최수헌 북한 외무성 부상은 미국이 한반도에 긴장상태를 악화하고 있다고 비난하고 북한의 핵무기 프로그램과 관련한 향후 회담을 거부했습니다.
최수헌 부상은 26일 유엔총회 연설을 통해 미국은 일년 전, 6자회담 후 얼마 지나지 않아 북한에게 이른바“근거없는” 금융제재를 가했다고 말했습니다.
최 부상은 이러한 상황하에서 핵무기 프로그램과 관련해 협상으로 돌아간다는 것은 터무니 없는 것이라고 말했습니다. 미국은 북한이 돈세탁과 위폐제조 행위에 연루됐다는 혐의로 북한에 대한 금융제재를 가해왔습니다.
26일 알렉산더 버시바우 주한 미국대사는 북한이 교착 상태에 빠져 있는 북핵 6자 회담에 복귀하기로 동의할 경우 북한과의 일대일 고위급 회담을 가질 것을 제안했습니다.
미국은 이전에는 북한이 실제 북핵회담에 복귀해야만 양자간 회담을 가질 것이라고 말해왔습니다.

North Korea's Deputy Foreign Minister accused the United States of aggravating tensions on the Korean peninsula and dismissed future talks regarding his nation's nuclear weapons program.
In remarks to the U.N. General Assembly today (Tuesday) in New York, Deputy Foreign Minister Choe Su Hon says the United States imposed what he calls "groundless" financial sanctions on North Korea shortly after six-party talks a year ago.
Choe says under the circumstances it would be preposterous to return to negotiations on its nuclear program.
The U.S. imposed sanctions because of North Korea's alleged involvement in money-laundering and counterfeiting.
Today U.S. Ambassador to South Korea Alexander Vershbow offered to hold a high-level, one-on-one conversation with North Korea if Pyongyang agrees to return to stalled disarmament talks.
In the past, the U.S. has said it would hold a bilateral meeting only after North Korea actually returns to the nuclear talks.
