러시아 정부가 그루지아 주재 자국 대사를 소환했습니다. 또 트빌리 등에 있는 자국민과 그들의 가족에 대해서도 부분적 철수 명령을 내렸습니다.
러시아는 27일 그루지아 정부가 간첩 혐의로 자국 군장교 5명을 체포한 뒤 하루만인 28일 이같은 조치를 취했습니다. 한편 그루지아 정부는 간첩 혐의와 관련해서 그루지아인 12명도 함께 체포했습니다. 러시아는 이와 관련해서 긴급 유엔안보리 심의도 요청했습니다.
러시아 외무부 장관은 이번 조치가 러시아의 안보에 대한 위협 증가에 대응하기 위한 것이라고 말했습니다. 이에대해 그루지아 미하일 사카스빌리 대통령은 러시아의 철수 명령은 ‘히스테리적 반응’이라며, 자국 내에서 러시아인은 어떤 위협도 직면하지 않고 있다고 말했습니다. 사카스빌리 대통령은 그루지아 정부가 국제법에 따라 이번 사건을 처리한 것이라고 말했습니다.
한편 세르게이 이바노프 러시아 국방장관은 즉각 체포된 장교들을 석방하라고 요구했습니다. 그는 그루지아 정부가 내세운 간첩 혐의가 부적절하고, 자국 장교들을 체포한 것도 도발적 행위라고 말했습니다. 하지만 그루지아 보안군은 오늘 티블리시의 러시아 군본분를 포위한채로, 첩보 혐의가 있는 러시아 국적 추가 용의자들의 인계를 요구했습니다.

Russia has recalled its ambassador from Georgia and has ordered a partial evacuation of Russian personnel and their families from the Georgian capital, Tbilisi.
The evacuation orders were issued today (Thursday), one day after Georgian authorities arrested five Russian military officers on spy charges. Twelve Georgians suspected of involvement also were detained.
Moscow has called for emergency U.N. Security Council consultations, set to begin later today. (EDS: UN talks set for 5 pm EDT)
The Russian Foreign Ministry called the evacuation a response to "a growing threat" to the security of Russians. Georgian President Mikhail Saakashvili called the pullout "hysteria," and said Russians face no threat in his country. He also said Georgia is complying with international law.
Earlier today (Thursday), Russian Defense Minister Sergei Ivanov demanded the immediate release of the officers. He said the spy accusations are absurd and the arrests a provocation. The tensions come one week before Georgia holds nationwide municipal elections.
