4명의 유엔 인권특사들은 3일, 한달 여 동안 계속된 레바논전쟁에서 이스라엘과 헤즈볼라가 모두 국제법을 위반했다고 밝혔습니다.
이 특사들은 유엔인권위원회에 제출하기 위해 준비한 보고서에서 이스라엘은 군사목표와 민간인 목표를 구별하지 않음으로써 국제법을 위반했다고 말했습니다.
이 특사들은 헤즈볼라도 이스라엘의 민간인 지역에 로케트포를 발사함으로써 국제법을 위반했다고 지적했습니다. 이 로케트포탄은 인명살상을 극대화하기 위해 안에 대인 볼베어링으로 가득 채워져 있었습니다.
4명의 특사들은 지난 7월 12일부터 8월 14일까지 계속된 레바논전쟁에 이어 지난 달부터 레바논에서 진상조사 임무를 시작했습니다.

Four United Nations human rights envoys say both Israel and Hezbollah violated international law during the month-long Lebanon war.
In a report prepared for the UN Human Rights Council, the envoys said Israel violated international law when it failed to distinguish between military and civilian targets.
The envoys said Hezbollah also violated human rights law by firing rockets into civilian areas in Israel. The rockets were packed with anti-personnel ball-bearings to maximize damage.
The four envoys embarked on a fact-finding mission to Lebanon last month in the wake of the conflict which lasted from July 12 to August 14.
Meanwhile, the European Union is preparing to send a team to Lebanon to assess ways to restructure its armed and security forces.
Lebanese troops, alongside UN peacekeepers, are deploying in southern Lebanon as part of the UN cease-fire resolution that ended the Israel-Hezbollah conflict.
