be a "very provocative act." U.S. Ambassador to the United Nations John Bolton raised the issue at a closed-door U.N. Security Council meeting. VOA's David Gollust reports from the State Department.

The United States has long believed that North Korea possesses at least a few nuclear weapons, but Secretary Rice says if Pyongyang demonstrates that capability it would qualitatively change the already difficult diplomatic situation with the reclusive communist state.

Rice addressed the issue at a news conference in Cairo after meeting Egyptian officials. She stressed that North Korea's nuclear capability is not just an issue between Pyongyang and the United States but with the broader international community, and she suggested that a nuclear test would harm North Korea's already tenuous relations with its neighbors:

"A North Korean nuclear test would be qualitatively different, would create a qualitatively different situation on the Korean peninsula. I think you would see that a number of states in the region would need to reassess even where they are now with North Korea. Certainly I think the United States would have to assess what options we have. But I just want to note it would be a very provocative act by the North Koreans."

Earlier, the secretary's spokesman, Sean McCormack, said a weapons test would pose an unacceptable threat to peace and stability in Asia and beyond and that the United States would "respond appropriately" to what he said would be a reckless act.

He also said it would severely undermine U.S. confidence in North Korea's commitment to the Chinese-sponsored six-party talks, in which Pyongyang has been offered security guarantees and aid in return for giving up its nuclear program.

North Korea agreed in principle to accept such a deal in September of last year. But it has not returned to the six-party talks since November, and says it will not do so until the United States ends sanctions it placed on a Chinese bank last year.

U.S. officials say the Macao firm, Banco Delta Asia, was a front for North Korean counterfeiting and money-laundering.

The Bush administration insists the sanctions are unrelated to the nuclear talks but says it is nonetheless prepared to discuss the matter with the North Koreans if they return to the bargaining table.

The North Korean threat spurred closed-door consultations by the U.N. Security Council in New York. U.S. Ambassador to the United Nations John Bolton urged a prompt reaction by the council, saying the situation is a test case for the ability of the world body to engage in preventative diplomacy:

I think it's important that if we embark on something here that we do it seriously, and not simply issue statements for the sake of issuing statements. But given the very strong action by the council in July condemning the North Korean ballistic missile tests, I think it's important that we're prepared to follow up here. Obviously the ballistic missiles, if mated with nuclear weapons, would be a very grave threat to international peace and security."

In July, the Security Council condemned the North Korea missile tests, including an unsuccessful launch of an intercontinental-range missile, and called on U.N. member states to bar any trade with North Korea that could support its missile program and unconventional weapons projects.

North Korea had been reported at several times in the recent past to be preparing for an underground nuclear test. Officials here will not say if the testing threat by Pyongyang has been accompanied by any observable activity on the ground that suggests that an actual test may be near.
